RE: COST PROPOSAL FOR ANNUAL GROUNDWATER MONITORING
BLUE RIBBON CLEANERS
1102 EAST LAFAYETTE STREET
TALLAHASSEE, LEON COUNTY, FLORIDA
FACILITY IDENTIFICATION NUMBER: ERIC_4859
PROPOSED TASK ASSIGNMENT: DC024D
Dear Mr. McGrane:
WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for annual groundwater monitoring activities at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with the DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with the DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
SUBTASK 2 – ANNUAL GROUNDWATER MONITORING ACTIVITIES
Site Access
Following authorization to proceed, WSP will use the Leon County Property Appraiser’s website to verify that the current property owner and relevant offsite property owners have an executed Permission to Enter Property agreement with the DEP. WSP will then coordinate with the real property owner, tenant, and offsite property owners for access to complete the scope of work.
Mr. Patrick McGrane Proposal No. 2026US572437
Florida Department of Environmental Protection March 23, 2026
Groundwater Sampling
WSP will collect groundwater samples from the following 12 monitoring wells: MW001 through MW012. The well locations and previous analytical results are shown on the attached Figure 4.
Prior to groundwater sampling, the depth-to-groundwater will be measured at accessible monitoring wells using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced as necessary.
Groundwater samples will be collected from the wells in accordance with DEP Standard Operating Procedures
(SOPs) for Field Activities (DEP-SOP-001/01) dated January 2017 (effective April 16, 2018). Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures. Groundwater samples will be collected using low-flow sampling methods.
The samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, and preserved on ice in a laboratory-provided cooler. The groundwater samples will be shipped to a Florida Department of Health and National Environmental Laboratory Accreditation
Program-certified, fixed-base laboratory, along with the completed chain-of-custody, for analysis of chlorinated volatile organic compounds (VOCs) using EPA Method 8260D. Upon receipt of the laboratory analytical results, WSP will evaluate the constituent concentrations to determine if offsite notification is required.
Investigation-Derived Waste
WSP will containerize the investigation-derived waste (IDW) purge water and decontamination water in a 55-gallon drum. WSP will collect a waste characterization sample from the drum for analysis of total VOCs using EPA
Method 8260. The drum will be temporarily staged onsite, pending waste characterization. For cost-estimating purposes, WSP has assumed that the IDW can be transported and disposed of as non-hazardous waste at an approved facility. The IDW transportation and disposal subcontractor will provide WSP with a non-hazardous waste manifest upon delivery to the disposal facility. WSP estimates one drum of IDW purge water will be generated during the field activities.
Interim Deliverable
Upon completion of Subtask 2, an e-mail deliverable will be submitted and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, laboratory chain-of-custody documentation, and non-hazardous waste manifest.
SUBTASK 3 – REPORTING
WSP will prepare an Annual Groundwater Monitoring Report that will include a description of the sampling procedures, evaluation of the analytical results; comparison of current to historical data; tabulated summary of the current and historical analytical data; site maps showing the groundwater analytical results and soil gas analytical results; water level elevation information in tables and figures; laboratory analytical data; and conclusions and recommendations.
Mr. Patrick McGrane Proposal No. 2026US572437
Florida Department of Environmental Protection March 23, 2026
HEALTH AND SAFETY
WSP will prepare a site-specific Health and Safety Plan for the field work. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high-visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities and anytime the scope of work or site conditions change.
COST AND SCHEDULE
The estimated cost to complete the proposed scope of work is $15,417.68. WSP anticipates the monitoring event will take place in June 2026. The level of effort sheets and cost estimate form are included in Attachment A. The subcontractor quotes are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule.

Re: Non-Hazardous Disposal of PFOS/PFAS Impacted Materials
Mr. Mongillo:
The price for the transportation and disposal (T&D) of non-hazardous soil, mud, and water is listed below:
For Non-Hazardous Chlorinated Solvent Impacted Materials:
Description Rate Unit
T&D - Non-Haz Chlorinated Solvents Impacted Soil $ 125.00 Per Drum
T&D - Non-Haz Chlorinated Solvents Impacted Mud/Water $ 125.00 Per Drum
T&D - Non-Haz Chlorinated Solvents Impacted Water $ 95.00 Per Bucket
For Non-Hazardous PFAS/PFOS Impacted Materials:
Description Rate Unit
Profile Fee (Charged once per site) $ 350.00 Per Site
T&D - Non-Haz PFOS/PFAS Impacted Water (5-gallon bucket) $ 95.00 Per Bucket
T&D - Non-Haz PFOS/PFAS Impacted Soil $ 195.00 Per Drum
T&D - Non-Haz PFOS/PFAS Impacted Mud/Water $ 195.00 Per Drum
Please ensure that all drum lids are properly secured and that drums are on a level surface like the surrounding area (i.e., not on a pallet, etc.). A single False Mobilization fee will apply if our driver is not able to locate a drum on site or if we are unable to access the property due to a locked gate, etc. This quote is valid for 90 days.
Respectfully, Robert Donado Erwin Remediation, Inc.
