Subject: Negotiation Summary

HW685 DC039A

This Task Assignment authorizes Golder to conduct groundwater monitoring activities in accordance with the September 28, 2022, Scope of Work, Cost Estimate, and Bid Documentation, and the follow up email on September 29, 2022 adjusting the project schedule.

Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.

Subtask 2: Biennial Groundwater Monitoring Golder will obtain a signed site access agreement from the new property owner and collect groundwater samples from monitoring wells MW001I, MW001D, MW006I, MW007I, MW012I, MW013I, MW014I, MW015I, and MW016I. Prior to sampling, depth-to-water will be measured in the above mentioned wells and in existing monitoring wells MW002I, MW008I, and MW009I. The wells will then be purged, and field parameters will be recorded.

The groundwater samples will be collected using low flow sampling methods and analyzed for chlorinated volatile organic compounds (VOCs) via EPA Method 8260. Investigation-derived waste (IDW) will be temporarily stored in a 55-gallon drum. Golder requested bids for IDW drum treatment and disposal from Clark, Erwin, Whatever Waste, and M&D Industries. Clark was selected as the lowest responsive and responsible bidder.

Subtask 3: Reporting Golder will submit the Biennial Groundwater Monitoring Report deliverable to FDEP.

Obtaining a signed site access agreement from the new property owner is part of this Task Assignment.

The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $10,807.40 with 67 labor hours.

RE: PROPOSAL FOR 2023 BIENNIAL GROUNDWATER MONITORING

FORMER COIN LAUNDRY EQUIPMENT OF JACKSONVILLE

1692 HAMMOND BOULEVARD

JACKSONVILLE, DUVAL COUNTY, FLORIDA

FACILITY IDENTIFICATION NUMBER: ERIC_4627

PROPOSE TASK ASSIGNMENT: DC039A

Dear Ms. Shirah:

Golder Associates USA Inc. (Golder) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for biennial groundwater monitoring at the former Coin Laundry Equipment of Jacksonville (Coin Laundry) site, located in Jacksonville, Duval County, Florida. This proposal includes a description of the proposed scope of services, level of effort (LOE) sheets for each subtask, and a Cost Estimate Form (CEF) that summarizes the costs of the proposed services. This scope of work is subdivided into three separate subtasks, as described below.

SUBTASK 1: PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, the project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation such that the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Drycleaning Solvent Cleanup Program requirements. The project manager will be responsible for the work being conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.

SUBTASK 2: ANNUAL GROUNDWATER SAMPLING AND IDW TREATMENT

Golder will collect groundwater samples from nine monitoring wells (MW001I, MW001D, MW006I, MW007I, MW012I, MW013I, MW014I, MW015I, and MW016I). Figures 2, 3, and 4 from the 2021 biennial monitoring report, which show the potentiometric contours for the intermediate zone of the surficial aquifer and the volatile organic compound (VOC) results for the intermediate, and deep zones of the surficial aquifer, are attached.

Ms. Ginger Shirah Proposal No. 202208346

Florida Department of Environmental Protection September 28, 2022

Prior to groundwater sampling, depth-to-water measurements will be collected at the nine previously mentioned monitoring wells and existing monitoring wells MW002I, MW008I, and MW009I using an electronic water level indicator to determine groundwater depth. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced as necessary.

Groundwater samples will be collected from the wells in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP-SOP-001/01). Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential (ORP) will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.

Groundwater samples will be collected using low flow sampling methods. The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, preserved on ice in a laboratory-provided cooler at a maximum temperature of four degrees Celsius, and delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program certified fixed-base laboratory along with the completed chain-of-custody documentation to be analyzed for chlorinated VOCs using EPA Method 8260B. Upon receipt of the laboratory analytical results, Golder will evaluate the constituent concentrations to determine if off-site notification is required.

Golder will temporarily store the investigation derived waste (IDW) purge water generated from the groundwater sampling event in a 55-gallon steel drum(s). A waste characterization sample will be collected from the IDW drum(s) for analysis of total VOCs using EPA Method 8260. If the waste characterization sample is acceptable to the disposal subcontractor, the IDW drum(s) will be picked up and transported to a facility for proper disposal. A non-hazardous waste manifest will be provided by the disposal subcontractor upon delivery to the disposal facility.

Upon completion of Subtask 2, an e-mail deliverable will be submitted and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, and laboratory chain-of-custody documentation.

SUBTASK 3: REPORTING

The biennial groundwater monitoring report will include a description of the sampling procedures, evaluation of the analytical results, comparison of current to historical data, tabulated summary of the current and historical analytical data, a site map showing the groundwater analytical results, water level elevation information in tables and figures, laboratory analytical data, conclusions, and recommendations. Golder will forward the Automated Data Processing Tool (ADaPT) data deliverables for the groundwater sampling event provided by the laboratory.

HEALTH AND SAFETY

Golder will update the existing site-specific Health and Safety Plan for the field work. The work will be completed in accordance with Golder’s safety policies and procedures. At a minimum, Golder will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.

COST AND SCHEDULE

The estimated cost to complete the proposed work is $10,113.29. Golder will tentatively schedule the sampling event to be conducted in March 2023. The groundwater sampling event is estimated to require one day on site with two field personnel. The LOE/CEF cost sheets are included in Attachment A. The following table summarizes the proposed costs and deliverable schedule:

Table 1: Proposed Costs and Deliverable Schedule

We are not going to provide annual Pricing for the Statewide Contract . After reviewing the scope with my partners and the variability with respect to disposal costing and ever changing fuel costs, we feel we can not bid this work given the current uncertainty in the market. We would be please to bid this work on a casa by case basis.
