About this opportunity
The Defense Health Agency seeks healthcare environmental cleaning services at military treatment facilities in Germany, with proposals due October 15, 2026. The procurement is set aside for Women-Owned Small Businesses and will be awarded as a single-award Indefinite Delivery/Indefinite Quantity contract.
Place of performance includes Landstuhl Regional Medical Center (LRMC) and outlying clinics in Baumholder, Kaiserslautern (Kleber, Pulaski), and Wiesbaden; Medical Department Activity-Bavaria (MEDDAC-B) in Vilseck and outlying clinics in Grafenwoehr, Hohenfels, Ansbach, Illesheim, and Stuttgart; and Rhine Ordinance Barracks Medical Center (ROBMC) in Weilerbach.
The contract covers an anticipated ordering period from May 15, 2027 through May 14, 2032, including a 90-day phase-in period. Maximum contract value is $99.99 million over five years, with a guaranteed minimum of $2,000 applicable only to the phase-in task order. Services are classified under PSC Q901 (Healthcare Environmental Cleaning) and NAICS 561720 (Janitorial Services), with a size standard of $22 million.
Contractor must provide highly specialized cleaning conforming to medical industry standards across six service levels, linen laundry collection and distribution, and regulated medical waste management. Response time requirements range from 5 to 20 minutes depending on service level. Contractor must achieve Acceptable Quality Levels of 97 percent for cleaning efficacy, service call responsiveness, and contingency cleaning, and 95 percent for deliverable timeliness.
Key personnel must include a Program Manager and Executive Managers holding CHESP or CESE certifications with five years of healthcare environmental cleaning experience. On-site managers require apprenticeship certifications, three years of hospital housekeeping experience, and fluency in English and German. Contractor must manage a geographically dispersed German workforce of at least 50 employees and demonstrate three consecutive years of comparable healthcare cleaning experience. All contractor personnel must hold current German work authorization.
Contractor provides all labor, management, consumable supplies, cleaning equipment, vehicles, uniforms, and safety programs. Government furnishes designated housekeeping spaces, utilities, some consumables, and installation access processing. Proposals must include procedures manual, staffing plan (Exhibit A), past performance questionnaires with three references (Exhibit B), firm-fixed pricing matrix (Exhibit C), and a 15-slide oral presentation via Microsoft Teams October 21–23, 2026. Evaluation prioritizes Technical Capability (procedures, skills, schedules, staffing, management plan), followed by Performance Confidence (recency and relevancy of past performance), with Performance Confidence rated significantly more important than price. Questions were due September 21, 2026; Amendment 0004 (October 1, 2026) added omitted Q&A content.
