About this file

This is a Facility Maintenance Plan (FMP) template spreadsheet for tracking maintenance requirements at the Lexington Army Aviation Support Facility (AASF) No. 1 fuel facility located at 16201 144th St, Lexington, OK. The template contains detailed maintenance scheduling and tracking information for fuel system components including filter separators, pumps, valves, tanks, piping, meters, and other equipment at the bulk fuel storage facility.

The spreadsheet is organized into multiple tabs covering administrative information, general facility description, communication plans, safety requirements, recurring maintenance schedules, and component identifiers. It provides a standardized format for documenting maintenance frequencies, inspection requirements, manufacturer specifications, operator requirements, and system impact considerations for each piece of equipment. Key components tracked include four 20,000 gallon storage tanks, multiple filter separators rated at 600 GPM, centrifugal pumps, ball valves, pressure gauges, fuel loading systems, and associated piping and electrical systems. The template appears to be version 2.2 dated October 31, 2022.

Purpose:

This Facility Maintenance Plan provides guidance for Contractor personnel in the operation, inspection, and maintenance of permanently installed fuel facilities operated under the control of the Quality Assurance Evaluators. Federal, state, and local environmental laws and regulations shall be complied with if this plan is in conflict with them.

Scope:

The instructions prescribed by this plan outline general fuels maintenance information associated with fuel storage and dispensing systems and provides the minimum periodic contractor maintenance and inspection criteria requirements for the systems. This plan is to be used in conjunction with other existing directives governing fuel system operations and maintenance requirements. Conotractor will properly maintain and repair federally funded petroleum systems and facilities in order to provide compliance with applicable code, criteria, and federal, state, local and/or host nation regulations.

Fuels Facilities:

Organizational tanks, and associated dispensing equipment are maintained and operated by the owning organization. Fuel system maintenance contractors shall perform all maintenance and associated procurement actions on installed fuel systems.

Each installation under the Southwest Division contract are military land-based facilities who receive, store, distribute, and/or dispense liquid fuels.

Contact inspection. Check contacts for pitting and signs of overheating, such as discoloration of metal, charred insulation, or odor. Be sure contact pressure is adequate and the same on all poles; verify with manufacturer's specification. Watch for frayed flexible leads.

Contact resistance testing. On essential controls, perform contact-resistance tests with a low-resistance ohmmeter on a regular basis. Proper contact resistance should be about 50 micro-ohms. Record readings for future comparison. This will indicate trends in the condition of contacts.

If the spring loses some of its strength for some reason, the ”free length” must be shortened. Afull length spring will always provide accurate readings. This is a fundamental truth about compression springs. This spring is at its “free full length” when there is zero differential pressure; the top of the piston is then in the “zero” band of the graduated scale.Quarterly - Clean outside of gauge glass.Partial System OOS

The hose shall be extended as it normally would be for fueling and checked for evidence of blistering, carcass saturation or separation, cuts, nicks, or abrasions that expose reinforcement material, and for slippage, misalignment, or leaks at couplings.Weekly - Visually inspect hoses for loose covers, cracks, brittle surface coatings, exposed wire braids, exposed reinforcement, flattening, kinks, and bulges or soft spots which might indicate broken or displaced reinforcement.
Monthly - Pressurize hose to normal working pressure. Check flanged and threaded connections for leaks and inspect hose couplers for fluid seepage by pushing at the base of the coupling with your thumbs; a hose softened by fluid seepage must be replaced.Partial System OOS

Check operation of contactors and relays by hand, feeling for any binding or sticking. Look for loose pins, bolts, or bearings. If the control is dirty, it should be wiped or blown clean.

Overload relay inspection. Overload relays should receive a thorough inspection and cleaning. You also should check for proper setting. No Operator RequirementTemporary Mission Impact
