RE: Cost Proposal to Conduct Supplemental Site Assessment Activities
Ponte Vedra Cleaners 152 A1A Ponte Vedra Beach, St. Johns County, Florida FDEP FAC ID No: ERIC_5404 Task Assignment No: HW685-DC040A
Dear Mr. Kehinde, WSP USA Inc., (WSP) is pleased to provide this proposal for supplemental site assessment (SSA) activities for the Ponte Vedra Cleaners site in Ponte Vedra Beach, Florida (Figure 1).
This proposal was developed based on discussions between WSP and FDEP to complete the horizontal and vertical delineation of the identified chlorinated volatile organic compounds (CVOCs) in soils under the parking lot in the front of the strip mall. The cost estimate spreadsheets detailing the level of effort (LOE) necessary to conduct the described events are included as Attachment A. This proposal was originally submitted and approved by FDEP under Contract Number HW668 for Wood Environment & Infrastructure Solutions, Inc. This proposal is being resubmitted under Contract Number HW685. The events in this proposal are separated into the subtasks listed below which are detailed in the attached cost estimate spreadsheets.
Based on discussions during Wood’s Annual Contractor review meeting, and a telephone call with the FDEP Site Manager and Engineer on June 21, 2022, it was determined that the investigation will focus on determining the vertical and lateral extent of chlorinated drycleaning solvents contamination previously identified in soil, primarily under the parking lot of the strip mall emanating from the area near the front of the former drycleaning facility. WSP expects to complete this work in two mobilizations.
All sampling and field work activities will be conducted in accordance with FDEP Standard Operating Procedures (SOPs) for Field Activities (DEP-SOP-001/01) dated January 2017 (effective April 16, 2018).
Subtask 1 – Project Management To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP. Project management will include coordination of field activities;
resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submission of project invoices in accordance with DEP Waste Site Cleanup Section requirements.
Mr. Opeyemi Kehinde 6783227011
Florida Department of Environmental Protection April 12, 2023
The project manager will be responsible for seeing that the work is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
Subtask 2 – Supplemental Soil Assessment Assessment History
An area of soil contamination was identified during the site assessment activities performed in April and May 2015 (Figure 2). The source was identified to be in the vicinity of the former drycleaning machine and out the front door, as the facility does not have a rear door. Eighty-four mobile laboratory and six fixed-base laboratory samples were collected from the 28 soil borings performed across the Ponte Vedra Cleaners site to depths of approximately 4 feet bls (observed soil saturation at the time of collection).
Based on the collected data, three separate intervals (0 to 0.5 feet bls [vadose zone], 0.5 to 2 feet bls [vadose zone], and 2 to 4 feet bls [vadose zone]) have been identified to contain impacted soil. Based on the data obtained from the soil samples, there appeared to be two sources of CVOC contamination at the site: under the facility floor slab near the former drycleaning machine and in the front parking lot outside the front door of the facility. Soil borings SB-6 and SB-7 were advanced through the floor at the approximate location of the former drycleaning machine. Both samples contained PCE (SB-6, 0.60 mg/kg and SB-7, 0.75 mg/kg) at concentrations exceeding the SCTL for Leachability to Groundwater. Since additional borings could not be advanced inside the building, three borings (SB-3, SB-4 & SB-16) were advanced outside of the building to the west of the facility. Soil borings SB-3 and SB-4 did not contain any CVOCs above the method detection limit (MDL) and SB-16 only had a very low concentration of PCE.
More extensive soil contamination was observed outside the front of the facility beneath the asphalt parking lot. PCE contamination was detected above the SCTL Leachability to Groundwater criteria in one or more of the three depth interval samples collected from 16 soil borings. PCE concentrations that exceeded the SCTL in these soil samples ranged from 0.036 to 0.60 mg/kg. The vadose zone soil contamination in this area was delineated, however, the majority of the data was from the mobile laboratory, which has shown to not correlate well to fixed-base analytical samples.
Confirmatory analytical soil samples were collected from five locations (SB-6, 0-0.5 feet; SB-7, 2-4 feet; SB-15, 2-4 feet; SB-17, 0.5-2 feet; & SB-19, 0.5-2 feet). The fixed-base laboratory results indicated that the samples collected from soil borings SB-6 (3.1 mg/kg), SB-7 (3.4 mg/kg), SB-15 (0.13 mg/kg) and SB-17 (0.053 mg/kg) all contained PCE at concentrations exceeding the SCTL Leachability to Groundwater criteria. Additionally, the sample collected from soil boring SB-6 (0.16 mg/kg) also contained TCE at a concentration exceeding the SCTL Leachability to Groundwater criteria. As a result, the samples collected from SB-6 and SB-15 were analyzed by the synthetic precipitation leaching procedure (SPLP). The analytical results indicated that PCE was detected above the GCTL in the leachate samples for SB-6 (0 to 0.5 feet) at a concentration of 44 µg/L. These intervals are shown graphically on Figures 4A through 4C and also include analytical results. These figures present the extent of soil contamination based on soil OVA screening results and primarily mobile laboratory analytical data.
Proposed Scope of Work
Based on a recent meeting between WSP and WSCS staff on June 21, 2022, it was agreed upon that further assessment was needed to verify the extent contamination in the soil beneath the parking lot. During this event, a total of 21 soil borings will be advanced as detailed in the following sentences. It was agreed that each soil boring that historically had one or more exceedances of CVOCs, would be resampled at each depth interval. Based on this agreement, a total of 13 soil borings will be resampled in the front parking lot (SB-5, SB-8, SB-9, SB-10, SB- 11, SB-12, SB-13, SB-14, SB-15, SB-17, SB-18, SB-21, & SB-24) (Figure 1). Four soil borings (SB-1, SB-22, SB-25, and SB-27) in the front parking lot will be resampled as soil delineation borings. Additionally, two new soil borings (SB-31 & SB-32) will be advanced on the west side of the building behind the drycleaners building. Two soil borings will also be attempted to be advanced at borings SB-6 and SB-7 located inside of the building to collect verification soil samples from beneath the building slab. The inside of the building has been remodeled and new carpet and tile have been installed at these locations and are located within new massage rooms. Soil samples will be collected at each boring from four depth intervals (0 to 0.5 feet bls,
0.5 to 2 feet bls and 2 to 4 feet bls plus 4 to 6 feet bls based on the recent measured depth to groundwater) for laboratory analysis of CVOCs using U.S. Environmental Protection Agency (USEPA) Method 8021/8260B. The most recent depth to water in this area was approximately
6.5 feet below land surface (bls) during July 2022 O&M visit. The sample fraction will be collected from the bottom of each sample interval (i.e., 0.5, 2, 4 & 6 feet bls). Additionally, an SPLP sample fraction will be collected with each sample, to be analyzed in the event of an exceedance of any contaminants of concern. A total of 84 soil samples will be collected.
At each soil boring location being resampled, a new soil boring will be advanced right next to the original soil boring. The asphalt parking lot will be cored through using a concrete core machine. The samples will then be collected using pre-cleaned hand augers, with a new hand auger being used at each depth interval. Field decontamination will not be necessary because WSP will bring enough pre-cleaned, decontaminated hand augers to the field. The CVOC sample fraction will be collected directly from the hand auger using TerraCore samplers, and the SPLP fraction will be collected using a 25-gram EnCore™ sampler. Photoionization detection (PID) readings will not be collected from the soil samples. If a soil sample’s results exceed SCTLs, and the SPLP needs to be run on the sample, a change order will be submitted to add the SPLP extraction costs and the SPLP analytical costs. After the samples have been collected, the unused soil will be placed back into the boring from which it came. After the boring has been backfilled, it will be repaired using cold-mix asphalt.
Modified Active Gas Sampling Wells Installation – Per discussions with FDEP, WSP will install six MAGS wells in the front parking lot area in order to conduct MAGS tests and sampling (Figure 1). Six, 2-inch diameter, MAGS wells (MAGS-1 through MAGS-6) will be installed near the locations where the highest concentrations of soil contamination have been previously identified. The well screens will extend from 1-foot bls to 1-foot above the water table (approximately 5 feet bls based on recent depth to water measurements) and completed with 8-inch diameter manholes and concrete pads. Additionally, WSP proposes to install five vacuum monitoring points at strategically select distances from each MAGS well in order to collect vacuum and pressure readings during the MAGS tests. The vacuum monitoring points will be used to supplement the existing monitoring wells and MAGS wells to determine the radius of influence. Each vacuum monitoring point will be installed to the same depths as the MAGS wells (Figure 2).
The following week, WSP will mobilize back to the site to conduct the MAGS step-test on one of the newly installed MAGS wells. Each subsequent MAGS test will be performed at the optimum vacuum determined in the step-test. Each MAGS well will be attached to an appropriately sized blower and tested for the amount of time calculated to remove one, 30-foot radius, soil vapor volume. It is anticipated that each test will last from 30 to 60 minutes. During this time, the vapor will be monitored with a PID. Vacuum readings will be collected from monitoring wells, vapor monitoring points, and non-active MAGS wells as necessary based on proximity to the active MAGS wells. One vapor sample will be collected from each MAGS well at the end of the test for fixed-base laboratory analysis using USEPA Method TO-15.
Subtask 3 – Reporting
This subtask includes preparing a Supplemental Site Assessment Report detailing the SSA activities for the soil and soil vapor sampling activities including a summary of activities conducted, findings and results, tables and figures depicting the analytical results, and conclusions and recommendations.
Subtask 4 – Utilities 11th Quarter (February 2023)
Subtask 4 provides budget to cover the utility costs of system operation for the period of time after the last O&M visit conducted on February 13, 2023 until the system is shut-off, at FDEPs direction (~$750.00 per month) and for any idle usage ($50 x 4 months) and fees ($20 x 6 months) until the system is either restarted or removed from the site. The utility service is provided through Beaches Energy Services.
HEALTH AND SAFETY
WSP will prepare a site-specific Health and Safety Plan for the field work. The work will be completed in accordance with WSP safety policies and procedures. At a minimum, WSP will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.
COST AND SCHEDULE
The estimated cost to complete the proposed scope of work is $55,802.09. WSP is prepared to schedule the initial field work activities within 45 days of receipt of a signed task assignment based upon subcontractor availability. Currently, drilling subcontractors are booked through June 2023. The LOE/CEF sheets are included in Attachment A. Subcontractor quotes are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule.
