About this file

This is a Facility Maintenance Plan (FMP) template and asset tracking spreadsheet for fuel systems maintenance at Fort Sill, Oklahoma. The document details maintenance requirements for various fuel system components at the Bulk Fill Area and Bulk Storage facilities, including tanks, pumps, valves, meters, and filtration equipment.

The spreadsheet catalogs specific maintenance tasks for each piece of equipment, including inspection frequencies (daily, weekly, monthly, quarterly, semi-annual, and annual), manufacturer specifications, UFC requirements, and mission impact classifications. Key systems covered include jet fuel separators, diesel separators, loading/fueling equipment, emergency vents, pressure relief valves, and automated fuel management systems. The facility operates from 0800-1600 at 2200 Randolph Rd, Ft Sill, OK 73503, with maintenance focused on ensuring compliance with federal, state, and local environmental regulations while maintaining operational readiness of fuel storage and dispensing systems.

Instructions:

This table shows the minimum information required. Additional details should be included based on site specific requirements. Additional POCs may be required.

General Facility Description Facility Description

Purpose:

This Facility Maintenance Plan provides guidance for Contractor personnel in the operation, inspection, and maintenance of permanently installed fuel facilities operated under the control of the Quality Assurance Evaluators. Federal, state, and local environmental laws and regulations shall be complied with if this plan is in conflict with them.

Scope:

The instructions prescribed by this plan outline general fuels maintenance information associated with fuel storage and dispensing systems and provides the minimum periodic contractor maintenance and inspection criteria requirements for the systems. This plan is to be used in conjunction with other existing directives governing fuel system operations and maintenance requirements. Conotractor will properly maintain and repair federally funded petroleum systems and facilities in order to provide compliance with applicable code, criteria, and federal, state, local and/or host nation regulations.

Fuels Facilities:

Organizational tanks, and associated dispensing equipment are maintained and operated by the owning organization. Fuel system maintenance contractors shall perform all maintenance and associated procurement actions on installed fuel systems.

Each installation under the Southwest Division contract are military land-based facilities who receive, store, distribute, and/or dispense liquid fuels.

Standard fuel system equipment includes:

a) Above Ground Sorage Stanks (AST), Underground Storage Tanks (UST)

b) Filter/separator and other filtration device maintenance access, particularly element removal.

c) Manual valves

d) Meter Registers, and Flow Meters.

e) Control Valves.

f) Pumps

g) Tank Monitoring Equipment and Instruments

h) Alarms

Monthly - Pressurize hose to normal working pressure. Check flanged and threaded connections for leaks and inspect hose couplers for fluid seepage by pushing at the base of the coupling with your thumbs; a hose softened by fluid seepage must be replaced.OOS during Hydrostatic Test
