About this opportunity
The National Institutes of Health Clinical Center has issued a Notice of Intent to sole source a bridge contract for cleanroom cleaning services to Advanced Cleanroom Microclean. This Special Notice, posted on December 23, 2025, announces the government's intention to negotiate directly with the incumbent contractor rather than conduct a full and open competition. The sole source acquisition is being justified under FAR 6.302-2 due to the urgent and critical nature of the required services. The bridge contract is designed to provide temporary continuity of cleaning services for approximately two months while a new main cleaning services contract is being finalized. The NIH Clinical Center determined that maintaining uninterrupted cleaning services is essential for patient safety and regulatory compliance.
The primary objective of this bridge contract is to ensure continued cleaning services for cGMP manufacturing facilities and compounding pharmacies at the NIH Clinical Center from December 30, 2025, through February 28, 2026, with a contract value of $249,000. Advanced Cleanroom Microclean meets the eligibility criteria as the incumbent contractor with ISO 9001:2015 certification, 40 years of industry experience in cleanroom facilities, and 5 years of demonstrated performance at the NIH. The comment period for this Notice of Intent closes on December 30, 2025, at 12:00 PM EST, with interested parties required to submit comments to Ryssa Nix, Contract Specialist, at Ryssa.nix@nih.gov, referencing notice number NOI-CC-26-001957. The contract falls under NAICS code 561720 (Janitorial Services) and PSC code Q901 (Healthcare Environmental Cleaning). Following this bridge period, the NIH intends to conduct a full and open competition for the subsequent main cleaning services contract.
Notice text
This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with Advanced Cleanroom Microclean.
The National Institute of Health (NIH) requires cleaning services for cGMP manufacturing facilities and compounding pharmacies to continue to protect human safety and human healthcare. Advanced Cleanroom Microclean is ISO 9001:2015 certified with 40 years of industry experience in Cleanroom Facilities and 5 years working at the NIH. They meet all regulatory requirements with their accreditations and meet objectives within the current and proposed SOWs.
This is a sole source “bridge” contract because the services requested are urgent and immediate to provide continuity of service for patient safety and regulatory compliance. The existing contractor Advanced Microclean has been providing cleaning services under an existing contract and they meet all the necessary qualifications and certifications. This current requirement is to temporarily continue services for ~2 months until the new “main” cleaning services contract can be awarded.
