RE: COST PROPOSAL FOR SITE ASSESSMENT
HANDI CRAFT CLEANERS
9735 OLD SAINT AUGUSTINE ROAD
JACKSONVILLE, DUVAL COUNTY, FLORIDA
FACILITY IDENTIFICATION NUMBER: ERIC_4572
PROPOSED TASK ASSIGNMENT: DC042B
Dear Mr. McGrane, WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this proposal for conducting the site assessment at the above-referenced site. The site assessment activities will be completed in accordance with the Site Assessment Work Plan (SAWP), dated August 31, 2023. The SAWP was reviewed by the DEP and comments were provided to WSP in an electronic mail correspondence, dated
December 27, 2023, and a telephone conference call on December 27, 2023, with Breck Dalton and Patrick
McGrane of the DEP. WSP revised the scope of work in this proposal to address the following comments and recommendations detailed in the DEP correspondence. Specifically, the comments that will be addressed are as follows:
WSP will install at least five of the seven proposed shallow monitoring wells and perform a field top-of-casing survey relative to an arbitrary datum to determine the groundwater flow direction before completing the Direct
Push Technology (DPT) groundwater vertical profiling so any adjustments to the groundwater profiling locations can be made based on groundwater flow direction.
WSP will add an additional vacuum monitoring point (VMP) (MAG010) between MAG001 and MAG002.
WSP will add an additional soil sampling location (SB010) to be paired with MAG010.
WSP will add an additional DPT sampling location (DPT-9) close to the building and in the anticipated downgradient direction of the drycleaning machine.
WSP will add an additional shallow monitoring well (MW007S) close to the building and in the anticipated downgradient direction of the drycleaning machine.
A copy of the DEP December 27, 2023, email is included in Attachment A.
Mr. Patrick McGrane Proposal No. 2024US210635
Florida Department of Environmental Protection May 2, 2024
Site assessment activities, including the preparation of a Site Assessment Report, will be completed in accordance with requirements set forth in Chapter 62-780.600, FAC. Field activities will be completed in accordance with DEP
Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective
April 16, 2018).
This proposal includes a brief description of the proposed scope of services, level of effort sheets, and a Cost
Estimate Form that summarizes the costs of the proposed services. A more detailed description of the scope of work can be observed in the August 2023 SAWP. This project is subdivided into four separate subtasks, as described below.
SUBTASK 1 PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
SUBTASK 2 SITE ASSESSMENT ACTIVITIES
Event 1 Site Access, Utility Clearance, Permits, Lithology Boring, Soil Sampling, MAGS Well and VMP Installation, DPT Vertical Groundwater Profiling, Monitoring Well Installation, and Surveying
Site Access, Utility Clearance, and Permits
Following authorization to proceed, WSP will coordinate with the real property owner and tenant for access to complete the scope of work. WSP will obtain the applicable local, county, and state-required permits prior to implementing the proposed scope of work. The location of underground utilities will be identified and marked.
Sunshine State One Call, a utility location service provider, will be contacted at least three working days (72 hours) before any subsurface work begins. Given that work will be conducted on private property, Sunshine State One Call might not be able to provide details regarding specific utilities in the area where site restoration activities will be conducted. Therefore, WSP will use a private utility location company to locate and map shallow subsurface anomalies present within the proposed site restoration areas.
Lithology Boring
WSP proposes to oversee the use of a DPT drill rig to advance one lithology boring under the direct supervision of a WSP geologist. The boring will be advanced to a depth of 50 feet below ground surface (bgs), or refusal, whichever is encountered first. The purpose for completing the lithology boring is to determine continuous lithologic profiles, which will be used to identify potential aquitards, and determine the thickness of any low-permeability clay zones and any zones of higher permeability. The lithology boring will be installed outside of the suspected impacted area of the site. The approximate location of the lithology boring is shown on Figure 5.
Soil Sampling
WSP proposes to collect soil samples from 11 soil borings (SB001 through SB011) located in the vicinity of current or former potential drycleaning contaminant source areas. The proposed soil boring locations are shown on
Figure 5.
At each of the soil boring locations, WSP will use a decontaminated stainless-steel hand auger to collect discrete soil samples from the ground surface to the top of the water table. WSP will collect soil samples from 0 to 0.5 feet bgs and 0.5 to 2.0 feet bgs. If the depth-to-groundwater is greater than 2 feet bgs, then soil samples will be collected in
2-foot intervals to a depth of 10 feet bgs, or the top of the water table, whichever is encountered first (e.g., 2.0 to
4.0 feet bgs, 4.0 to 6.0 feet bgs, etc.). If the depth-to-groundwater is greater than 10 feet bgs, then soil samples will be collected in 5-foot intervals to the top of the water table (e.g., 10 to 15 feet bgs, 15 to 20 feet bgs, etc.). WSP will collect a primary soil sample from the bottom of each depth interval. WSP will also collect a split soil sample using a 25-gram EnCore sampler. The split samples will be placed on hold pending review of the primary sample results.
For cost estimating purposes, WSP has assumed the depth-to-groundwater is 6 feet bgs and samples will be collected from the following depth intervals: 0 to 0.5 feet bgs; 0.5 to 2.0 feet bgs; 2.0 to 4.0 feet bgs; and 4.0 to
6.0 feet bgs.
WSP will place the soil samples on ice and ship the coolers to a Florida Department of Health and National
Environmental Laboratory Accreditation Program-certified fixed-based laboratory, along with the completed chain of custody documentation. The laboratory will analyze the primary samples for the full list of volatile organic compounds (VOCs) using Environmental Protection Agency (EPA) Method 8260. If the results exceed a DEP Soil
Cleanup Target Level for leachability, based on groundwater criteria, for any constituent, WSP will request DEP approval to analyze the split samples using the Synthetic Precipitation Leaching Procedure (SPLP), if necessary.
For cost estimating purposes, WSP has assumed up to 10 split samples will be analyzed using the SPLP.
Unless the soil boring is converted to a MAGS well, the boreholes will be filled with sand. If the boring was advanced into a concrete or asphalt surface, the borehole will be filled with sand to approximately 6 inches below grade, followed by a layer of concrete or asphalt patch (as appropriate) to match the existing surface.
MAGS Well and VMP Installation
WSP will convert ten of the soil borings to MAGS wells (MAG001 through MAG010). WSP will use locations
MAG001, MAG002, MAG004, MAG005, MAG007, and MAG008 as MAGS wells during the investigation. WSP will use the remaining wells as VMPs during the investigation. WSP has assumed a 20-foot vacuum radius of influence
(ROI) for the purposes of MAGS well and VMP spacing. The proposed MAGS well and VMP locations are shown on Figure 6.
The MAGS wells will be constructed of 2-inch diameter, Schedule 40 PVC with 0.010-inch machine-slotted screens.
The top of the well screen will be approximately 1 foot bgs. The bottom of the well screen will be set approximately
1 foot above the water table. Following installation of the wells, WSP will fill the annular space in the borehole with
20/30 grade silica sand to a level approximately 0.5 feet above the top of the well screen. WSP will then add a layer of bentonite grout to the surface to create a seal. Each of the risers will be cut just below final grade and capped with a water-tight expandable locking plug. The MAGS wells will be housed within a steel manhole cover and completed at the surface within a flush-mounted concrete pad. For cost estimating purposes, the MAGS wells will be installed to a total depth of 5 feet bgs (1 foot above the estimated water table) and screened from 1 to 5 feet bgs.
DPT Vertical Groundwater Profiling
WSP proposes to complete vertical groundwater profiling at 9 locations using DPT (DPT-1 through DPT-9). Based on an assumed depth to groundwater of 6 feet, WSP will collect groundwater samples at each of the proposed locations at the following 10-foot depth intervals: 6-10, 16-20, 26-30, 36-40, and 46-50 feet bgs (5 samples per location). WSP has selected the DPT vertical profiling locations to be in the vicinity of suspected source areas and in presumed upgradient and downgradient locations. The proposed locations are shown on Figure 7.
WSP will collect groundwater screening samples using DPT tooling (4-foot-long wellpoint screens). Purge volumes and sample collection data will be recorded on field data sheets. WSP will collect the samples in a top (shallow) to bottom (deep) method. The samples will be analyzed at a fixed-base laboratory for the full list of VOCs using EPA
Method 8260.
Monitoring Well Installation
WSP has assumed the permanent monitoring well locations will be installed onsite in the vicinity of suspected source areas and in presumed upgradient and downgradient locations. The wells will be installed by a Florida licensed well driller. Well construction will be consistent with DEP and St. Johns River Water Management District well construction criteria. The drilling contractor will be responsible for decontaminating the drilling rods, hand augers, and other relevant equipment prior to arrival at the site and after each well is installed. The proposed locations are shown on Figure 7.
WSP proposes to install seven shallow monitoring wells (MW001S through MW007S) and screen the wells across the water table. The well screens will consist of 10 feet of 1-inch diameter, Schedule 40, pre-packed well screen
(0.010 inch slot size). The well risers will consist of 1-inch diameter, Schedule 40 PVC. The well risers will be connected to the screens with flush-threaded joints, using an appropriate length to reach the ground surface. The annular space between the borehole wall and the pre-packed well screen will be filled with a 20/30 grade silica sand filter pack to a level above the top of the well screen (minimum 1 foot above). A minimum one-foot thick, fine (30/65) grade silica sand seal will be placed above the sand filter pack, and the remainder of the annular space will be filled with a Portland Cement Type II grout seal. For cost estimating purposes, WSP has assumed the shallow monitoring wells will be installed to a total depth of 15 feet bgs (i.e., screened from 5 to 15 feet bgs).
At this time, WSP proposes to install one intermediate zone monitoring well (MW001I) in or near a suspected source area. The intermediate well will be installed in a similar manner to the shallow well (see above), except the proposed total depth is 50 feet. For cost estimating purposes, WSP has assumed the intermediate zone monitoring well will be installed to a total depth of 50 feet bgs (i.e., screened from 40 to 50 feet bgs).
The monitoring wells will be finished with flush-mounted surface completion and an 8-inch diameter bolt-down steel cover. The risers will be capped with water-tight expandable locking plugs. A 2-foot by 2-foot concrete pad will be constructed around the well to secure the flush-mounted vault, which will be sloped away from the well to prevent surface water infiltration. To remove fine-grained particles in the filter pack and those adhered to the borehole walls, and to establish a good hydraulic connection with the aquifer, the monitoring wells will be developed until the purged water remains visibly clear and free of suspended particulate matter.
Surveying
Following installation of the permanent monitoring wells, WSP will subcontract a Florida-licensed professional land surveyor to provide a survey of the property boundary; soil sampling locations; MAGS well and VMP locations; DPT vertical groundwater profiling locations; and monitoring well locations, including the top-of-well casing elevations
(+/- 0.01 feet accuracy). The survey final product will contain the following features:
The survey will be done in relation to the National Geodetic Vertical Datum (NGVD) of 1929 or the North
American Vertical Datum of 1988 (NAVD 88).
The horizontal datum will be in State Plane NAD83.
The operating units will be in feet.
The benchmark (monument) and vertical datum will be referenced.
Event 2 MAGS Investigation
Once the MAGS wells have been installed, WSP will complete the MAGS investigation. The MAGS investigation results will be used to evaluate the presence and locations of potential source areas and to identify locations and analyses for additional discrete soil sampling. The results may also be used for a full-scale soil vapor extraction system design, if warranted.
The MAGS investigation will involve fitting a regenerative blower (Fuji Electric Model VFC508P-2T, 2.5 hp, single phase) to a MAGS well to extract soil vapor from vadose zone soil. WSP will analyze the extracted soil vapor using an OVA-PID and/or Draeger colorimetric detector tubes. The blower will be capable of a flow rate of 154 standard cubic feet per minute at a vacuum of 80 inches of water (inches H20) under ideal conditions. A portable generator will supply power to the blower. The connection between the MAGS wellhead and blower will be made using 2-inch or 4-inch diameter vacuum-rated flexible PVC tubing and Schedule 40 PVC pipe. Vacuum gauges, a flowmeter, filter, and sample ports will be installed in line.
WSP will test each of the MAGS wells (MAG001, MAG002, MAG004, MAG005, MAG007, and MAG008) for an estimated 30 minutes to one hour. At a minimum of one location, WSP will perform step-increase vacuum tests, which will consist of a low, medium, and high vacuum setting. WSP will measure subsurface vacuum pressure at varying distances from the primary extraction points using nearby MAGS wells and monitoring wells, provided the monitoring well screen is sufficiently exposed, to evaluate subsurface flow characteristics. This data will be used to estimate the effective field ROI, soil permeability, hydraulic conductivity, pore volume, and purge time. The project engineer will perform calculations during the field event to confirm the time required to evaluate one pore volume of soil vapor based on the measured ROI and actual vapor flow rate. Based on these calculations, the time that vapor is extracted at each MAGS well will be adjusted accordingly. An OVA-PID and colorimetric detector tubes will be used to monitor soil vapor extracted from the MAGS sampling point.
Near the end of the MAGS extraction at each location, one soil vapor sample will be collected to provide a general assessment of the types and concentrations of remaining chlorinated solvents in soil. The samples will be collected in Summa Canisters (Tedlar bags if Summa Canisters are not available) and submitted to a fixed-base laboratory for VOC analysis using EPA Method TO-15.
Event 3 Groundwater and IDW Sampling
Groundwater Sampling
WSP will mobilize to the site and collect groundwater samples from the following monitoring wells: MW001S, MW002S, MW003S, MW004S, MW005S, MW006S, MW007S, and MW001I.
Prior to groundwater sampling, the water level depth will be measured at each well to determine groundwater elevations. Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring mended procedures. During the sampling event, the locks and well caps will be inspected for damage or degradation and replaced, as necessary. Relevant sampling equipment will be decontaminated after each sample is collected.
Groundwater samples will be collected using low flow sampling methods. The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, and preserved on ice in a laboratory-provided cooler at a maximum temperature of four degrees Celsius.
WSP will also collect an equipment blank sample by pumping (peristaltic and submersible pump) PFAS-free water through silicon and/or HDPE tubing and into laboratory-supplied containers.
WSP will submit one set of samples from each well to a fixed-base laboratory for analysis of the full list of VOCs using EPA Method 8260. WSP will submit a second set of samples from each well and an equipment blank to the
DEP Central Laboratory for analysis of per- and polyfluoroalkyl substances (PFAS) using DEP SOP: LC001-3.
Interim Deliverable
Upon completion of Subtask 2, an e-mail deliverable will be submitted and will include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical reports, and laboratory chain-of-custody documentation.
SUBTASK 3 PFAS-RELATED COSTS AND IDW TRANSPORTATION & DISPOSAL
WSP will include costs associated with the PFAS monitoring activities in this subtask. These activities include completing bottle order requests with the DEP Central Laboratory; waste characterization and waste profiling;
packaging and shipping PFAS samples to the DEP Central Laboratory; labor involved in sampling wells associated with PFAS analysis only; and investigation-derived waste (IDW) transportation and disposal.
Quality Assurance/Quality Control
WSP will collect one equipment blank sample during the groundwater sampling event. The equipment blank will be collected by pumping (peristaltic pump) PFAS-free water through silicon and/or HDPE tubing and into laboratory-supplied containers. The equipment blank will be analyzed for PFAS using DEP SOP: LC001-3 (or similar).
Investigation Derived Waste
WSP will containerize the soil and liquids generated during site assessment activities in 55-gallon drums; label the waste as IDW; and secure the drums onsite to await waste characterization, profiling, and disposal acceptance.
WSP will collect a sample of the IDW soil and the IDW liquids for waste characterization purposes. WSP will submit one set of samples to a fixed-base laboratory. The IDW soil sample will be analyzed for the Resource Conservation and Recovery Act metals and full list VOCs using Toxicity Characteristic Leaching Procedure. The IDW liquids sample will be analyzed for the full list of VOCs using EPA Method 8260. WSP will submit a second set of samples
(soil and liquids) to the DEP Central Laboratory for PFAS analysis using DEP SOP: LC001-3 (or similar). For cost-estimating purposes, WSP has assumed that the IDW can be transported and disposed of as non-hazardous waste at an approved facility. For cost estimating purposes, WSP has included containerization, transportation, and disposal of 10 55-gallon drums of non-hazardous soil and liquids.
Interim Deliverable
Upon completion of Subtask 3, an e-mail deliverable will be submitted for the PFAS samples and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, laboratory chain-of-custody documentation, and updated data tables and figures.
SUBTASK 4 REPORTING
Upon completion of the field activities, WSP will prepare a Site Assessment Report. The Site Assessment Report will include a description of the sampling procedures, evaluation of the analytical results, comparison of current to historical data, tabulated summary of the current and historical analytical data, a site map showing the groundwater analytical results, water level elevation information in tables and figures, laboratory analytical data, conclusions, and recommendations.
HEALTH AND SAFETY
and federal regulations, including Occupational Safety and Health Administration (OSHA) regulatory requirements.
The specific health and safety procedures will be addressed in a site-specific Health and Safety Plan (HASP). The
HASP will include Safety Data Sheets, maps and directions to the nearest hospital, project personnel and emergency contact information, general safety procedures, and control measures for the potential physical, chemical, and biological hazards at the site. Personnel working in potentially impacted areas will have completed
40 hours of Hazardous Site Health and Safety Training as required by OSHA 29 CFR 1919.120 (e) regulations, and annual 8-hour refresher training within one year prior to working at the site. WSP anticipates the field activities can be completed in Level D personal protective equipment.
Site workers will attend daily job safety briefings at the beginning of each field day to discuss upcoming site activities.
Additional job safety briefings will be completed as required by changes in site conditions and/or activities.
COST AND SCHEDULE
The estimated cost to complete the proposed scope of work is $114,333.26. WSP anticipates initiating site assessment activities in June 2024. The level of effort sheets and cost estimate form are included in Attachment B.
The IDW disposal subcontractor quotes are included in Attachment C. The following table summarizes the proposed costs and deliverable schedule.

From: Dalton, James B To: McGrane, Patrick Cc: Crews, Matt; Spengler, Justin Subject: Handi Craft Cleaners (ERIC_4572) - Site Assessment Work Plan - Review Date: Wednesday, December 27, 2023 3:09:12 PM Attachments: image001.jpg
All – I’ve reviewed the subject SAWP and have the following comments:
It appears that there may be some compliance issues (e.g. waste storage outside of secondary containment and floor sealant) in this active PCE drycleaning facility. We need to contact the DEP’s NE District and request a compliance inspection.
WSP might consider adding a vacuum monitoring point between MAG001 and MAG002.
I understand that WSP plans to complete all DPT work (including MW installation) during the initial mobilization. As discussed in our Teams meeting today, it appears that there are no DPT or MW locations directly in line with the estimated GW flow direction. I recommend completing a DPT GW profiling location and MW close to the building and directly downgradient from the DC machine location. WSP might consider whether installing “piezometers” on the first day of field work in an effort to establish GW flow direction would be beneficial in optimizing DPT and MW locations.
I suggest approving the SAWP and incorporating any changes into the proposal and implementation.

RE: Utility Locating Services Handi Craft Cleaners, Jacksonville, Florida
Mr. Crews, GeoTek Services is pleased to respond to your request for Utility Locating services at Handi Craft Cleaners located in Jacksonville, Florida. We will scan a around the 28 proposed bore locations with the goal of locating underground utilities.
We can only scan the easily accessible open areas for utilities. Note that we cannot scan beneath fixed objects such as landscaping, fencing, buildings. We will scan as close as reasonably possible to fixed objects such as walls, landscaping, fences, etc.
Our deliverable will be marking paint and/or flags indicating the location of potential
We will use both Electromagnetic Induction instruments as well as Ground Penetrating Radar (GPR) to detect objects below the surface. Due to the nature of sub-surface detection and the physical laws governing radio wave propagation, some buried objects may not be detectable due to depth, obscuration, or a weak radar signature. GeoTek Services will use industry standard best practices to locate sub-surface objects, however some objects may not be detectable. Geotek Services does not guarantee that all underground objects can be found. GeoTek Services assumes no liability for any damages.
We request access to any as-built site plans of the scan areas prior to rendering services. Our fixed price quote for this effort is $750.00. No out-of-pocket expenses are expected for this project. This quote is valid for sixty days.

SCOPE OF WORK
We understand the scope to be to search for underground utilities as identified by the customer on the provided attachment/site map that includes identifying the primary utilities only that are associated with the dry cleaner section of the facility. In addition, we will focus on 26 locations for borings and monitoring wells. We will attempt to trace any utilities for which there are structures visible from the work area, and mark said utilities with paint and flags where possible. The client will be responsible to provide drawings or notify ProCheck Inspections of any utilities known to be entering the work area for which there are no apparent surface features or structures that are visible from the work area. The areas should be laid out, marked, and cleared of obstructions prior to our arrival.
EQUIPMENT
350 MHz Hyperstacking GPR Antenna. The antenna is mounted in a stroller frame which rolls over the surface. The surface needs to be reasonably smooth and unobstructed in order to obtain readable scans. Obstructions such as curbs, landscaping, standing water, and vegetation will limit the feasibility of GPR. The data is displayed on a screen and marked in the field in real time. GPR works by sending pulses of energy into a material and recording the strength and the time required for the return of the reflected signal. Reflections are produced when the energy pulses enter a material with different electrical properties from the material it left. The strength of the reflection is determined by the contrast in signal speed between the two materials. The total depth achieved can be as much as 8’ or more with this antenna but can vary widely depending on the conductivity of the materials. The patented hyperstacking antenna can improve depth penetration and resolution when compared with a traditional GPR antenna.
Electromagnetic Pipe Locator. The EM locator can detect the electromagnetic fields from live power or radio frequency signals. It can also be used in conjunction with a transmitter to connect directly to accessible, metallic pipes, risers, or tracer wires. A current is sent through the pipe or tracer wire at a specific frequency and the resulting EM field can then be detected by the receiver. The receiver is moved over the surface without contacting the ground, so it is not affected by terrain.
