SEPTIC COLLECTION, INSPECTION, AND MAINTENANCE SERVICE AT OWADA COMMUNICATION SITE
The Contractor shall provide all management, tools, supplies, equipment, and labor necessary to collect, disinfect, transport, inspect, maintain and discharge sewage and waste water at Owada Communication Site as listed in Appendix B in accordance with applicable Japan Environmental Governing Standards (JEGS), Japanese laws, pertinent regulations and commercial standards and practices. The Contractor shall accomplish all services below to meet the requirements of this Performance Work Statement (PWS).
The Contractor shall possess any and all applicable business permits, certifications, licenses, and be in compliance with applicable Japanese laws. The Contractor shall also possess the following certification/permits: “Septic Tank Qualified Person (浄化槽管理士) and General Waste Collection and Transportation Permits (一般廃棄物収集・運搬業)” issued by the appropriate GOJ authorities. The Contractor will provide copies of certification/permits to the KO during solicitation and duration of contract.

1.0 Description
1.1 The Defense Health Agency (DHA) Enterprise Medical Services Division is conducting research on vendor capabilities and capacity to provide Healthcare Environmental Cleaning (HEC) services for Department of Defense (DoD) Medical Centers, Ambulatory Surgical Centers, Hospitals, and Medical Clinics located in the Contiguous United States (CONUS), Alaska, Hawaii, and U.S. territories. This requirement will not include facility maintenance, construction, HEC equipment or cleaning/disinfecting supplies.
1.2 This is the first of several notices for the program planned between November 2020 and June 2021. The tentative industry contact and feedback requests are as follows:
RFI 1: Obtain company demographics and business model/structure, Small Business designation (if applicable), validate industry capability, capacity, and experience.
RFI 2: Obtain industry feedback on HEC requirements.
RFI 3: Obtain industry input on recurring reports/deliverables.
RFI 4: Obtain industry comments on quality assurance and surveillance requirements.
1.3 AUTHORITY: The DHA Component Acquisition Executive is issuing this notice for the purpose of Market Research as required by the Federal Acquisition Regulation (FAR) 15.201 and FAR 10.002. Information gained through this RFIs will be used to further refine the HEC program. NOTE: a solicitation(s) has not been developed at this time.

2.0 Background
2.1 The Defense Health Agency (DHA), Component Acquisition Executive, Program Management - Enterprise Medical Services Division is beginning official research of industry capabilities and experience. The Government defines HEC services as, “cleanliness, disinfection and aesthetic maintenance of public and patient care spaces within DoD Medical Treatment Facilities (MTFs).” The Government excludes landscaping and grounds maintenance, supply and laundering of hospital linens, recycled material and regulated medical waste disposal, miscellaneous outdoor facility cleaning, and external window cleaning from this program.
Note: For the purposes of this RFI the DoD refers to the DHA, Air Force, Army, and Navy.
3.0 Requested Information/Instructions

3.2 The Government requests a single survey submission for each interested company. 3.3 The Government will only review responses captured through this survey link. Completing this survey will allow DHA to collect the company demographics and point(s) of contact for our records.
