Subject: Negotiation Summary

HW685 DC008C

This Task Assignment authorizes WSP to conduct groundwater monitoring activities in accordance with the March 27, 2023, Scope of Work, Cost Estimate, and Bid Documentation.

Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.

Subtask 2: Soil Sampling, MAGS Well Installation, and MAGS Investigation

WSP will collect Soil samples inside the building and do advance soil borings at seven (7) proposed modified active gas sampling (MAGS) well locations and five (5) proposed vacuum monitoring point (VMP) locations. If the results exceed a DEP Soil Cleanup Target Level for leachability, based on groundwater criteria, for any constituent, WSP will request DEP approval to analyze the split samples. WSP will convert the 12 soil borings into seven (7) MAGS wells (MAG001 through MAG007) and five (5) VMP wells (VMP001 through VMP005) for subsequent use during the MAGS investigation. The MAGS investigation will involve fitting a regenerative blower (Fuji Electric Model VFC508P-2T, 2.5 hp, single phase) to a MAGS well to extract soil vapor from vadose zone soil, and near the end of the MAGS extraction at each location, one soil vapor sample will be collected to provide a general assessment of the types and concentrations of remaining chlorinated VOCs in soil. WSP solicited quotes from subcontractors for the drilling, IDW disposal, and utility locate. Atlantic driling Supply, Erwin, and GeoTek, were chosen respectively, with the lowest responsive/responsible bids.

Subtask 3: Reporting WSP will submit a supplemental assessment report to include a description of the sampling procedures, evaluation of the soil, soil vapor, and groundwater screening analytical results, tabulated soil data summary of the current and historical analytical data, a site map showing the groundwater screening and soil analytical results, laboratory analytical data, conclusions, and recommendations.

WSP and the FDEP confirmed on March 31, 2023, that an Access Agreement with the current real property owner of the AR-PAT's Dry Cleaning, (ERIC_4805) site has been executed.

The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $28,842.08 with 141 labor hours.

Good Morning Matt, US Ecology can provide disposal options (solid/liquid) based on the analytical confirming Non-Reg Disposal at $150.00/Drum. The PFAs containing material would be priced at $650/Drum to a Subtitle C Landfill. The PFAs also would carry a $750 subtitle C State Approval fee. Each Wastestream profiled would carry a $95.00 profiling fee to that designated facility. Hope that helps and if there is anything else you need don’t hesitate to reach out.

Transportation we can discussed based on location of the various job sites and wastestream volume.

Thank you, Jason Boltus

RE: PROPOSAL FOR SUPPLEMENTAL SITE ASSESSMENT

MODIFIED ACTIVE GAS SAMPLING INVESTIGATION

AR-PAT’S DRY CLEANING INC.

SEBASTIAN, INDIAN RIVER COUNTY, FLORIDA

FACILITY ID NUMBER: ERIC_4805

PROPOSED TASK ASSIGNMENT: HW685_DC008C

Dear Ms. Shirah:

WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for completing Supplemental Site Assessment activities at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The scope of work is based on the recommendations accepted by the DEP in the review of the 2022 Annual Groundwater Monitoring Report, dated January 24, 2023.

The proposed MAGS well locations were reviewed and approved by the DEP in a January 5, 2023 email.

SUBTASK 1 – PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submission of project invoices in accordance with DEP Waste Cleanup Program requirements. The project manager will be responsible for seeing that the work is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.

Ms. Ginger Shirah Proposal No. 202208346

Florida Department of Environment Protection March 27, 2023

SUBTASK 2 – SOIL SAMPLING, MAGS WELL INSTALLATION, AND MAGS

INVESTIGATION

Utility Location Following authorization to proceed, WSP will coordinate with the real property owner for access to complete the scope of work. WSP will obtain the applicable local, county, and state-required permits before implementing the proposed scope of work. The location of underground utilities will be identified and marked. Sunshine State One Call, a utility location service provider, will be contacted at least three working days (72 hours) before any subsurface work begins. Given that work will be conducted on private property, Sunshine State One Call might not be able to provide details regarding specific utilities in the area where assessment activities will be conducted. Therefore, WSP will use a private utility location company to locate and map shallow subsurface anomalies present within the proposed assessment areas.

Soil Sampling WSP will core through the concrete parking areas and concrete slab inside the building and advance soil borings at seven (7) proposed modified active gas sampling (MAGS) well locations and five (5) proposed vacuum monitoring point (VMP) locations. At each location, WSP will use a stainless-steel hand auger to collect discrete soil samples from the 0 to 0.5 feet below ground surface (bgs) and 0.5 to 2.0 feet bgs depth intervals. WSP will collect a primary soil sample from the bottom of each depth interval (0.5 feet bgs and 2.0 feet bgs). WSP will also collect a split soil sample using a 25-gram EnCore sampler. The split samples will be placed on hold pending a review of the primary sample results. Based on previous assessment data, WSP anticipates a depth-to-groundwater of 3 to 3.5 feet bgs.

The proposed MAGS well and VMP locations are shown on the attached Figure 1.

Soil samples will be collected from the wells in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018). WSP will place the soil samples on ice and ship the coolers to a Florida Department of Health and National Environmental Laboratory Accreditation Program-certified fixed-based laboratory, along with the completed chain of custody documentation. The laboratory will analyze the primary samples for chlorinated volatile organic compounds (VOCs) using EPA Method 8260B.

If the results exceed a DEP Soil Cleanup Target Level for leachability, based on groundwater criteria, for any constituent, WSP will request DEP approval to analyze the split samples using the Synthetic Precipitation Leaching Procedure (SPLP), if necessary. The cost for the SPLP extraction and subsequent chlorinated VOC analysis is not included in this proposal and a Work Change Directive will be completed if this testing is necessary after consulting with the DEP. WSP will collect up to 24 soil samples (two at each boring location) for laboratory analysis using standard turnaround time.

MAGS Well Installation WSP will convert the 12 soil borings into seven (7) MAGS wells (MAG001 through MAG007) and five (5) VMP wells (VMP001 through VMP005) for subsequent use during the MAGS investigation. WSP has assumed a 20-foot vacuum radius of influence (ROI) for the purposes of MAGS well and VMP spacing.

The MAGS wells and VMPs will be constructed of 2-inch diameter, Schedule 40 PVC with 0.010-inch machine-slotted screens. The bottom of the well screen will be set approximately 1 foot above the water table. Based on an anticipated depth-to-groundwater of 3 to 3.5 feet bgs, WSP has assumed the MAGS wells and VMPs will be screened from 1.0 to 2.5 feet bgs for cost estimating purposes.

Following installation of the MAGS wells and VMPs, WSP will fill the annular space in the borehole with 20/30 grade silica sand to a level approximately 0.5 feet above the top of the well screen. WSP will then add a layer of bentonite grout to the surface to create a seal. Each of the risers will be cut just below final grade and capped with a water-tight expandable locking plug. The MAGS wells and VMPs will be housed within a steel manhole cover and completed at the surface within a flush-mounted concrete pad.

WSP estimates two days for a two-person field crew to complete soil sampling and MAGS well and VMP installation activities.

MAGS Investigation WSP will complete the MAGS investigation to evaluate the presence and locations of potential source areas and to identify locations and analyses for additional discrete soil sampling. The results may also be used for a full-scale soil vapor extraction system design, if warranted. The site is an active drycleaner (PERC free); therefore, the testing will be conducted when the drycleaner is not busy. The facility removed the last dry cleaning machine using PERC and replaced it with a Miele Washing Machine (PERC free) in November 2022. WSP will use the newly installed seven MAGS wells and five VMP wells during the investigation.

The MAGS investigation will involve fitting a regenerative blower (Fuji Electric Model VFC508P-2T, 2.5 hp, single phase) to a MAGS well to extract soil vapor from vadose zone soil. WSP will analyze the extracted soil vapor using an OVA-PID and/or Draeger colorimetric detector tubes. The blower will be capable of a flow rate of 154 standard cubic feet per minute at a vacuum of 80 inches of water (inches H20) under ideal conditions. A portable generator will supply power to the blower. The connection between the MAGS wellhead and blower will be made using 2-inch diameter vacuum-rated flexible PVC tubing and Schedule 40 PVC pipe. Vacuum gauges, a flowmeter, filter, and sample ports will be installed in line.

WSP will test each of the MAGS wells for an estimated 30 minutes to one hour. At a minimum of one location, WSP will perform step-increase vacuum tests, which will consist of a low, medium, and high vacuum setting. WSP will measure subsurface vacuum pressure at varying distances from the primary extraction points using nearby MAGS wells and VMPs to evaluate subsurface flow characteristics. This data will be used to estimate the effective field ROI, soil permeability, hydraulic conductivity, pore volume, and purge time. The project engineer will perform calculations during the field event to confirm the time required to evaluate one pore volume of soil vapor based on the measured ROI and actual vapor flow rate. Based on these calculations, the time that vapor is extracted at each MAGS well will be adjusted accordingly. An OVA-PID and colorimetric detector tubes will be used to monitor soil vapor extracted from the MAGS sampling point.

Near the end of the MAGS extraction at each location, one soil vapor sample will be collected to provide a general assessment of the types and concentrations of remaining chlorinated VOCs in soil. The samples will be collected in Summa Canisters (Tedlar bags if Summa Canisters are not available) and submitted to a fixed-base laboratory for VOC analysis using EPA Method TO-15.

WSP estimates one day for a two-person field crew to complete the MAGS investigation.

Investigation Derived Waste WSP will temporarily store the investigation-derived waste (IDW) soil cuttings from the hand auger borings in a 55-gallon steel drum(s). A waste characterization sample will be collected from the IDW drum(s) for analysis of total VOCs using EPA Method 8260. If the waste characterization sample is nonhazardous and acceptable to the disposal subcontractor, the IDW drum(s) will be picked up and transported to a facility for proper disposal. A non-hazardous waste manifest will be provided by the disposal subcontractor upon delivery to the disposal facility.

For cost estimating purposes, WSP has included containerization, characterization sampling, and disposal of one 55-gallon drum of non-hazardous soil and liquid (decontamination water).

Interim Deliverable for Subtask 2 Upon completion of Subtask 2, an e-mail deliverable will be submitted and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, laboratory chain-of-custody documentation, and non-hazardous waste manifest.

SUBTASK 3 – REPORTING

Upon completion of field activities, WSP will prepare a Supplemental Site Assessment report documenting the soil sampling and MAGS investigation results. The report will include a description of the field investigation and sampling procedures, evaluation of the analytical results, tabulated summary of the current and historical soil analytical data, MAGS results, tables, figures, conclusions, and recommendations.

HEALTH AND SAFETY

WSP will update the existing site-specific Health and Safety Plan for the field work. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.

COST AND SCHEDULE

The estimated cost to complete the proposed scope of work is $28,621.08. WSP anticipates completing the field work in May 2023. The LOE/CEF sheets are included in Attachment A and the subcontractor bids are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule.
