About this file

This document is a Task Assignment (TA) under Contract Number HW685 issued by the State of Florida Department of Environmental Protection (FDEP). The task assignment authorizes WSP USA Inc., an environmental consulting firm, to conduct groundwater sampling activities at the Concord Custom Cleaners #201 site located at 1413 South Monroe Street in Tallahassee, Leon County, Florida. The project is identified as ERIC_4867 and involves coordination between the FDEP (represented by Project Manager Patrick McGrane) and WSP USA Inc. (represented by Project Manager Matt Crews).

The task assignment encompasses three subtasks valued at a total of $9,031.09: Subtask 1 (Project Management) at $873.38, Subtask 2 (Groundwater Sampling Activities) at $4,731.92, and Subtask 3 (Reporting) at $3,425.79. Under Subtask 2, WSP will collect split groundwater samples from four monitoring wells (CCCMW001, CCCMW003, CCCMW007, and CCCDW001) in accordance with the December 2024 Sampling and Restoration Agreement, including field parameter monitoring, low-flow sampling methods, and laboratory analysis using EPA Method 8260B for chlorinated volatile organic compounds. The scope also includes investigation-derived waste management, temporary storage in 55-gallon drums, and waste characterization sampling. Deliverables are due on a fixed schedule: field documentation and laboratory reports by April 24, 2026, and the Groundwater Monitoring Report by May 22, 2026, with a project completion date of July 24, 2026. The work is funded through the State of Florida with payment structured as a fixed unit rate based on task completion and FDEP approval of deliverables.

February 20, 2026 Proposal No. 2024US567338

Mr. Patrick McGrane Florida Department of Environmental Protection Division of Waste Management Waste Site Cleanup Section 2600 Blair Stone Road, MS 4520 Tallahassee, FL 32399-2400

RE: COST PROPOSAL FOR GROUNDWATER SAMPLING

CONCORD CUSTOM CLEANERS #201

1413 S MONROE STREET

TALLAHASSEE, LEON COUNTY, FLORIDA

DEP FACILITY ID NUMBER: ERIC_4867

PROPOSED TASK ASSIGNMENT: DC002H

Dear Mr. McGrane:

WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal to complete groundwater sampling activities at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.

SUBTASK 1 – PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with the DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.

SUBTASK 2 – GROUNDWATER SAMPLING ACTIVITIES

Groundwater Monitoring Following authorization to proceed, WSP will use the Leon County Property Appraiser’s website to verify that the current property owner has an executed Permission to Enter Property agreement with the DEP. WSP and the DEP will then coordinate with the real property owner for access to complete the scope of work.

Mr. Patrick McGrane Proposal No. 2024US567338

Florida Department of Environmental Protection February 20, 2026

In accordance with the December 2024 Sampling and Restoration Agreement between the DEP and the property owner, WSP will mobilize to the site to collect a split groundwater sample (a second sample collected from the same well) from monitoring wells CCCMW001, CCCMW003, CCCMW007, and CCCDW001 while the property owner’s contractor collects the primary groundwater sample. The attached Figure 2 shows the monitoring well locations.

Prior to groundwater sampling, depth-to-water measurements will be collected using an electronic water level indicator at each of the four monitoring wells to determine groundwater depth. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced, as necessary.

Groundwater samples will be collected from the wells in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01). Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential (ORP) will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.

Groundwater samples will be collected using low-flow sampling methods. The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, preserved on ice in a laboratory-provided cooler at a maximum temperature of four degrees Celsius, and delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program certified fixed-base laboratory, along with the completed chain-of-custody documentation. The laboratory will analyze the samples for chlorinated volatile organic compounds (VOCs) using EPA Method 8260B.

Investigation Derived Waste WSP will temporarily store the investigation-derived waste (IDW) purge water generated from the groundwater sampling event in a 55-gallon steel drum. A waste characterization sample will be collected from the IDW drum for analysis of total VOCs using EPA Method 8260. If the waste characterization sample is acceptable to the disposal subcontractor, the IDW drum will be picked up and transported to a facility for proper disposal. A non-hazardous waste manifest will be provided by the disposal subcontractor upon delivery to the disposal facility.

Interim Deliverable Upon completion of Subtask 2, an e-mail deliverable will be submitted and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, laboratory chain-of-custody documentation, and non-hazardous waste manifest for the IDW transportation and disposal.

SUBTASK 3 – REPORTING

The Groundwater Monitoring Report will include a description of the sampling procedures, evaluation of the analytical results, comparison of current to historical data, tabulated summary of the current and historical analytical data, a site map showing the groundwater analytical results, water level elevation information in tables and figures, laboratory analytical data, conclusions, and recommendations.

HEALTH AND SAFETY

WSP will update the existing site-specific Health and Safety Plan for the fieldwork as needed. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high-visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.

Mr. Patrick McGrane Proposal No. 2024US567338

Florida Department of Environmental Protection February 20, 2026

COST AND SCHEDULE

The estimated cost to complete the proposed scope of work is $9,031.09. WSP anticipates the monitoring event will take place in March 2026. The level of effort sheets and cost estimate form are included in Attachment A. The IDW disposal subcontractor quotes are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule.
