December 1, 2023 Proposal No. 202208350

RE: COST PROPOSAL FOR SUPPLEMENTAL SITE ASSESSMENT EVALUATION
PORT OF FORT PIERCE
101 PORT AVENUE A
FORT PIERCE, ST. LUCIE COUNTY, FLORIDA
FDEP FACILITY NUMBER: ERIC_15269
Dear Ms. Johnson:
WSP USA Inc. (WSP) is providing the Florida Department of Environmental Protection (FDEP) with this cost proposal to evaluate the soil and groundwater analytical results from samples collected during the August 2023 and September 2023 Supplemental Site Assessment activities. WSP will use the results of the evaluation to determine if additional soil and groundwater assessment activities are required, prior to the next mobilization. WSP and the FDEP discussed the proposed scope of services via teleconference on November 9, 2023. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.
SUPPLEMENTAL SITE ASSESSMENT ACTIVITIES
Supplemental site assessment activities focused on areas where contaminants had previously been identified at the site. Based on the results of previous assessment activities, the site was broken down into nine areas of concern (Area A through Area I). WSP collected surface and subsurface soil samples from borings, and groundwater samples from existing and proposed monitoring wells. The primary constituent of concern in soil is arsenic, and to a lesser extent total recoverable petroleum hydrocarbons (TRPH), in Areas B, C, F, G, H, and I. Areas with existing soil impacts above Soil Cleanup Target Levels are Area B, C, F, G, H, and I.
On August 20-25, 2023, WSP collected soil samples from 51 soil boring locations and oversaw the installation of four shallow monitoring wells (MW24, MW26, MW27, and MW28). WSP collected soil samples located in the following areas: Area B (14 borings, TRPH and/or arsenic); Area C (11 borings, TRPH and/or arsenic); Area F (3 borings, arsenic); Area G (5 borings, arsenic); Area H (5 borings, TRPH and/or arsenic); and Area I (13 borings, including the re-sample of previous boring KMI14-SB2-2-4 for arsenic using the Toxicity Characteristic Leaching Procedure, TRPH and arsenic). At each of the soil boring locations, WSP used a decontaminated stainless-steel hand auger to collect discrete soil samples from the ground surface to the top of the water table. WSP collected soil
Ms. Megan Johnson Proposal No. 202208350
Florida Department of Environmental Protection December 1, 2023 samples from 0 to 0.5 feet below ground surface (bgs) and 0.5 to 2.0 feet bgs. If the depth-to-groundwater was greater than 2 feet bgs, then soil samples were collected in 2-foot intervals to the top of the water table. WSP placed the soil samples on ice and shipped the coolers to a fixed-based laboratory, along with the completed chain of custody documentation. The laboratory analyzed the primary samples for arsenic and/or TRPH. Based on the TRPH results, WSP requested FDEP approval to analyze 15 samples for TRPH fractions using the Criteria Working Group Method. The soil sampling locations are shown on the attached Figure 2.
Monitoring wells MW24, MW26, and MW27 were installed to a total depth of 12 feet bgs with a track-mounted direct-push rig, with the top of its screened interval intersecting the water table (2 to 12 feet bgs). Monitoring well MW28 was similarly installed to a depth of 11 feet bgs (screened 1-11 feet bgs). On September 11-14, 2023, WSP collected groundwater samples from 21 monitoring wells. The groundwater samples were analyzed for arsenic. The monitoring well locations are shown on the attached Figure 2.
Multiple soil samples in Areas F and G were not collected during the August 2023 soil sampling event at Derecktor’s (site tenant) request due to the presence of a mega-yacht in the area. In addition, monitoring well MW25 was not installed due to site access issues; however, WSP has now obtained access to the proposed location and will install the well during the next mobilization.
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with FDEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with FDEP requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the FDEP-approved task assignment.
SUBTASK 2 – SUPPLEMENTAL SITE ASSESSMENT EVALUATION
As discussed during the November 9, 2023, teleconference with the FDEP, WSP will evaluate the soil and groundwater analytical results from samples collected during the August 2023 and September 2023 Supplemental Site Assessment activities. WSP will use the results of the evaluation to determine if additional soil and groundwater assessment activities are required, prior to the next mobilization.
Upon completion of the evaluation, WSP will submit an e-mail deliverable that will include a comparison of current to historical data, a tabulated summary of the current and historical analytical data, a site map showing the soil and groundwater analytical results, water level elevation information in tables and figures, and recommendations for additional soil and groundwater sampling, as needed. WSP will incorporate the recommendations into the next mobilization, which will also include collecting the remaining soil samples in Areas F and G and installing and sampling monitoring well MW25.
COST AND SCHEDULE
The estimated cost to complete the proposed scope of work is $4,935.14. The LOE/CEF cost sheets are included in Attachment A. The following table summarizes the proposed costs and deliverable schedule.
