HW685 DC005A
This Task Assignment authorizes Golder to conduct groundwater monitoring activities in accordance with the March 18, 2022, Scope of Work, Cost Estimate, and Bid Documentation.
Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.
Subtask 2: Annual Groundwater Monitoring Golder will collect groundwater samples from monitoring wells MW004, MW006, MW015, MW017 – MW019, MW058, RW002, and RW012. Prior to sampling, depth-to-water will be measured. The wells will then be purged, and field parameters will be recorded. The groundwater samples will be collected using low flow sampling methods and analyzed for chlorinated volatile organic compounds (VOCs). Investigation-derived waste (IDW) will be temporarily stored in a 55-gallon drum. Golder requested bids for IDW drum treatment and disposal from Clark, Erwin, Whatever Waste, and M & D Industrial Services. Erwin was selected as the lowest responsive and responsible bidder.
Subtask 3: Reporting Golder will submit the Annual Groundwater Monitoring Report and ADaPT and GIS deliverables to FDEP.
Golder and the FDEP confirmed on March 18, 2022, that an Access Agreement with the current real property owner of the Clotheshanger Cleaners (ERIC_4874) site has been executed.
The original Task Assignment totaled $9,037.50 with 55 labor hours but after negotiations and corrections with contractor costs are reflected as below:
The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $8,821.91 with 54 labor hours.

RE: COST PROPOSAL FOR CLOTHESHANGER CLEANERS
ANNUAL GROUNDWATER MONIORING
1816 NORTH MONROE STREET
TALLAHASSEE, LEON COUNTY, FLORIDA
FACILITY ID NUMBER: ERIC_4874
PROPOSED TASK ASSIGNMENT: HW685_DC005A
Dear Mr. Grubbs:
Golder Associates USA Inc. (Golder) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for groundwater monitoring at the Clotheshanger Cleaners site, located in Tallahassee, Leon County, Florida. This proposal includes a description of the proposed scope of services, level of effort (LOE) sheets for each subtask, and a Cost Estimate Form (CEF) that summarizes the costs of the proposed services. The scope of work is based on the recommendations accepted by the DEP in the July 21, 2021 electronic mail correspondence to Golder. The proposed scope of services is described below.
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Drycleaning Solvent Cleanup Program requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
SUBTASK 2 – ANNUAL GROUNDWATER MONITORING
Golder will collect nine groundwater monitoring well samples (MW004, MW006, MW015, MW017, MW018, MW019, MW058, RW002, and RW012) and one waste characterization sample. The attached figures from the June 2021 annual groundwater monitoring report are showing the monitoring well locations, potentiometric map for in the
Mr. Ben Grubbs Proposal No. 202208346
Florida Department of Environmental Protection March 18, 2022 shallow surficial aquifer zone, PCE isoconcentration contour map, and source zone map for chlorinated volatile organic compound (VOC) results.
Prior to groundwater sampling, the depth to groundwater will be measured at accessible monitoring well locations (MW004, MW006, MW015, MW017, MW018, MW019, MW058, RW002, and RW012) using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced as necessary. Groundwater samples will be collected from the wells in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP-SOP-001/01) dated January 2017 (effective April 16, 2018). Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.
Groundwater samples will be collected using low flow sampling methods. The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, preserved on ice in a laboratory-provided cooler at a maximum temperature of four degrees Celsius, and delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program-certified fixed-base laboratory along with the completed chain-of-custody documentation to be analyzed for chlorinated VOCs using EPA Method 8260B.
Golder will temporarily store the investigation derived waste (IDW) purge water generated from the groundwater sampling event in a 55-gallon steel drum(s). A waste characterization sample will be collected from the IDW drum(s) for analysis of total VOCs using EPA Method 8260. If the waste characterization sample is acceptable to the disposal subcontractor, the IDW drum(s) will be picked up and transported to a facility for proper disposal. A non-hazardous waste manifest will be provided by the disposal subcontractor upon delivery to the disposal facility.
Upon completion of Subtask 2, an e-mail deliverable will be submitted and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, and laboratory chain-of-custody documentation.
SUBTASK 3 – REPORTING
The annual groundwater monitoring report will include a description of sampling procedures, evaluation of analytical results, comparison of current to historical data, tabulated summary of the current and historical analytical data, a site map showing the groundwater analytical results, water level elevation information in tables and figures, laboratory analytical data, conclusions, and recommendations. Golder will update the DEP GIS tables with the new water level data, field parameter measurements, and VOC data; run the DEP data checker on the completed tables;
and submit the updated tables and error report. Additionally, Golder will forward Automated Data Processing Tool (ADaPT) data deliverables provided by the laboratory for each groundwater sampling event.
HEALTH AND SAFETY
Golder will update the site-specific Health and Safety Plan for the field work. The work will be completed in accordance with Golder’s safety policies and procedures. At a minimum, Golder will wear safety glasses, high visibility safety vests, and steel-toed boots. We are not going to provide annual Pricing for the Statewide Contract . After reviewing the scope with my partners and the variability with respect to disposal costing and ever changing fuel costs, we feel we can not bid this work given the current uncertainty in the market. We would be please to bid this work on a casa by case basis.
