About this opportunity
The Defense Health Agency is preparing to issue an RFP to procure Healthcare Environmental Cleaning and Linen Services at military treatment facilities in the Germany Area of Responsibility, with a pre-solicitation notice due date of July 10, 2026. No set-aside applies. Performance locations span Landstuhl Regional Medical Center (LRMC), Rhine Ordnance Barracks Medical Center (ROBMC), Medical Department Activity–Bavaria (MEDDAC-B), and outlying clinics at Baumholder, Kaiserslautern (Kleber and Pulaski), Wiesbaden, and multiple Bavarian locations (Grafenwoehr, Ansbach, Hohenfels, Stuttgart, Vilseck).
Services encompass hospital housekeeping, aseptic cleaning, regulated medical waste management, linen distribution and collection, and facility management activities including scheduling, quality control, and performance reporting. Requirements conform to rigorous medical industry standards for maintaining aseptic clinical and surgical environments. HEC services are designated mission-essential under DFARS 237.76 for nine critical clinical areas: Emergency Department, Sterile Processing Department, Radiology, Operating Room, ICU, Post-Anesthesia Care Unit, Pre-Procedure Unit, Ambulatory Procedure Unit, Labor & Delivery, and designated patient wards.
Total facility scope comprises approximately 191,246 square meters at LRMC and outlying clinics, plus approximately 90,155 square meters at ROBMC. Cleaning requirements span six service levels with highest standards (SL I) in surgical and sterilization areas. Regulated medical waste collection at LRMC generates approximately 500 kilograms daily across 41 collection rooms; linen requirements total approximately 260,000 kilograms annually. Dispenser quantities include 1,500 toilet paper, 2,500 paper towel, 1,500 soap, and 2,000 hand sanitizer dispensers at LRMC, with proportionally scaled requirements across outlying facilities. ROBMC, scheduled to open as early as July 2030, will require similar services at increased scale.
Government furnishes contractor-exclusive facilities including offices, breakrooms, supply storage, locker rooms, and housekeeping closets at multiple locations; contractor maintains these to contract standards without charge. The Performance Work Statement and supporting attachments are posted; vendor questions closed June 25, 2026. Site visits scheduled for July 21 and 23, 2026; RSVP deadline July 10, 2026. Classification: PSC Q901, NAICS 561720. Primary contact: Elena Raspitha, Contracting Officer, elena.m.raspitha.civ@health.mil.
