RE: COST PROPOSAL FOR MONITORING WELL INSTALLATION AND
ANNUAL GROUNDWATER MONITORING
L&M CLEANERS OF PALM BEACH COUNTY
210 US HIGHWAY 1 NORTH
NORTH PALM BEACH, PALM BEACH COUNTY, FLORIDA
FACILITY IDENTIFICATION NUMBER: ERIC_5124
PROPOSED TASK ASSIGNMENT: DC038D
Dear Mr. McGrane:
WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for groundwater monitoring well installation and chlorinated volatile organic compound (VOC) and continued per- and polyfluoroalkyl substances (PFAS) groundwater monitoring activities at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with the DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with the DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
Mr. Patrick McGrane Proposal No. 2025US497172.R1
Florida Department of Environmental Protection January 26, 2026
SUBTASK 2 – MONITORING WELL INSTALLATION AND ANNUAL GROUNDWATER
MONITORING ACTIVITIES
Site Access and Utility Locate Following authorization to proceed, WSP will coordinate with the real property owner or owner representatives for access to complete the scope of work. This plan assumes adequate site access will be granted to perform the scope of work. WSP will obtain the applicable local, county, and state-required permits before implementing the proposed scope of work. The location of underground utilities will be identified and marked. Sunshine State One Call, a utility location service provider, will be contacted at least three working days (72 hours) before any subsurface work begins. Given that the work will be conducted on private property, Sunshine State One Call might not be able to provide details regarding specific utilities across the entire property. Therefore, WSP will contract a private utility location service provider, to locate and map shallow subsurface anomalies present in the vicinity of the proposed monitoring well locations.
Off-Site Access Off-site access to 202 US Highway 1, North Palm Beach, FL (Tax Parcel ID 68-43-42-16-01-000-2131), 215 Castlewood Drive, North Palm Beach, Florida (Tax Parcel ID 68-43-42-16-01-000-2030), and 227 Castlewood Drive, North Palm Beach, Florida (multiple Tax Parcel IDs), has not been obtained and is required for installation and sampling of proposed new monitoring wells. WSP will attempt to gain site access to these properties via telephone and email correspondence. A site visit associated with collection of off-site access agreements is not included in this proposal.
Monitoring Well Installation WSP will supervise the installation of three shallow zone groundwater monitoring wells (MW010, MW011, and MW012) by a Florida-licensed drilling subcontractor. Well screens will consist of 1-inch diameter, Schedule 40 PVC (0.010-inch pre-pack). The well risers will consist of 1-inch diameter, Schedule 40 PVC connected to the screens with flush-threaded joints, using an appropriate length to reach the ground surface. WSP anticipates that the monitoring wells will be screened 5 to 15 feet below ground surface. The annular space between the borehole walls and the well screens will be filled with a 20/30 grade silica sand filter pack to approximately one foot above the top of the well screens. A minimum one-foot thick, fine (30/65) grade silica sand seal will be placed above the sand filter pack, and the remainder of the annular space will be filled with a Portland Cement Type II grout seal. The proposed locations are presented on the attached Figure 7.
Monitoring wells will be completed at the surface with 8-inch diameter bolt-down steel covers inside flush-mounted 2-foot by 2-foot concrete pads, which will be sloped away from the wells to prevent surface water infiltration. The well risers will be capped with water-tight expandable locking plugs. To remove fine-grained particles in the filter pack and those adhered to the borehole walls, and to establish a good hydraulic connection with the aquifer, the newly installed wells will be developed until the purged water remains visibly clear and free of suspended particulate matter, or up to 30 minutes.
Monitoring Well Top-of-Casing Survey Before collecting groundwater samples from the newly installed monitoring wells, WSP will use a total survey station to measure the top-of-casing elevations at each location using existing elevations at nearby monitoring wells as a benchmark.
Groundwater Sampling WSP proposes collecting groundwater samples from 13 monitoring wells. The attached Figures 3 through 5 show the monitoring well locations, groundwater flow direction, and chlorinated VOC results for each zone of the surficial aquifer during the previous monitoring event. The attached Figure 6 shows the February 2025 PFAS screening results.
Prior to groundwater sampling, the depth-to-groundwater will be measured at accessible monitoring wells using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced as necessary.
Groundwater samples will be collected from the wells in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP-SOP-001/01) dated January 2017 (effective April 16, 2018) and DEP SOPs for Sampling and Analysis of PFAS, dated August 2020. Prior to collecting the groundwater sample, each well will be purged, and field parameters, including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures. Groundwater samples will be collected using low-flow sampling methods.
The samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, and preserved on ice in a laboratory-provided cooler. Samples to be analyzed for chlorinated VOCs using EPA Method 8260B will be shipped to a Florida Department of Health and National Environmental Laboratory Accreditation Program-certified fixed-base laboratory, along with the completed chain-of-custody. Samples to be analyzed for PFAS using DEP SOP: LC001-3 or similar, will be shipped to the DEP Central Laboratory in Tallahassee, Florida, along with the completed chain-of-custody.
Based on the September 2024 DEP guidance for PFAS sampling at DEP Drycleaning Solvent Cleanup Program sites and subsequent correspondence with the DEP, WSP recommends continued PFAS monitoring at the site using the same wells as sample during the initial November 2023 PFAS screening event (MW001, MW007, MW008, and MW007I). WSP also recommends sampling the newly installed monitoring wells (MW010, MW011, and MW012) to delineate the PFAS impacts to the southeast.
The samples will be analyzed as follows:

Interim Deliverable Upon completion of Subtask 2, an e-mail deliverable will be submitted and include copies of the field data sheets, monitoring well construction logs, survey data logs, groundwater sampling logs, field notes, and laboratory chain-of-custody documentation.
SUBTASK 3 – PFAS-RELATED COSTS AND IDW TRANSPORTATION AND DISPOSAL
WSP will include costs associated with the expanded PFAS monitoring activities in this subtask. These activities include completing bottle order requests with the DEP Central Laboratory; waste characterization and waste profiling; packaging and shipping PFAS samples to the DEP Central Laboratory; labor involved in sampling wells associated with PFAS analysis only; and investigation-derived waste (IDW) transportation and disposal.
Quality Assurance/Quality Control WSP will collect one equipment blank sample during the groundwater sampling event. The equipment blank will be collected by pumping (peristaltic pump) PFAS-free water through silicon and/or HDPE tubing and into laboratory-supplied containers. The equipment blank will be analyzed for PFAS using DEP SOP: LC001-3 or similar, as shown in the above table.
Investigation-Derived Waste WSP will containerize the IDW purge water and decontamination water in a 55-gallon drum. WSP will collect a waste characterization sample from the drum for analysis of total VOCs using EPA Method 8260B and PFAS using DEP SOP: LC001-3 or similar, as shown in the above table. The drum will be temporarily staged onsite, pending waste characterization. For cost-estimating purposes, WSP has assumed that the IDW can be transported and disposed of as non-hazardous waste at an approved facility. The IDW transportation and disposal subcontractor will provide WSP with a non-hazardous waste manifest upon delivery to the disposal facility. WSP estimates three drums of IDW well development and purge water will be generated during the field activities.
Interim Deliverable Upon completion of Subtask 3, an e-mail deliverable will be submitted for the PFAS samples and will include copies of the field data sheets, equipment calibration forms, field notes, and laboratory chain-of-custody documentation.
SUBTASK 4 – REPORTING
WSP will prepare an Annual Groundwater Monitoring Report that will include well construction data for the installed groundwater monitoring wells, a description of the sampling procedures, evaluation of the analytical results;
comparison of current to historical data; tabulated summary of the current and historical analytical data; site maps showing the groundwater analytical results; water level elevation information in tables and figures; laboratory analytical data; and conclusions and recommendations.
HEALTH AND SAFETY
WSP will update the existing site-specific Health and Safety Plan for the field work. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high-visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities and anytime the scope of work or site conditions change.
COST AND SCHEDULE
The estimated cost to complete the proposed scope of work is $34,035.79. WSP anticipates well installation and groundwater monitoring activities will take place in March or April 2026. The level of effort sheets and cost estimate form are included in Attachment A. Subcontractor quotes are included in Attachment B. Client: WSP USA INC Attn: Stephen Sider Project: 210 US Highway 1, North Palm Beach, FL 33408
GPRS appreciates the opportunity to provide this proposal. I encourage you to visit our website (www.gprsinc.com) and contact any of the numerous references listed. Our insurance certificate and W-9 can also be downloaded here. Please feel free to contact me if you have any questions, or if you need additional information. Visit www.simspec.org for an overview of our industry-leading best practices that will be applied to this project.
SCOPE OF WORK
We understand the scope to be to search for underground utilities within a radius of approximately 5’ x 5’ area around 3 soil borings as marked by green and black circles on the picture provided. We will attempt to trace any utilities for which there are structures visible from the work area. Utilities will be marked on the surface using paint, flags, or other appropriate means. The client will be responsible to provide drawings or notify GPRS of any utilities known to be entering the work area for which there are no apparent surface features or structures that are visible from the work area. The areas should be laid out, marked, and cleared of obstructions prior to our arrival in order to avoid additional charges.
EQUIPMENT
Underground Scanning GPR Antenna. The antenna frequencies range from 250 MHz-450 MHz is mounted in a stroller frame which rolls over the surface. The surface needs to be reasonably smooth and unobstructed in order to obtain readable scans. Obstructions such as curbs, landscaping, and vegetation will limit the feasibility of GPR. The data is displayed on a screen and marked in the field in real time. The total depth achieved can be as much as 8’ or more with this antenna but can vary widely depending on the types of materials being scanned through. Some soil types such as clay may limit maximum depths to 3’ or less. As depth increases, targets must be larger in order to be detected and non-metallic targets can be especially difficult to locate. Depths provided should always be treated as estimates as their accuracy can be affected by multiple factors. For more information, please visit: Link
Electromagnetic Pipe Locator. The EM locator can passively detect the signals from live AC power or radio signals travelling along some conductive utilities. It can also be used in conjunction with a transmitter to connect directly to accessible, metallic pipes, risers, or tracer wires. A current is sent through the pipe or tracer wire at a specific frequency and the resulting signal can then be detected by the receiver. A utility’s ability to be located depends on a variety of factors including access to the utility, conductivity, grounding, interference from other utilities, and many others. Depths provided should always be treated as estimates as their accuracy can be affected by multiple factors. For more information, please visit: Link
Traceable Rodder. The rodder has a copper wire encased in fiberglass. The line is pushed through accessible pipes before placing a current on the wire and the signal is then traced from the surface. The maximum traceable depth is 10’ depending on the soil conditions and the maximum distance is 200’. The line can be pushed through a pipe with direct access such as a sewer line at a cleanout or a storm drain catch basin. It may not be able to be pushed through deeper pipes within manholes. Electrical conduits will not be accessed by GPRS. The signal cannot be located through metallic pipes. For more information, please visit: Link
GPS. This handheld GPS unit offers accuracy down to 4 inches, however, the accuracy achieved will depend on the satellite environment at the time of collection and should not be considered to be survey-grade. Features can be collected as points, lines, or areas and then exported as a KML/KMZ or overlaid on a CAD drawing. For more information, please visit: Link
OPTIONAL EQUIPMENT
Soil Borings+
SITEMAP® PERSONAL VIEWER
SiteMap® is a GIS platform designed to visualize all outdoor utility locates on a site. The data from this utility investigation will be added to the system automatically. SiteMap stores geolocated facility documents created by GPRS and enables users to visualize, print, share, and export data to use in other software tools.

This price assumes that we will be given access to perform the work during normal, weekday business hours (7am-5pm). Hours outside of these times are typically billed at time and a half.
As-builts and any other applicable drawings should be made available to GPRS prior to the project if possible.
A thorough utility search can only be completed if GPRS is given access to all utility structures, interior and exterior. This service is never a replacement for the use of the state One Call system (811).
This proposal is subject to the General Terms and Conditions for Services of Ground Penetrating Radar Systems, LLC posted at Link (the “Terms and Conditions”) and the Authorized User License Agreement for SiteMap® Accounts at Link and is hereby incorporated by reference into and made a part of this proposal. Customer acknowledges it has read and agrees to be bound by such Terms and Conditions. In the event of any conflict between the terms of this proposal and the Terms and Conditions, the Terms and Conditions will prevail.
PROPOSAL-SPECIFIC TERMS & CONDITIONS
1. Customer agrees to meet and perform all requirements described in this document and has fully read and understands all items listed within this document.
2. It is the customer’s responsibility to prepare the site for scanning, including clearly identifying areas to be scanned, securing access to all areas required for scanning, and keeping these areas clear and free of obstructions. Delays caused by customer’s failure to do so may result in an increased price.
3. GPRS does not conduct an investigation, analysis, or interpretation of soil composition, soil/concrete conditions, or geophysical, geological, engineering, or land surveying information. Customer acknowledges it understands that we are merely reporting retrieved data and that we do NOT provide geophysical, geological, engineering, or land surveying services. Customer should contact a professional in those fields if such services are needed.
4. If any work to be performed is within a road or street, unless specifically included by GPRS within this proposal, it is the customer’s responsibility to provide adequate traffic control to allow GPRS’ personnel to safely and efficiently work in the road/street.
5. Time-on-site in excess of 8 hours will be billed at overtime rates.
6. This price assumes that we will be given access to perform the work during normal, weekday business hours. Work performed outside of 6am-5pm Monday-
Friday will be billed at overtime rates.
7. These rates assume that there are no certified payroll or prevailing wage requirements for this work. If GPRS receives notice that any of these conditions exist, there will be additional costs.
8. If this proposal is not accepted within 90 days of the date shown on Page 1 then the pricing may be subject to review.
9. If for some reason the technician arrives on site and the work is cancelled there will be a charge of $500.00 per requested technician.
10. If your project is in WV, SD, NM, or HI: State sales tax is not included in the total on this proposal, but will be included on the invoice.
11. Payment terms are Net 30 or as specified if a current Master Service Agreement is in place.

RE: Utility Locating Services – L&M Cleaners - North Palm Beach, Florida
Mr. Sider, GeoTek Services is pleased to respond to your request for Utility Locating services at L&M Cleaners located in North Palm Beach, Florida. We will scan a 5’ x 5’ area around three proposed bore locations with the goal of locating underground utilities. We can only scan the easily accessible open areas for utilities. Note that we cannot scan beneath fixed objects such as landscaping, fencing, buildings. We will scan as close as reasonably possible to fixed objects such as walls, landscaping, fences, etc. Our deliverable will be marking paint and/or flags indicating the location of potential underground utilities. It is the client’s responsibility to protect and preserve all marks.
We will use both Electromagnetic Induction instruments as well as Ground Penetrating Radar (GPR) to detect objects below the surface. Due to the nature of sub-surface detection and the physical laws governing radio wave propagation, some buried objects may not be detectable due to depth, obscuration, or a weak radar signature. GeoTek Services will use industry standard best practices to locate sub-surface objects, however some objects may not be detectable. Geotek Services does not guarantee that all underground objects can be found. GeoTek Services assumes no liability for any damages.
We request access to any as-built site plans of the scan areas prior to rendering services. Our fixed price quote for this effort is $750.00. No out-of-pocket expenses are expected for this project. This quote is valid for sixty days.
