About this opportunity
The Defense Health Agency (DHA) is seeking a commercial contract for Medical Aseptic Cleaning Services at the 86th and 52nd Medical Groups located in Germany. The solicitation (HT0014-25-R-0011) requires a contractor to provide comprehensive medical facility cleaning, linen management, and minor facilities maintenance services across multiple medical facilities. Interested companies must be registered in SAM.gov, self-certified under NAICS Code 561720, and capable of performing specialized healthcare environmental cleaning. The government will evaluate quotes using a best-value trade-off analysis, with the Technical Approach being the most important factor, followed by Experience and Price. Key procurement dates include April 08, 2025, for questions submission and April 17, 2025, for quote responses, with the contract to be awarded to the most advantageous offeror.
The contract is not set aside for any specific small business category, despite previous indications of potential women-owned or service-disabled veteran-owned preferences. Current incumbent vendors for the two medical groups include GEG Gebaudedienste GMBH (Ramstein) and J&J Germany GMBH (Spangdahlem). The solicitation covers a 12-month base period with potential multiple one-year option periods, extending the potential contract duration to five years. Services will be performed primarily during non-standard hours, with cleaning requirements spanning six distinct medical risk zones totaling approximately 25,000 square meters across facilities in Ramstein-Miesenbach, Germany. Contractors must adhere to strict infection control guidelines, provide trained personnel with medical screenings and specialized healthcare cleaning certifications, and meet extensive performance and quality control standards.
