FACILITY IDENTIFICATION NUMBER: ERIC_5026
PROPOSED TASK ASSIGNMENT: HW685_DC048C
Dear Mr. McGrane:
WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for annual groundwater monitoring and per- and polyfluoroalkyl substances (PFAS) monitoring at the above-referenced site. WSP developed the proposed scope of work in accordance with DEP’s e-mail correspondence, dated July 15, 2025, following review of the previous Annual Groundwater Monitoring Report. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with the DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
Mr. Patrick McGrane Proposal No. 2025US414581
Florida Department of Environmental Protection March 5, 2026
SUBTASK 2 – ANNUAL GROUNDWATER MONITORING
Groundwater Monitoring Following authorization to proceed, WSP will use the Orange County Property Appraiser’s Office website to verify that the current property owner and the offsite property owners have an executed Permission to Enter Property agreement with the DEP. WSP will then coordinate with the real property owner, tenant, and offsite property owners for access to complete the scope of work.
WSP proposes collecting groundwater samples from designated monitoring wells, as outlined in the table below.

Figures 2, 3, 4, and 5 from the previous annual groundwater monitoring report show the site layout with well locations, shallow groundwater flow direction, and groundwater analytical results for project-specific analytes, including PFAS.
Prior to groundwater sampling, depths-to-groundwater will be measured at accessible monitoring wells using an electronic water level indicator to determine groundwater elevations and flow directions. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced, as necessary.
Groundwater sampling will be conducted in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01) dated January 2017 (effective April 16, 2018) and DEP SOPs for Sampling with and Analysis of PFAS, dated August 2020. Prior to collecting the groundwater sample, each well will be purged and field parameters, including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.
Groundwater samples to be analyzed for the project-specific volatile organic compounds (VOCs) will be delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program-certified fixed-base laboratory, along with the completed chain-of-custody documentation. The project-specific VOCs will include volatile organic aromatics plus naphthalene, 1,2,3-trimethylbenzene, 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene, and isopropyl benzene. The groundwater samples to be analyzed for PFAS will be shipped to the DEP Central Laboratory in Tallahassee, Florida. Upon receipt of the laboratory results, WSP will evaluate the detected concentrations to determine if off-site notification is required.
Interim Deliverable Upon completion of Subtask 2, an e-mail deliverable will be submitted and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, and laboratory chain-of-custody documentation.
SUBTASK 3 – PFAS-RELATED COSTS AND IDW MANAGEMENT
WSP will include costs associated with the PFAS monitoring activities in this subtask. These activities include completing bottle order requests with the DEP Central Laboratory; waste characterization and waste profiling;
packaging and shipping PFAS samples to the DEP Central Laboratory; labor involved in sampling wells associated with PFAS analysis only; equipment blank sample collection; and investigation-derived waste (IDW) transportation and disposal.
Quality Assurance/Quality Control WSP will collect one equipment blank sample during the groundwater sampling event. The equipment blank will be collected by pumping (peristaltic pump) PFAS-free water through silicon and/or HDPE tubing and into laboratory-supplied containers. The equipment blank will be analyzed for PFAS using DEP SOP: LC001-3 (or similar), as shown in the above table.
IDW Transportation and Disposal WSP will containerize the IDW purge water in a 55-gallon drum. WSP will collect a waste characterization sample from the drum for analysis of total VOCs using EPA Method 8260D and PFAS using DEP SOP: LC001-3 (or similar), as shown in the above table. The drum will be temporarily staged onsite, pending waste characterization. For cost estimating purposes, WSP has assumed that the IDW can be transported and disposed of as non-hazardous waste at an approved facility. The IDW transportation and disposal subcontractor will provide WSP with a non-hazardous waste manifest upon delivery to the disposal facility. WSP estimates that one drum of IDW purge water and equipment decontamination water will be generated during the field activities.
Interim Deliverable Upon completion of Subtask 3, an e-mail deliverable will be submitted and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical reports with chain-of-custody documentation, and a non-hazardous waste manifest.
SUBTASK 4 – REPORTING
WSP will prepare an Annual Groundwater Monitoring Report that will include a description of the sampling procedures, evaluation of the analytical results; comparison of current to historical data; tabulated summary of the current and historical analytical data; site maps showing the groundwater analytical results; water level elevation information in tables and figures; laboratory analytical data; and conclusions and recommendations.
HEALTH AND SAFETY
WSP will update the existing site-specific Health and Safety Plan for the fieldwork. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities and anytime the scope of work or site conditions change.
COST AND SCHEDULE
The estimated cost to complete the proposed scope of work is $18,122.50. WSP anticipates the groundwater monitoring and soil sampling event will take place in May 2026. The level of effort sheets and cost estimate form are included in Attachment A. Subcontractor quotes are included in Attachment B.
