INTERIM SOURCE REMOVAL WORK PLAN
AR-PAT’S DRY CLEANING INC.
SEBASTIAN, INDIAN RIVER COUNTY, FLORIDA
FACILITY ID NUMBER: ERIC_4805
PROPOSED TASK ASSIGNMENT: DC008D
Dear Mr. McGrane, WSP USA Inc. (WSP), is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal to complete annual groundwater monitoring activities, including expended per- and polyfluoroalkyl substances (PFAS) groundwater monitoring activities, at the above-referenced site and preparation of an Interim
Source Removal (ISR) Work Plan. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved Task
Assignment.
SUBTASK 2 – GROUNDWATER MONITORING ACTIVITIES
Groundwater Monitoring
Following authorization to proceed, WSP will use the Indian River County Property Appraiser’s Office website to verify that the current property owner has executed a Permission to Enter Property Agreement with the DEP. WSP will then coordinate with the real property owner for access to complete the scope of work.
Mr. Patrick McGrane Proposal No. 2025US373774
Florida Department of Environmental Protection April 9, 2025
WSP will collect samples from 16 shallow zone monitoring wells and 7 intermediate zone monitoring wells for contaminants of concern listed in the table below. Figure 1 from the January 2022 groundwater monitoring event shows the results of the initial PFAS screening. Figures 2 and 4 from the January 2023 groundwater monitoring event are provided to show the monitoring well locations, groundwater flow direction, and results for chlorinated volatile organic compounds (VOCs) in the shallow zone of the surficial aquifer.
Groundwater sampling activities will be completed in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018) and DEP SOPs for Sampling with and Analysis of PFAS, dated August 2020. Prior to groundwater sampling, the depth-to-groundwater will be measured at the wells sampled using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the integrity of locks and well caps will be inspected.
Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures. The groundwater samples to be analyzed for chlorinated VOCs will be delivered to a Florida Department of Health and National Environmental
Laboratory Accreditation Program certified laboratory along with chain-of-custody documentation. Upon receipt of the laboratory analytical results, WSP will evaluate whether off-site notification is required.
The samples will be analyzed as follows:

Interim Deliverable for Subtask 2
Upon completion of Subtask 2, an e-mail deliverable will be submitted for the chlorinated VOC samples and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, and laboratory chain-of-custody documentation.
SUBTASK 3 – PFAS-RELATED COSTS AND IDW TRANSPORTATION AND DISPOSAL
WSP will include costs associated with the expanded PFAS monitoring activities in this subtask. These activities include completing bottle order requests with the DEP Central Laboratory; waste characterization and waste profiling; packaging and shipping PFAS samples to the DEP Central Laboratory; labor involved in sampling wells associated with PFAS analysis only; and investigation-derived waste (IDW) transportation and disposal.
Quality Assurance/Quality Control
WSP will collect one equipment blank sample during the groundwater sampling event. The equipment blank will be collected by pumping (peristaltic pump) PFAS-free water through silicon and/or HDPE tubing and into laboratory supplied containers. The equipment blank will be analyzed for PFAS using DEP SOP: LC001-3 (or similar), as shown in the above table.
Investigation-Derived Waste
WSP will containerize the IDW purge water and decontamination water in a 55-gallon drum. WSP will collect a waste characterization sample from the drum for analysis of total VOCs using EPA Method 8260 and PFAS using
DEP SOP: LC001-3 (or similar), as shown in the above table. The drum will be temporarily staged onsite, pending waste characterization. For cost-estimating purposes, WSP has assumed that the IDW can be transported and disposed of as non-hazardous waste at an approved facility. The IDW transportation and disposal subcontractor will provide WSP with a non-hazardous waste manifest upon delivery to the disposal facility. WSP estimates two drums of IDW purge water will be generated during the field activities.
Interim Deliverable for Subtask 3
Upon completion of Subtask 3, an e-mail deliverable will be submitted for the PFAS samples and include copies of the field data sheets, equipment calibration forms, field notes, and laboratory chain-of-custody documentation.
SUBTASK 4 – INTERIM SOURCE REMOVAL WORK PLAN
The DEP approved Soil Vapor Extraction (SVE) as the presumptive remedy for the site in an approval memorandum, dated May 6, 2024. Therefore, WSP will develop an ISR Work Plan to use SVE to address the chlorinated VOC impacts identified in the vadose zone soils during the May 2023 MAGS investigation. The ISR
