PLAN AND BID SPECIFICATIONS

CAPITOL CLEANERS

3813 NORTH MONROE STREET

TALLAHASSEE, LEON COUNTY, FLORIDA

FACILITY IDENTIFICATION NUMBER: ERIC_4862

PROPOSED TASK ASSIGNMENT: DC052D

Dear Mr. McGrane, WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal to prepare a Conveyance Piping Work Plan and a Bid Specifications package for the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.

SUBTASK 1 PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with the DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved Task

Assignment.

SUBTASK 2 SITE VISIT AND CONVEYANCE PIPING WORK PLAN

WSP understands that a new restaurant is under construction in the unit formerly occupied by the drycleaner. As requested by the DEP, WSP will complete a site visit to evaluate the feasibility of installing subsurface conveyance piping from new (if warranted) and existing modified active gas sampling (MAGS) wells to the outside of the building for future use during planned soil vapor extraction (SVE) activities. In addition, WSP will evaluate the feasibility of advancing additional soil borings inside the former drycleaner unit and the adjacent unit to the south, as needed to

Mr. Patrick McGrane Proposal No. 2025US420535

Florida Department of Environmental Protection January 26, 2026 continue delineation of known soil contamination associated with previous drycleaning activities at the site. WSP will also confirm that existing MAGS wells MAG001, MAG002, MAG006, and MAG007 remain accessible. The locations of the existing MAGS wells are shown on the attached Figure 1.

WSP understands that the DEP plans to schedule the site visit for the week of January 26, 2026. WSP understands that the DEP, the property owner, relevant tenants, and construction contractors will be present during the meeting to determine the feasibility of the aforementioned activities.

Provided that the installation of subsurface conveyance piping is feasible, WSP will develop a Conveyance Piping

Work Plan. The work plan will include the following:

The proposed site preparation activities, including verification of the existing site access agreement, utility location services, and documentation of existing site conditions.

Existing MAGS well locations and construction details.

Proposed new MAGS well locations and construction details, if warranted and approved by the DEP.

Proposed new soil boring locations and sample collection depths, if feasible and approved by the DEP.

Proposed new vacuum monitoring point locations and depths, if feasible and approved by the DEP.

Proposed SVE conveyance piping layout, trenching, and site restoration details.

Health and safety considerations, including recommended personal protective equipment.

SUBTASK 3 SITE VISIT AND BID SPECIFICATIONS

Following DEP approval of the Conveyance Piping Work Plan, WSP will submit a Bid Specification package to a minimum of three remediation contractors and schedule an onsite, pre-bid meeting to discuss the scope of work;

observe the existing site conditions; and identify appropriate work areas and potential contractor concerns. WSP will submit the Bid Specification package approximately one week prior to the scheduled meeting to allow sufficient review time. WSP will review the contractor bids for compliance with the Bid Specification package and submit a tabulated summary to the DEP via e-mail.

HEALTH AND SAFETY

WSP will update the site-specific Health and Safety Plan for the fieldwork. The work will be completed in accordance

-visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.

COST AND SCHEDULE

The estimated cost to complete the proposed scope of work is $6,915.55. The Level of Efforts Sheets and Cost

Estimate Form are included in Attachment A. The following table summarizes the proposed costs and deliverable schedules. WSP will discuss any modifications to the proposed schedule with the DEP.
