About this opportunity

The Department of Veterans Affairs (VA), specifically Network Contracting Office 23, has issued a Special Notice of Intent for a sole source, firm-fixed price contract for Controlled Substance Removal at the Minneapolis VA Medical Center. The notice announces the VA's plan to award a contract directly to Stericycle under Federal Acquisition Regulation (FAR) 13.106-1(b), which allows for sole source procurement when only one responsible source can satisfy agency requirements. The contract falls under NAICS code 562211 for Hazardous Waste Treatment and Disposal, with a product service code of Q901. Stericycle was selected because they are the only vendor offering a comprehensive solution that includes purchasing supplies, installing equipment, training personnel, and managing waste removal and disposal. The contract is estimated to be valued at $351,292.70 for the base year with four additional option years.

Interested vendors are invited to submit capability statements within seven calendar days of the notice's publication to demonstrate their ability to meet the specialized requirements. Contractors must provide specific information including organization name, unique entity identification (UEI) number, contact details, website, and a detailed capability statement showing expertise in controlled substance management. Small business respondents are required to indicate the percentage of services they would perform as the prime contractor and the percentage they would subcontract. The notice is subject to Small Business Administration subcontracting limitations, which mandate that at least 50 percent of the contract performance costs for personnel must be expended on the contractor's own employees. Submissions will be reviewed solely to determine whether the procurement should be conducted on a competitive basis, with the final decision remaining at the government's discretion. Interested firms should email their capability statements to cameron.rick@va.gov to be considered.
