SUBJECT: Negotiation Summary Task Assignment DC009C (HW685)
DATE: March 28, 2024
This Task Assignment authorizes WSP USA Inc. (WSP) to install injection, shallow, intermediate, and deep wells at the Lake Lucina Shopping Center site.
The total cost for this project is $172,449.93 with 439 total labor hours. All work is to be completed in accordance with the March 21, 2024, Scope of Work, Cost Estimate, and Bid Documentation.
WSP may invoice according to the included schedule.
Subtask 1:
Project Management is automatically calculated as a percentage of total labor in accordance with
Contract HW685.
Subtask 2:
Following confirmation of an up-to-date access agreement with the real property owner, WSP will contact
Sunshine State One Call to locate underground utilities. In the event that Sunshine State One Call cannot perform work on site, a private utility location company will be contacted to conduct the work.
Subtask 3:
WSP will install a variety of wells. The specifics of each well are included in the Scope of Work and in the included Figures (Figures 5, 6, 7, 8, and 11).
A summary of wells proposed are:
21 injection wells (IW) via DPT and hollow-stem auger rig.
o WSP has assumed all IWs will be installed to a depth of 20 feet below ground surface
(bgs).
Five shallow groundwater monitoring wells via DPT and hollow-stem auger rig.
o WSP has assumed all shallow groundwater monitoring wells will be installed to a total depth of 20 feet bgs.
Five intermediate groundwater monitoring wells via sonic well drilling.
o WSP has assumed all intermediate groundwater monitoring wells will be installed to a total depth of 38 feet bgs.
Two deep groundwater monitoring wells via sonic well drilling.
o WSP has assumed all deep groundwater monitoring wells will be installed to a total depth of 58 feet bgs.
Subtask 4:
IDW generated during well installation activities will be stored onsite in 55-gallon drums pending waste characterization and transport and disposal. WSP has estimated that 54 55-gallon drums will be required for the soil and liquids generated.
Subtask 5:
Following the completion of well installation activities, WSP will submit a Well Installation Completion
Report.
Baseline sampling and injections will be proposed in a separate Task Assignment.

March 21, 2024 Proposal No. 2024US200848

RE: COST PROPOSAL FOR WELL INSTALLATION ACTIVITIES
FORMER LAKE LUCINA DRYCLEANERS
JACKSONVILLE, DUVAL COUNTY, FLORIDA
DEP FACILITY ID NUMBER: ERIC_4610
PROPOSED TASK ASSIGNMENT: DC009C
Dear Mr. McGrane:
WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for completing additional groundwater assessment by installing additional wells in shallow, intermediate, and deep zones of the surficial aquifer, as well as installing additional shallow injection wells at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort spreadsheets, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.
RECENT SITE HISTORY
During May and June 2023, WSP completed supplemental site assessment activities, including collecting soil vapor samples from existing vapor extraction wells, vadose zone soil samples from nine boring locations, and groundwater samples for vertical profiling. The assessment was also completed at five boring locations using a Membrane
Interface Probe with Hydraulic Profiling Tool System to evaluate chlorinated volatile organic compound (VOC) contaminant distribution, site lithology, and aquifer hydraulic conductivity to support refining groundwater remediation strategies. The primary areas of concern have been the southern portion inside of the building of the tenant space, where the dry cleaner formerly operated, the asphalt-paved alley behind that tenant space area, and adjacent to monitoring well MW021 northwest of the tenant space.
The results of the investigation, provided in the WSP Site Assessment Report dated October 2023, indicated the following:
Based on the reported tetrachloroethene (PCE) concentrations in the soil vapor samples collected from the 14 soil vapor extraction well locations having VOC concentrations higher than 1.0 milligram per cubic meter, there appeared to be residual drycleaning solvent source material present in the vicinity of the former drycleaning
Mr. Patrick McGrane Proposal No. 2024US200848
Florida Department of Environmental Protection March 21, 2024 machines and behind the building, since soil vapor extraction system operation was discontinued in April 2019 due to low mass removal. In addition, six out of 45 soil samples exceeded the Soil Cleanup Target Level (SCTL) for leachability, based on groundwater criteria, for PCE, with four out of the six samples analyzed by the Synthetic
Precipitate Leaching Procedure (SPLP) exceeding the groundwater cleanup target level (GCTL) for PCE. There is a possibility that the source of the increase in soil vapor VOCs resulted from off-gassing by the PCE-impacted saturated mass of contamination in the brown slightly silty, hardpan located beneath the southern portion of the building and paved area behind the building at approximately 12 to 20 feet below ground surface (bgs).
Based on the vertical groundwater profiling results, PCE concentrations exceeding 1,000 micrograms per liter (µg/L) were in the shallow zone between 10 to 20 feet bgs at DPT locations DPT002 through DPT009 (south side of the tenant space). The highest PCE concentrations were observed in the 11 to 15 feet bgs depth interval (200,000 µg/L) and the 16 to 20 feet bgs depth interval (170,000 µg/L) at location DPT003, which was located in the asphalt-paved alley south of the former drycleaning machine location. The vertical groundwater profile results at DPT005, located next to MW020, exceeded the Natural Attenuation Default Concentration (NADC) for PCE in each of the samples to a depth of 65 feet bgs. Groundwater results for the DPT boring collected northwest of the tenant space (DPT001) indicated PCE concentrations exceeding the NADC to a depth of 22 feet bgs and exceeding the GCTL only at each depth interval to the boring termination depth of 62 feet bgs.
The results of the membrane interface probe (MIP) investigation indicated a zone with possible dense non-aqueous phase liquid in the vicinity of MIP003 (next to DPT003) and MIP005 (next to DPT005) and possibly beneath the floor slab of the building. The MIP results suggested dense non-aqueous phase liquid could be present to depths of approximately 10 to 20 feet bgs at the site. Based on the MIP results and review of existing groundwater data, WSP recommended that remedial actions should include another injection event in the source area beneath the slab of the building and south of the building in the shallow zone aquifer.
WSP also recommended the installation of additional shallow, intermediate, and deep zone monitoring wells to complete the delineation of chlorinated VOCs associated with the site, as well as installing additional shallow injection wells. The DEP approved of the proposed monitoring well and injection well locations via e-mail on
December 21, 2023.
SUBTASK 1 PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with the DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
SUBTASK 2 SITE ACCESS AND UTILITY LOCATION
Following authorization to proceed, WSP will verify that the current property owner has an executed Permission to Enter Property agreement with the DEP. WSP will coordinate with the real property owner and tenant for access to complete the scope of work. WSP will obtain the applicable local, county, and state-required permits before implementing the proposed scope of work. The location of underground utilities will be identified and marked. Sunshine State One Call, a utility location service provider, will be contacted at least three working days (72 hours) before any subsurface work begins. Given that work will be conducted on private property, Sunshine State One Call might not be able to provide details regarding specific utilities across the entire property. Therefore, WSP will use a private utility location company to locate and map shallow subsurface anomalies present within the investigation areas.
Upon completion of Subtask 2, WSP will submit an e-mail deliverable, which will include field documentation and a copy of the utility location report.
SUBTASK 3 WELL INSTALLATION ACTIVITIES
Injection Wells
WSP will supervise the installation of 21 injection wells by a Florida-licensed drilling subcontractor. Well construction will be consistent with FDEP and St. Johns River Water Management District well construction criteria. The drilling contractor will be responsible for decontaminating the drilling rods, hand augers, and other relevant equipment before arrival at the site and after each well is installed. Up to 14 of the injection wells will be installed both north and south of the current building in asphalt paved areas. The remaining seven injection wells will be installed inside the former dry cleaner building near the footprint of the former dry-cleaning machine. For cost-estimating purposes, WSP has assumed that baseline groundwater sampling and subsequent injection events will be tasked separately.
The proposed locations are shown on Figure 11.
The injection wells will be installed using a combination of direct-push technology (DPT) and a hollow-stem auger rig. Entry space for a track-mounted rig will be provided by the property owner. The exhaust from the drilling rig will be conveyed outside of the building. The well screens will consist of 12 feet of 2-inch diameter, Schedule 40, wire-wrapped well screen (0.010-inch slot size). The well risers will consist of a 2-inch diameter, Schedule 40 PVC.
The well risers will be connected to the screens using an appropriate length to reach the ground surface. The annular space between the borehole wall and the wire-wrapped well screen will be filled with a 20/30 grade silica sand filter pack to a level above the top of the well screen (minimum 2 feet above). A minimum 2-foot thick, fine
(30/65) grade silica sand seal will be placed above the sand filter pack, and the remainder of the annular space will be filled with a Portland Cement Type II grout seal. For cost estimating purposes, WSP has assumed the injection wells will be installed to a total depth of 20 feet bgs (i.e., screened from 8 to 20 feet bgs).
Injection wells installed in asphalt and concrete covered areas outside of the building will be completed at the surface with 8-inch diameter bolt-down steel covers inside flush-mounted 2-foot by 2-foot concrete pads, which will be sloped away from the wells to prevent surface water infiltration. Injection wells installed in concrete inside the former dry cleaner building will be completed at the surface with 8-inch diameter bolt-down steel covers completed flush with the concrete floor.
The well risers will be capped with water-tight expandable locking plugs. To remove fine-grained particles in the filter pack and those adhered to the borehole walls, and to establish a good hydraulic connection with the aquifer, the newly installed wells will be developed until the purged water remains visibly clear and free of suspended particulate matter.
Shallow Zone Groundwater Monitoring Wells
WSP will supervise the installation of five shallow groundwater monitoring wells by a Florida-licensed drilling subcontractor. Four of the shallow wells will be installed south of the building (downgradient) to further delineate impacts to shallow groundwater and fill data gaps. One of the proposed shallow well locations is inside of the current building near the location of the former drycleaning machine. The wells will be installed using a combination of DPT and hollow-stem auger rig. Entry space for a track-mounted rig will be provided by the property owner. The exhaust from the drilling rig will be conveyed outside of the building. The well screens will consist of 10 feet of 2-inch diameter, Schedule 40, well screen (0.010-inch machine slot size). The well risers will consist of 2-inch diameter, Schedule 40 PVC connected to the screens with flush-threaded joints, using an appropriate length to reach the ground surface. The annular spaces between the borehole walls and the well screens will be filled with a
20/30 grade silica sand filter pack to approximately one foot above the tops of the well screens. A minimum one-foot thick, fine (30/65) grade silica sand seal will be placed above the sand filter pack, and the remainder of the annular spaces will be filled with a Portland Cement Type II grout seal. For cost estimating purposes, WSP has assumed the shallow monitoring wells will be installed to a total depth of 20 feet bgs (i.e., screened from 10 to
20 feet bgs). The proposed locations are shown on Figures 5 and 6.
Monitoring wells installed in asphalt and concrete covered areas outside of the building will be completed at the surface with 8-inch diameter bolt-down steel covers inside flush-mounted 2-foot by 2-foot concrete pads which will be sloped away from the wells to prevent surface water infiltration. The one monitoring well installed in concrete inside the former dry suite will be completed at the surface with an 8-inch diameter bolt-down steel cover completed flush with the concrete floor.
Intermediate Zone Groundwater Monitoring Wells
WSP will supervise the installation of five intermediate groundwater monitoring wells by a Florida-licensed drilling subcontractor. The intermediate zone wells will be installed using sonic well drilling technology to reduce drilling time on site and investigation-derived waste (IDW). The proposed well screens will consist of 5 feet of 2-inch diameter, Schedule 40, well screen (0.010-inch machine slot size). The well risers will consist of 2-inch diameter, Schedule 40 PVC connected to the screens with flush-threaded joints, using an appropriate length to reach the ground surface. The annular spaces between the borehole walls and the well screens will be filled with a
20/30 grade silica sand filter pack to approximately 2 feet above the top of the well screens. A minimum two-foot thick, fine (30/65) grade silica sand seal will be placed above the sand filter pack, and the remainder of the annular spaces will be filled with a Portland Cement Type II grout seal. For cost estimating purposes, WSP has assumed the intermediate zone monitoring wells will be installed to total depths of approximately 38 feet bgs (i.e., screened from 33 to 38 feet bgs). Well completion will be similar to that described above for the shallow zone monitoring wells. The proposed locations are shown on Figure 7.
Deep Zone Groundwater Monitoring Wells
WSP will supervise the installation of two deep groundwater monitoring wells by a Florida-licensed drilling subcontractor. The deep wells will be installed in a similar manner to the intermediate wells (see above). For cost estimating purposes, WSP has assumed the deep monitoring wells will be installed to a total depth of 58 feet bgs
(i.e., screened from 53 to 58 feet bgs). Well completion will be similar to that described above for the shallow zone monitoring wells. The proposed locations are shown on Figure 8.
Air Monitoring
During indoor well installation activities, the drilling subcontractor will set up industrial fans at each of the doors to increase ventilation within the work area. Ambient and breathing zone air conditions will be monitored for potentially hazardous chemicals generated by the indoor well installation activities. The building interior and exterior (outside of the building and at the property boundary) will be monitored for VOC concentrations. The building interior will also be monitored for carbon monoxide (CO) concentrations. Carbon monoxide could accumulate in the building interior due to the use of drilling equipment. A four-gas meter will be used to measure CO concentrations. A photo-ionization detector will measure VOC concentrations. Action levels will be 25 parts per million (ppm) for CO and 1 ppm for VOCs. At VOC concentrations above 1 ppm, colorimetric detector tubes will be used to measure concentrations of vinyl chloride. Personal protective equipment may be upgraded based on the vinyl chloride results.
In addition, WSP will continuously monitor for percent oxygen and combustible gases during well installation activities inside the building. The acceptable levels for these parameters will be when the oxygen percentages are between 19.5% and 23% and the combustible gas measurements are zero percent of the lower explosive limit.
Work will be stopped if conditions do not meet the air monitoring requirements until appropriate engineering controls have been instituted.
Surveying
Following the installation of the injection wells and monitoring wells, WSP will subcontract a Florida-licensed professional land surveyor to provide a survey of the monitoring well locations, including the top-of-well casing elevations (+/- 0.01 feet accuracy). The survey's final product will contain the following features:
The survey will be done in relation to the National Geodetic Vertical Datum (NGVD) of 1929 or the North
American Vertical Datum of 1988 (NAVD 88).
The horizontal datum will be in State Plane NAD83.
The operating units will be in feet.
The benchmark (monument) and vertical datum will be referenced.
Upon completion of Subtask 3, WSP will submit an e-mail deliverable, which will include copies of the field data sheets, monitoring well construction logs, well survey, and associated pictures.
SUBTASK 4 INVESTIGATION-DERIVED WASTE TRANSPORTATION AND DISPOSAL
WSP will containerize the soil and liquids generated during well installation activities in 55-gallon drums; label the waste as IDW; and secure the drums onsite to await waste characterization, profiling, and disposal acceptance.
WSP will collect a sample of the IDW soil and the IDW liquids for waste characterization purposes. WSP will submit one set of samples to a fixed-base laboratory. The IDW soil sample will be analyzed for the Resource Conservation and Recovery Act metals and a full list of VOCs using the Toxicity Characteristic Leaching Procedure. The IDW liquids sample will be analyzed for the full list of VOCs using EPA Method 8260.
For cost estimating purposes, WSP has assumed that 54 55-gallon drums of non-hazardous soil and liquids will be generated as IDW and will be transported and disposed of as non-hazardous waste at an approved facility. The
IDW generated during well installation activities will be disposed of in accordance with state and federal regulations.
Upon completion of Subtask 4, an e-mail deliverable will be submitted and include copies of waste transportation manifests and associated documentation.
SUBTASK 5 REPORTING
Following completion of the well installation activities, WSP will submit a Well Installation Completion Report. The report will include a description of the well installation procedures, field documentation, well construction logs, waste characterization, and disposal documentation, an updated site map showing the new injection well and monitoring well locations, laboratory analytical data, conclusions, and recommendations.
HEALTH AND SAFETY
WSP will update the existing site-specific Health and Safety Plan for the fieldwork. The work will be completed in accordance with WSP safety policies and procedures. At a minimum, WSP will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted before the start of work activities, and anytime the scope of work or site conditions change.
COST AND SCHEDULE
The estimated cost to complete the proposed scope of work is $172,449.93. WSP anticipates the field activities will take place in April/May 2024 or sooner depending on subcontractor availability. The level of effort/cost estimate form sheets are included in Attachment A. Subcontractor quotes including from the drilling, surveying, utility locating, and IDW waste handling subcontractors are included in Attachment B.
