About this agency
The Department of the Navy, the Navy branch of the Defense Department and the principal federal contracting and grant-making entity for naval operations, surface and submarine warfare, naval aviation, and naval research, executes one of the largest and most fragmented federal contract portfolios on record. The Navy has issued 6.26 million contract awards since 1949, with combined potential value of $41.8 trillion. Recent contract issuance has decelerated substantially: the Navy issued 88,665 awards in 2023, 84,203 in 2024, 76,859 in 2025, 37,146 in 2026, and 19 year-to-date in 2027. The most recent recorded award date is 2027-09-26. Combined dollars obligated stand at $3.4 trillion (8% of combined potential value), reflecting heavy reliance on indefinite-delivery vehicles and task-order calling mechanisms.
Contract competitive concentration is highly fragmented. Over the last five years, Leidos, Inc. leads by award count with 11,190 awards and $5.4 billion combined potential value, but holds only 7% of recent awards. Sikorsky Aircraft Corporation leads by potential value with 1,338 awards and $17.2 billion combined potential value. The five largest primes by award count collectively account for 7% of recent awards; the five largest by potential value account for 0% of combined recent potential value—a structural signal that the Navy transacts heavily through Schedule task orders, BPA calls, modifications, and below-threshold purchase orders with unreported dollar fields. The remaining 197,032 distinct prime contractors awarded over the portfolio lifetime form the long tail.
Set-aside activity is minimal: 89% of awards carry no set-aside designation. Small-business set-asides (including 8(a) sole source, competitive 8(a), emerging small business, HUBZone, and other designations) account for approximately 9% of awards cumulatively. The remaining set-asides (service-disabled veteran-owned small business, woman-owned small business, and allied designations) each represent less than 1% of the portfolio.
The Navy obligated $19.4 billion in federal grant dollars across 27,931 grant awards since 1994, with the most recent recorded award date on 2027-09-29. Grant activity has also declined: the Navy issued 1,055 awards in 2023, 956 in 2024, 679 in 2025, 309 in 2026, and 1 year-to-date in 2027. Grant recipient concentration is highly fragmented. University of California San Diego leads by both award count (109 awards, $130.2 million federal dollars obligated) and federal dollars, but represents only 2% of federal dollars obligated over the last five years. The top five recipients by award count—UC San Diego, University of Washington, University of Michigan, MIT, and Pennsylvania State University—collectively hold 11% of recent awards and account for $375.5 million in federal obligated dollars. The 2,099 distinct grant recipients over portfolio history distribute federal funding across a broad research base. Project Grants comprise 94% of awards; Cooperative Agreements account for 6%, with Block Grants and Formula Grants appearing in negligible volumes.
Recent contract solicitations span naval maintenance, logistics, and research infrastructure. Representative opportunities include Walk-Behind Trailer Pushers for NSWC Port Hueneme District (Total Small Business set-aside, due 2026-11-06); a 90-Day Tanker Time Charter for marine transport in the Western Pacific (due 2026-10-28); Environmental and Ship Motion Forecasting Follow-On services for Naval Surface Warfare Center Carderock Division, structured as a single-award IDIQ with Cost-Plus-Fixed-Fee pricing and a five-year ordering period (pre-solicitation notice, due 2026-11-06); and moving services for Naval Undersea Warfare Center Division Keyport (Total Small Business set-aside, due 2026-11-05). Multiple sole-source and brand-name procurements are posted, including datawell buoy services renewal to UC San Diego Scripps Institution, Link 16 handheld radios to L3Harris Technologies, and Illumina NovaSeq maintenance to Illumina Inc.
Recent grant opportunities target university research and instrumentation. The Fiscal Year 2027 Department of War Multidisciplinary Research Program of the University Research Initiative (MURI) funds multidisciplinary academic teams addressing defense-relevant challenges across science and engineering, restricted to U.S. institutions of higher education (due 2027-04-09). The Office of Naval Research Young Investigator Program solicits research proposals from early-career faculty at U.S. universities and non-profit research institutions holding tenure-track positions and holding PhDs awarded on or after 2019-01-01 (due 2026-10-30). The Fiscal Year 2027 Defense University Research Instrumentation Program (DURIP) funds equipment and instrumentation purchases to support research education in Navy-priority science and engineering disciplines at accredited U.S. universities (due 2026-11-06).
