RE: COST PROPOSAL FOR ANNUAL GROUNDWATER MONITORING
ORMOND BEACH CLEANERS
1482 WEST GRANADA BOULEVARD, SUITE 610
ORMOND BEACH, VOLUSIA COUNTY, FLORIDA
DEP FACILITY ID NUMBER: ERIC_5511
PROPOSED TASK ASSIGNMENT: DC007C
Dear Mr. McGrane:
WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for annual groundwater monitoring at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
SUBTASK 2 – ANNUAL GROUNDWATER MONITORING
Groundwater Monitoring Following authorization to proceed, WSP will use the Volusia County Property Appraiser’s Office website to verify that the current property owner has an executed Permission to Enter Property agreement with the DEP. WSP will then coordinate with the real property owner and tenant for access to complete the scope of work.
Mr. Patrick McGrane Proposal No. 2025US414627
Florida Department of Environmental Protection May 21, 2025
WSP will collect groundwater samples from four shallow zones and one intermediate zone monitoring well. Figure 3 from the May 2024 sampling event (attached) shows the monitoring well locations and shallow groundwater flow direction as generally toward the northwest. Figures 3 and 4 (attached) from the 2024 sampling event show the monitoring well locations, groundwater flow direction, and chlorinated volatile organic compound (VOC) results for the surficial aquifer.
Before groundwater sampling, the depth-to-groundwater will be measured at accessible wells using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced, as necessary.
Groundwater sampling activities will be completed in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018). Before collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.
Groundwater samples will be collected using low-flow sampling methods. The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number, preserved on ice in a laboratory-supplied cooler, and delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program certified, fixed-base laboratory along with the completed chain-of-custody documentation.
Upon receipt of the laboratory analytical results, WSP will evaluate the constituent concentrations to determine if off-site notification is required.
The samples will be analyzed as follows:
Sample IDs Screen Intervals Chlorinated VOCs (EPA 8260D)
MW001 Shallow Zone X
MW002 Shallow Zone X
MW003 Intermediate Zone X
MW004 Shallow Zone X
MW007 Shallow Zone X
Investigation Derived Waste --- Total VOCs
Investigation-Derived Waste WSP will containerize the investigation derived waste (IDW) purge water and decontamination water in a 55-gallon drum. WSP will collect a waste characterization sample from the drum for analysis of total VOCs using EPA Method 8260D, as shown in the above table. The drum will be temporarily staged onsite, pending waste characterization.
For cost-estimating purposes, WSP has assumed that the IDW can be transported and disposed of as non-hazardous waste at an approved facility. The IDW transportation and disposal subcontractor will provide WSP with a non-hazardous waste manifest upon delivery to the disposal facility. WSP estimates one drum of IDW purge water will be generated during the field activities.
Professional Land Survey Due to variability in recently observed groundwater flow directions and based on DEP’s September 3, 2024 e-mail recommendation, WSP will subcontract a Florida-licensed professional land surveyor to provide a survey of the monitoring well locations, including the top-of-well casing elevations (+/- 0.01 feet accuracy). The final survey product will contain the following features:
Completion relative to the National Geodetic Vertical Datum (NGVD) of 1929 or the North American Vertical Datum of 1988 (NAVD 88);
The horizontal datum will be in State Plane NAD83;
The operating units will be in feet, and;
The benchmark (monument) and vertical datum will be referenced.
Interim Deliverable Upon completion of Subtask 2, an e-mail deliverable will be submitted for the chlorinated VOC samples and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report with chain-of-custody documentation, well survey information, and non-hazardous waste manifest.
SUBTASK 3 – REPORTING
WSP will prepare an Annual Groundwater Monitoring Report that will include a description of the sampling procedures, evaluation of the analytical results; comparison of current to historical data; tabulated summary of the current and historical analytical data; a site map showing the groundwater analytical results; water level elevation information in tables and figures; laboratory analytical data; and conclusions and recommendations.
HEALTH AND SAFETY
WSP will update the existing site-specific Health and Safety Plan for the fieldwork. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted before the start of work activities, and anytime the scope of work or site conditions change.
COST AND SCHEDULE
The estimated cost to complete the proposed scope of work is $19,061.80. WSP anticipates the monitoring well installation and groundwater monitoring event will take place in July 2025. The level of effort sheets and cost estimate form are included in Attachment A. The surveyor and IDW disposal subcontractor quotes are included in Attachment B.
