Florida Department of Environmental Protection February 5, 2026 access to complete the scope of work. WSP will obtain the applicable local, county, and State-required permits prior to implementing the proposed scope of work.
Historical MAGS Investigation and Results
Between November 30 and December 5, 2024, WSP installed four MAGS wells (MAGS-1 through MAGS-4) and eight vacuum monitoring points (VMP-1 through VMP-8) using a stainless-steel hand auger. Soil vapor samples were collected from each of the four MAGS wells and analyzed for volatile organic compounds
(VOCs) using EPA Method TO-15. The MAGS well locations are shown on Figure 4.
WSP performed a step-increase vacuum test at location MAGS-1, which consisted of a low
(approximately 6 inches H2O), medium (approximately 20 inches H2O), and high vacuum setting
(approximately 57 inches H2O). The optimum vacuum setting appeared to be at the high vacuum setting, based on the calculated ROIs and influent soil vapor flow rate results. However, water entrainment was observed in MAGS-3 and MAGS-4 at the high range and was mitigated when the vacuum was reduced to be closer to the medium range (35 to 40 inches H2O).
The calculated average flow rate for the MAGS wells ranged from approximately 37.7 standard cubic feet per second (scfm) in MAGS-1 to 22.4 scfm in MAGS-2. The calculated ROIs ranged from 16 to 20 feet, as defined by a minimum induced vacuum of 0.1 inches of water. WSP calculated the average soil permeability at each vacuum setting. The average soil permeability at the apparent optimum vacuum setting (between medium and high settings) ranged from 12.93 to 17.27 Darcys using data collected during the MAGS study.
The soil permeability is consistent with the lithology observed in the vadose zone soils (sand) and is consistent with values desired for effective soil vapor extraction (SVE).
PCE was detected in each MAGS well sample, ranging in concentration from 1.2 milligrams per cubic meter
(mg/m3) at MAGS-4 to 14 mg/m3 at MAGS-2. The highest concentrations were located underneath the floor slab where the former drycleaning machine (MAGS-2) was located and outside the rear door (MAGS-3).
TCE and some petroleum constituents were reported in the soil vapor samples at very low concentrations between the laboratory method detection limit (MDL) and the practical quantitation limit. The soil vapor results are summarized in Table 2 and shown on Figure 4. The soil vapor samples were received by the laboratory within hold-times; however, when the laboratory shipped the samples to a different laboratory location for analysis, the samples were received out of hold-time by that lab. WSP instructed the lab to analyze the samples. Even though the samples were analyzed out of hold-time, the data provided useful information concerning current soil quality conditions by detecting PCE at each MAGS well location. Due to the samples being analyzed out of hold time, DEP requested that WSP conduct another round of MAGS testing and analysis.
Proposed MAGS Investigation
WSP will conduct MAGS testing at the four MAGS wells (MAGS-1 through MAGS-4) that were installed during the initial assessment activities in November 2024. WSP will mobilize our trailer-mounted SVE system to complete the MAGS investigation. The MAGS investigation results will be used to evaluate the presence and locations of potential source areas and to identify locations and analyses for additional discrete soil sampling. The results may also be used for a full-scale soil vapor extraction system design, if warranted. The MAGS investigation will involve fitting a regenerative blower to each MAGS well to extract soil vapor from vadose zone soil.
WSP will analyze the extracted soil vapor using an OVA-PID and/or Draeger colorimetric detector tubes. A portable generator will supply power to the blower. The connection between the MAGS wellhead and blower will be made using 2-inch diameter vacuum-rated flexible PVC tubing and Schedule 40 PVC pipe. Vacuum gauges, a flowmeter, filter, and sample ports will be installed in-line.
WSP will test each MAGS well for an estimated 30 minutes to one hour. At one of the MAGS locations, WSP will perform step-increase vacuum tests, which will consist of a low, medium, and high vacuum settings. The remaining tests will be performed at the optimum vacuum determined in the step-test. WSP will measure subsurface vacuum pressure at varying distances from the primary extraction points using nearby MAGS wells and monitoring wells, provided the monitoring well screen is sufficiently exposed, to evaluate subsurface flow characteristics. This data will be used to estimate the effective field ROI, soil permeability, hydraulic conductivity, pore volume, and purge time. The project engineer will perform calculations during the field event to confirm the time required to evaluate one pore volume of soil vapor based on the measured ROI and actual vapor flow rate. Based on these calculations, the time that vapor is extracted at each MAGS well will be adjusted accordingly. An OVA-PID and/or colorimetric detector tubes will be used to monitor the soil vapor extracted from the MAGS sampling point.
Near the end of each MAGS extraction test, a soil vapor influent sample (pre-dilution) will be collected to provide a general assessment of the types and concentrations of remaining chlorinated solvents in soil.
The air samples will be collected in Summa canisters and submitted to a fixed-based laboratory for VOC analysis using EPA Method TO-15.
Annual Groundwater Monitoring
During the initial assessment activities conducted in March 2024, WSP installed eight shallow monitoring wells (OMW-1 through OMW-8). WSP has completed only one groundwater sampling event at the Site on
March 26, 2024. WSP proposes collecting groundwater samples from the eight existing monitoring wells for the analyses identified in the table below. WSP will submit one set of samples from each well to a fixed-base laboratory for analysis of chlorinated VOCs using EPA Method 8260B, and an IDW sample for analysis for full list VOCs using EPA Method 8260D. WSP will submit a second set of samples from five select wells plus the equipment blank to the DEP Central Laboratory in Tallahassee, Florida for analysis of per- and polyfluoroalkyl substances (PFAS) using DEP SOP: LC001-3 (or similar). The attached figures show the well locations and recent chlorinated VOC results. Prior to groundwater sampling, the depth-to-groundwater will be measured at each of the eight well locations using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced, as necessary.

Groundwater sampling activities will be completed in accordance with DEP Standard Operating Procedures
(SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018). Prior to collecting the groundwater sample, each well will be purged using low-flow sampling methods and field parameters, including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.
The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, preserved on ice in a laboratory-provided cooler at a maximum temperature of 4° Celsius, and delivered to a DOH and NELAP certified fixed-base laboratory along with the completed chain-of-custody documentation.
Interim Deliverable
Upon completion of Subtask 2, an email deliverable will be submitted for the chlorinated VOC samples and will include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, and non-hazardous waste manifest.
SUBTASK 3 – PFAS-RELATED COSTS and IDW TRANSPORTATION & DISPOSAL
WSP will include costs associated with initial PFAS monitoring activities in this subtask. According to the most recent FDOH Potable Well Survey (12/16/24), there are no potable supply wells with ¼-mile of the site. Therefore, in conjunction with the sampling efforts conducted in Subtask 2 for chlorinated VOC analysis, groundwater samples will be collected for PFAS analysis from the five monitoring wells (OMW-1, OMW-3, OMW-4, OMW-5, and OMW-8) that were previously analyzed for PFAS. These activities include completing bottle order requests with the DEP Central Laboratory; waste characterization and waste profiling; packaging and shipping PFAS samples to the DEP Central Laboratory; labor involved in sampling wells associated with PFAS analysis only; and investigation derived waste (IDW) transportation and disposal.
Quality Assurance/Quality Control
WSP will collect one equipment blank sample during the groundwater sampling event. The equipment blank will be collected by pumping PFAS-free water through silicon and HDPE tubing and into laboratory-supplied containers. The equipment blank will be analyzed for PFAS using DEP SOP: LC001-3.-supplied containers.
The equipment blank will be analyzed for PFAS using DEP SOP: LC001-3
IDW Transportation and Disposal
WSP will containerize the IDW purge water in a 55-gallon drum. WSP will collect a composite waste characterization sample from the drum for analysis of total VOCs using EPA Method 8260 and PFAS. The drum will be temporarily staged onsite, pending waste characterization. For cost estimating purposes, WSP has assumed that the IDW can be transported and disposed of as non-hazardous waste at an approved facility. The IDW transportation and disposal subcontractor will provide WSP with a non-hazardous waste manifest upon delivery to the disposal facility. WSP estimates a total of one drum of IDW purge water will be generated during the field activities. Given that PFAS groundwater samples have not been collected at this site, disposal rates will be reflective of PFAS-impacted media.
Interim Deliverable
Upon completion of Subtask 3, an email deliverable will be submitted for the PFAS samples and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, and non-hazardous waste manifest, and updated data tables and figures.
SUBTASK 4 – REPORTING
WSP will prepare a Supplemental Site Assessment Report that will include a description of the field activities and sampling procedures, evaluation of the analytical results; comparison of current to historical data;
tabulated summary of the current and historical analytical data; site maps showing the MAGS air sample analytical results, the groundwater analytical results; water level elevation information in tables and figures;
laboratory analytical data; and conclusions and recommendations.
HEALTH AND SAFETY
WSP will update the existing site-specific Health and Safety Plan for the fieldwork. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high-visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities and anytime the scope of work or site conditions change.
COST AND SCHEDULE
The estimated cost to complete the proposed scope of work is $20,943.55. WSP anticipates the MAGS testing and sampling, and the groundwater sampling activities can take place in March/April 2026, pending
DEP approval of this proposal. The level of effort sheets and cost estimate form are included in
Attachment A. Subcontractor quotes are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule.
