About this file

This document package comprises a Task Assignment (TA) issued by the State of Florida Department of Environmental Protection (FDEP) to Golder Associates USA Inc. for groundwater monitoring services at the former Jays Professional Dry Cleaners and Laundry site in Jacksonville, Duval County, Florida (Facility ID: ERIC_4521). The TA is identified as HW685 DC006A and is part of the Drycleaning Solvent Cleanup Program under the indefinite delivery contract structure. The project involves coordination between the FDEP's Division of Waste Management, the contracting consultant Golder, and various subcontractors for waste disposal and laboratory analysis.

The TA authorizes Golder to conduct quarterly groundwater monitoring activities and annual reporting over a twelve-month period from March 2022 through April 2023. Services include four quarterly sampling events (April, July, and October 2022, and January 2023), groundwater sample collection from multiple monitoring wells, laboratory analysis for chlorinated volatile organic compounds (VOCs), total recoverable petroleum hydrocarbons (TRPH), and dissolved gases, investigation-derived waste (IDW) characterization and disposal, and preparation of an annual groundwater monitoring report with GIS updates. The total fixed unit rate for the TA is $18,271.31, representing a reduction from the original proposal of $20,579.87 following cost negotiations. This amount covers 97 labor hours distributed across six subtasks: project management ($4,936.44), four quarterly monitoring events ($3,273.54, $3,053.54, $3,053.54, and $3,954.25 respectively), and annual reporting ($3,486.90). Subcontractor services include IDW disposal through Erwin Remediation at $100 per drum for non-hazardous waste and laboratory analysis services. The contract provides for monthly invoicing upon FDEP approval of deliverables, with work completion scheduled for April 28, 2023.

HW685 DC006A

This Task Assignment authorizes Golder to conduct groundwater monitoring activities in accordance with the March 15, 2022, Scope of Work, Cost Estimate, and Bid Documentation.

Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.

Subtasks 2 – 5: Quarterly Groundwater Monitoring In Quarters 1 – 3, Golder will collect groundwater samples from monitoring wells MW001, MW003, and MW007. In Quarter 4, Golder will collect groundwater samples from monitoring wells MW001, MW003, MW007 – MW009, and MW012. Prior to sampling, depth-to-water will be measured. The wells will then be purged, and field parameters will be recorded. The groundwater samples will be collected using low flow sampling methods and analyzed for methane, ethane, ethene, and total recoverable petroleum hydrocarbons in Quarters 1 – 4, with chlorinated volatile organic compounds (VOCs) also being analyzed in Quarter 4. Investigation-derived waste (IDW) will be temporarily stored in a 55-gallon drum. Golder requested bids for IDW drum treatment and disposal from Clark, Erwin, Whatever Waste, and M & D Industrial Services. Erwin was selected as the lowest responsive and responsible bidder.

Subtask 6: Reporting Golder will submit the Annual Groundwater Monitoring Report and ADaPT and GIS deliverables to FDEP.

Golder and the FDEP confirmed on March 15, 2022, that an Access Agreement with the current real property owner of the Jays Professional Dry Cleaners & Laundry (ERIC_4521) site has been executed.

The original Task Assignment totaled $20,579.87 with 107 labor hours but after negotiations and corrections with contractor costs are reflected as below:

MEMORANDUM

Jays Professional Dry Cleaners & Laundry March 25, 2022 Page Two

The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $18,271.31 with 97 labor hours.

Golder may invoice following the schedule established in the Deliverables and Invoice Schedule Attachment, which accompanies the Task Assignment Notification Form.

RE: COST PROPOSAL FOR FORMER JAY’S PROFESSIONAL DRY CLEANERS AND LAUNDRY

QUARTERLY UIC AND ANNUAL GROUNDWATER MONITORING

10025 SAN JOSE BOULEVARD

JACKSONVILLE, DUVAL COUNTY, FLORIDA

FACILITY ID NUMBER: ERIC_4521

PROPOSED TASK ASSIGNMENT: HW685_DC006A

Dear Mr. Grubbs:

Golder Associates USA Inc. (Golder) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for groundwater monitoring at the former Jays Professional Dry Cleaners and Laundry site, located in Jacksonville, Duval County, Florida. This proposal includes a description of the proposed scope of services, level of effort (LOE) sheets for each subtask, and a Cost Estimate Form (CEF) that summarizes the costs of the proposed services. The proposed scope of services is described below. The scope of work is based on the recommendations accepted by the DEP in the December 8, 2021 electronic mail correspondence to Golder.

SUBTASK 1 – PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Drycleaning Solvent Cleanup Program requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.

SUBTASKS 2 THROUGH 5 – QUARTERLY GROUNDWATER MONITORING

Golder removed and disposed of 200 tons of impacted soil and 5,334 gallons of groundwater and rainwater collected from the excavation area during Interim Source Removal activities. Golder applied a food-grade and enriched emulsified vegetable oil, EOSPRO manufactured by EOS Remediation to the base of the excavation prior to

Mr. Ben Grubbs Proposal No. 202208346

Florida Department of Environmental Protection March 15, 2022 backfilling to stimulate the enhanced bioremediation of any residual chlorinated solvents in the shallow zone of the surficial aquifer. Golder applied three 50-gallon batches of the amendment evenly to the base of the excavation on August 6, 2021 prior to placement of the No. 57 stone backfill. An additional 50-gallon batch was applied to the exterior excavation pits on August 12, 2021. In order to comply with the requirements of the DEP technology acceptance letter for EOSPRO and Underground Injection Control (UIC) monitoring requirements, Golder collected baseline groundwater samples from the following shallow surficial zone monitoring wells: background well MW005, source area monitoring well MW007, and downgradient monitoring wells MW001 and MW003. The UIC and chlorinated volatile organic compound (VOC) samples were collected prior to application of the enhanced bioremediation amendment on February 15, 2021. The groundwater samples were analyzed for total recoverable petroleum hydrocarbons (TRPH) using the FL-PRO Method and chlorinated VOCs using EPA Method 8260. In addition, the groundwater sample from MW007 was also analyzed for dissolved gases (methane, ethane, and ethene) using Method AM20GAX. The UIC and performance monitoring plan is presented in Table 4.

Golder will mobilize to the site on a quarterly basis (April, July, and October 2022, and January 2023) and collect groundwater samples in accordance with the FDEP-approved performance monitoring plan (Table 4) along with chlorinated VOCs. Prior to groundwater sampling during each event, the water level depth will be measured at each well to be sampled to determine purge well volumes. Groundwater samples will be collected from the wells in accordance with FDEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018). Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures. During the sampling event, Golder will inspect the locks and well caps for damage or degradation and replaced, as necessary.

Groundwater samples will be collected using low flow sampling methods. The attached figures (Figures 3 through 6) from the September 2021 annual groundwater field event showing the monitoring well locations, potentiometric map for the shallow and intermediate zones of the surficial aquifer and chlorinated VOC results for the shallow and intermediate zones of the surficial aquifer. During the first three quarters groundwater samples will be collected for chlorinated VOCs and the UIC parameters from MW007, MW008, and MW012 for TRPH using the FL-PRO Method and methane, ethene, and ethane (MEE) for a sample collected from MW007 only. Groundwater samples collected during the fourth quarter will be analyzed for the UIC parameters from the three monitoring wells and chlorinated VOCs along with three additional wells MW008, MW009, and MW012 for chlorinated VOCs only. Prior to groundwater sampling, the depth to groundwater will be measured at accessible the six above mentioned monitoring well locations and MW002, MW005, and MW011 using an electronic water level indicator to determine groundwater elevations and flow direction. The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, preserved on ice in a laboratory-provided cooler at a maximum temperature of four degrees Celsius, and delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program certified fixed-base laboratory along with the completed chain-of-custody documentation to be analyzed in accordance with the attached Table 4.

Golder will temporarily store the investigation derived waste (IDW) purge water generated from each groundwater sampling event in a 55-gallon steel drum(s). A waste characterization sample will be collected from the IDW drum(s) for analysis of total VOCs using EPA Method 8260 during the first quarter sampling event for IDW characterization.

The remaining quarters the chlorinated VOC results will be used for waste characterization. If the waste characterization sample is acceptable to the disposal subcontractor, the IDW drum(s) will be picked up and transported to a facility for proper disposal. A non-hazardous waste manifest will be provided by the disposal subcontractor upon delivery to the disposal facility.

Interim e-mail deliverables (field documentation, lab reports, and brief data evaluation) will be submitted following the completion of Subtasks 2 through 5.

SUBTASK 6 – REPORTING

The annual groundwater monitoring report will include a description of sampling procedures, evaluation of analytical results, comparison of current to historical data, tabulated summary of the current and historical analytical data, a site map showing the groundwater analytical results, water level elevation information in tables and figures, laboratory analytical data, conclusions, and recommendations. Golder will update the FDEP GIS tables with the new water level data, field parameter measurements, and VOC data; run the DEP data checker on the completed tables; and submit the updated tables and error report. Additionally, Golder will forward Automated Data Processing Tool (ADaPT) data deliverables provided by the laboratory for each groundwater sampling event.

HEALTH AND SAFETY

Golder will update the site-specific Health and Safety Plan for the field work. The work will be completed in accordance with Golder’s safety policies and procedures. At a minimum, Golder will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.

COST AND SCHEDULE

The estimated cost to complete the monitoring is $20,579.87. Golder will tentatively schedule the first quarterly sampling event for early to middle April 2022. The LOE/CEF cost sheets and subcontractor bids are included in Attachment A. The following table summarizes the proposed costs and deliverable schedule.

We are not going to provide annual Pricing for the Statewide Contract . After reviewing the scope with my partners and the variability with respect to disposal costing and ever changing fuel costs, we feel we can not bid this work given the current uncertainty in the market. We would be please to bid this work on a casa by case basis.
