About this opportunity

The National Institutes of Health Clinical Center is issuing a Notice of Intent to sole source cleaning services for current good manufacturing practice (cGMP) facilities and compounding pharmacies to Advanced Cleanroom Microclean. The procurement seeks to maintain specialized janitorial and facility-related environmental cleaning services that are critical to protecting human safety and ensuring regulatory compliance within healthcare manufacturing environments. The selected contractor must meet all necessary regulatory requirements and accreditations, with Advanced Cleanroom Microclean demonstrating ISO 9001:2015 certification, 40 years of industry experience in cleanroom facilities, and five years of demonstrated performance at NIH. This is structured as a sole source bridge contract to provide urgent and immediate service continuity while the agency conducts a full and open competition for the primary cleaning services contract. The deadline for submitting comments or concerns regarding this Notice of Intent is April 15, 2026, at 12:00 PM EST, with inquiries directed to Contract Specialist Ryssa Nix at Ryssa.nix@nih.gov.

This procurement is not designated for any small business set-aside and represents a continuation of services previously provided by Advanced Microclean under existing contract number 75N90020D00016. The estimated contract value is $22,000,000, and the janitorial services fall under NAICS code 561720 with a PSC classification of Q901 for Facility Related Services. This bridge contract is intended to maintain service continuity for patient safety and regulatory compliance only until a new comprehensive cleaning services contract can be competitively awarded through a full and open procurement process. The clinical center will rely on the incumbent contractor's proven qualifications and established performance history to fulfill this temporary requirement.

Notice text

This is a Notice of Intent, not a request for proposal.  The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with Advanced Cleanroom Microclean.

The National Institute of Health (NIH) requires cleaning services for cGMP manufacturing facilities and compounding pharmacies to continue to protect human safety and human healthcare. Advanced Cleanroom Microclean is ISO 9001:2015 certified with 40 years of industry experience in Cleanroom Facilities and 5 years working at the NIH. They meet all regulatory requirements with their accreditations and meet objectives within the current and proposed SOWs.

This is a sole source “bridge” contract because the services requested are urgent and immediate to provide continuity of service for patient safety and regulatory compliance. The existing contractor Advanced Microclean has been providing cleaning services under an existing contract and they meet all the necessary qualifications and certifications. This current requirement is to temporarily continue services from their previous contract under #75N90020D00016 until the new “main” cleaning services contract can be competed and awarded.
