FROM: Patrick McGrane, Project Manager

SUBJECT: Negotiation Summary Task Assignment DC034D (HW685)

DATE: February 23, 2026

This Task Assignment authorizes WSP USA Inc. (WSP) to conduct the final two quarterly groundwater sampling events at the Hanners Cleaners site.

The four quarterly events were divided into two task assignments to provide flexibility in scheduling and potential scope changes as additional data became available. Given the expectation that access to the former property will be significantly limited following the completion of planned construction, the final deliverable will be a Conditional Site Rehabilitation Completion Report.

The total cost for this project is $41,537.43 with 225 total labor hours. All work is to be completed in accordance with the February 20, 2026, Scope of Work, Cost Estimate, and Bid Documentation.

WSP may invoice according to the included schedule.

RE: COST PROPOSAL FOR QUARTERLY GROUNDWATER MONITORING

FORMER HANNERS CLEANERS

35 NORTH DIXIE HIGHWAY (FORMERLY 209 WEST ATLANTIC BOULEVARD)

POMPANO BEACH, BROWARD COUNTY, FLORIDA

DEP FACILITY ID NUMBER: ERIC_4221

PROPOSED TASK ASSIGNMENT: DC034D

Dear Mr. McGrane:

WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for chlorinated volatile organic compound (VOC) groundwater monitoring activities at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services, based on the DEP’s email dated February 2, 2026, is described below.

SUBTASK 1 – PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the

DEP-approved task assignment.

SUBTASK 2 – GROUNDWATER MONITORING EVENT 1

Groundwater Monitoring

Following authorization to proceed, WSP will use the Broward County Property Appraiser’s website to verify that the current property owner and relevant offsite property owners have an executed Permission to Enter Property agreement with the DEP. WSP will then coordinate with the real property owner, tenant, and offsite property

Mr. Patrick McGrane Proposal No. 2026US535767.R1

Florida Department of Environmental Protection February 20, 2026 owners for access to complete the scope of work. WSP or the DEP will attempt to obtain updated Permission to

Enter Property forms from relevant property owners prior to and/or during mobilization to the site, as needed. This plan assumes adequate site access will be granted to perform the scope of work.

WSP will collect groundwater samples from 18 monitoring wells. The attached Figures 2 through 8 from the

December 2025 groundwater monitoring event show the monitoring well locations, groundwater flow direction, and chlorinated VOC results.

Prior to groundwater sampling, the depth-to-groundwater will be measured at accessible monitoring well locations, using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced, as necessary.

Groundwater sampling activities will be completed in accordance with DEP Standard Operating Procedures

(SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018). Prior to collecting the groundwater sample, each well will be purged and field parameters, including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential, will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.

The groundwater samples to be analyzed for chlorinated VOCs will be delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program-certified, fixed-base laboratory, along with the completed chain-of-custody documentation. Upon receipt of the laboratory analytical results, WSP will evaluate the constituent concentrations to determine if offsite notification is required.

The samples will be analyzed as follows:

Waste Characterization (1)

Investigation Derived Waste (IDW) Total VOCs

Investigation Derived Waste

WSP will containerize the investigation-derived waste (IDW) purge water and decontamination water in a

55-gallon drum. WSP will collect a waste characterization sample from the drum for analysis of total VOCs, as shown in the above table. The drum will be temporarily staged onsite, pending waste characterization. For cost-estimating purposes, WSP has assumed that the IDW can be transported and disposed of as non-hazardous waste at an approved facility. The IDW transportation and disposal subcontractor will provide WSP with a non-hazardous waste manifest upon delivery to the disposal facility. WSP estimates that two drums of IDW purge water will be generated during the field activities.

Interim Deliverable

Upon completion of Subtask 2, WSP will submit an e-mail deliverable, which will include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, laboratory chain-of-custody documentation, and updated tables and figures.

SUBTASK 3 – GROUNDWATER MONITORING EVENT 2

At a minimum of three months following completion of the Subtask 2 field activities, WSP will return to the site to collect groundwater samples from the same 18 monitoring wells as presented in Subtask 2. The samples will be analyzed for chlorinated VOCs using EPA Method 8260D.

Investigation Derived Waste

WSP will containerize the IDW purge water and decontamination water in a 55-gallon drum. The

IDW transportation and disposal subcontractor will provide WSP with a non-hazardous waste manifest upon delivery to the disposal facility. WSP estimates that two drums of IDW purge water will be generated during the field activities.

Interim Deliverable

Upon completion of Subtask 3, WSP will submit an e-mail deliverable, which will include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, and laboratory chain-of-custody documentation, and updated tables and figures.

SUBTASK 4 – REPORTING

WSP will prepare an Quarterly Groundwater Monitoring and Site Rehabilitation Completion Report for the

September 2025, December 2025, March 2026 and June 2026 monitoring events, that will include a description of the sampling procedures, evaluation of the analytical results; comparison of current to historical data; tabulated summary of the current and historical analytical data; a site map showing the groundwater analytical results; water level elevation information in tables and figures; laboratory analytical data; and conclusions and recommendations, including an evaluation that the site meets closure criteria per Chapter 62-780.680 (2), FAC using Risk Management Option Level II.

HEALTH AND SAFETY

WSP will update the existing site-specific Health and Safety Plan for the fieldwork. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high-visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities and anytime the scope of work or site conditions change.

COST AND SCHEDULE

The estimated cost to complete the proposed scope of work is $41,537.43. WSP anticipates Groundwater
