About this file

This is a Facility Maintenance Plan template for fuel system operations at Fort Bliss, specifically for Biggs Airfield and Hot Refuel facilities located at 11023 Railroad Ave, El Paso, TX. The template outlines maintenance requirements for permanently installed fuel facilities operated under Quality Assurance Evaluators, covering inspection and maintenance schedules for equipment including above/underground storage tanks, filter separators, valves, pumps, meters, containment systems, and safety equipment.

The document details specific maintenance tasks and frequencies (daily, weekly, monthly, quarterly, annually) for equipment like Facet filter separators, Veeder Root meters, Baldor and Clyde Union pumps, emergency eyewash stations, and static grounding systems. Key systems covered include two 180,000-gallon aviation fuel tanks (11113 and 11114), multiple filter separators rated at 600 GPM, and various ball/gate valves throughout the facility. The plan emphasizes compliance with federal, state and local environmental regulations while providing guidance for contractor personnel in maintaining fuel storage and dispensing systems. As a template, it contains fields for entering site-specific information like POC details and maintenance schedules.

vapor eliminator failure is leakage in and around the cover and valve plate area. Common causes of air eliminator failure are valve plate wear, a broken reed strip, a damaged cover gasket, and a punctured float filled with product.

1. Remove the cover screws from the air eliminator cover with a 1/2 inch wrench or socket, and pull the cover, vent plate and seal ring from the housing.

2. Inspect the raised ridge of the vent port opening in the middle of the valve plate for marring or debris. Inspect the seal ring for damage.
