RE: COST PROPOSAL FOR BIENNIAL GROUNDWATER MONITORING

AL GRUBER’S DRY CLEANERS - FORMER

5161 BEACH BOULEVARD

JACKSONVILLE, DUVAL COUNTY, FLORIDA

DEP FACILITY ID NUMBER: ERIC_4562

PROPOSED TASK ASSIGNMENT: HW685_DC033B

Dear Mr. McGrane:

WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for biennial groundwater monitoring and expanded per- and polyfluoroalkyl Substances (PFAS) monitoring at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services.

The proposed scope of services is described below.

SUBTASK 1 – PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.

SUBTASK 2 – BIENNIAL GROUNDWATER MONITORING

Groundwater Monitoring Following authorization to proceed, WSP will use the Duval County Property Appraiser’s website to verify that the current property owner and the offsite property owners have an executed Permission to Enter Property agreement with the DEP. WSP will then coordinate with the real property owner, tenant, and offsite property owners for access

Mr. Patrick McGrane Proposal No. 2024US328740

Florida Department of Environmental Protection October 25, 2024 to complete the scope of work. WSP or the DEP will attempt to obtain updated Permission to Enter Property forms from relevant property owners prior to and/or during mobilization to the site, as needed.

WSP will collect groundwater samples from nine shallow zone monitoring wells and nine intermediate zone monitoring wells (18 wells total). The attached Figure 1 shows the January 2022 PFAS screening results. The attached Figures 3 through Figure 6 from the November 2022 Biennial Groundwater Monitoring Report show the monitoring well locations, groundwater flow directions, and chlorinated volatile organic compound (VOC) results for the shallow and intermediate zones of the surficial aquifer.

Prior to groundwater sampling, the depth-to-groundwater will be measured at the wells sampled using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced, as necessary. Groundwater sampling activities will be completed in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018) and DEP SOPs for Sampling with and Analysis of PFAS, dated August 2020. Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.

The groundwater samples to be analyzed for chlorinated VOCs will be delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program certified, fixed-base laboratory along with the completed chain-of-custody documentation. The selected groundwater samples to be analyzed for PFAS will be shipped to the DEP Central Laboratory in Tallahassee, Florida. Upon receipt of the laboratory analytical results, WSP will evaluate the constituent concentrations to determine if off-site notification is required.

Based on the September 2024 DEP guidance for PFAS sampling at DEP Drycleaning Solvent Cleanup Program sites and subsequent correspondence with the DEP, WSP recommends expanded PFAS monitoring during this groundwater monitoring event, due to sum of perfluoro-n-octanoic acid (PFOA) and perfluorooctanesulfonic acid (PFOS) concentrations above 300 nanograms per liter during the January 2022 PFAS screening event, as well as the presence of potable wells within ¼-mile of the site (per 2023 Potable Well Survey).

The samples will be analyzed as follows:

Interim Deliverable Upon completion of Subtask 2, an e-mail deliverable will be submitted for the chlorinated VOC samples and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, and laboratory chain-of-custody documentation.

SUBTASK 3 – PFAS-RELATED COSTS AND IDW TRANSPORTATION AND DISPOSAL

WSP will include costs associated with the expanded PFAS monitoring activities in this subtask. These activities include completing bottle order requests with the DEP Central Laboratory; characterizing investigation-derive waste (IDW); waste profile preparation for transportation and disposal of IDW; packaging and shipping PFAS samples to the DEP Central Laboratory; labor involved in sampling wells associated with PFAS analysis only; preparing and submitting the email summary deliverable with field documentation and certified PFAS laboratory report; and preparing the PFAS section for the draft Biennial Report.

Quality Assurance/Quality Control WSP will collect one equipment blank sample during the groundwater sampling event. The equipment blank will be collected by pumping (peristaltic pump) PFAS-free water through silicon and/or HDPE tubing and into laboratory-supplied containers. The equipment blank will be analyzed for PFAS using DEP SOP: LC001-3 (or similar), as shown in the above table.

IDW Transportation and Disposal WSP will containerize the IDW purge water and decontamination water in a 55-gallon drum(s). WSP will collect a waste characterization sample from the drum for analysis of total VOCs using EPA Method 8260 and PFAS using DEP SOP: LC001-3 (or similar), as shown in the above table. The drum(s) will be temporarily staged onsite, pending waste characterization. For cost estimating purposes, WSP has assumed that the IDW can be transported and disposed of as non-hazardous waste at an approved facility. The IDW transportation and disposal subcontractor will provide WSP with a non-hazardous waste manifest upon delivery to the disposal facility. WSP estimates two drums of IDW purge water will be generated during the field activities.

Interim Deliverable Upon completion of Subtask 3, an e-mail deliverable will be submitted for the PFAS samples and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, laboratory chain-of-custody documentation, and updated data tables and figures.

SUBTASK 4 – REPORTING

WSP will prepare a Biennial Groundwater Monitoring Report that will include a description of the sampling procedures, evaluation of the analytical results; comparison of current to historical data; tabulated summary of the current and historical analytical data; a site map showing the groundwater analytical results; water level elevation information in tables and figures; laboratory analytical data; and conclusions and recommendations.

HEALTH AND SAFETY

WSP will update the existing site-specific Health and Safety Plan for the fieldwork. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.

COST AND SCHEDULE

The estimated cost to complete the proposed scope of work is $24,135.50. WSP anticipates the groundwater monitoring event will take place in November or December of 2024. The level of effort sheets and cost estimate form are included in Attachment A. The IDW disposal subcontractor quotes are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule.

We are not going to provide annual Pricing for the Statewide Contract . After reviewing the scope with my partners and the variability with respect to disposal costing and ever changing fuel costs, we feel we can not bid this work given the current uncertainty in the market. We would be please to bid this work on a casa by case basis.
