About this file
This document is a Task Assignment Change Order (TACO #1) issued by the State of Florida Department of Environmental Protection (FDEP) to WSP USA Inc. under Contract Number HW685. The change order amends Task Assignment BIL01B for site assessment and permitting activities at the Pelican Harbor Seabird Station located at 399 NE 82nd Terrace, Miami, Miami-Dade County. The project is identified as ERIC_18138. Department Project Manager Megan Johnson and Contractor Project Manager Brandon Poiencot, PE are the designated points of contact.
The change order extends the Task Assignment completion date from March 9, 2024 to July 7, 2024, a total extension of 120 days. The extension was necessitated by delays in Department of Environmental Resources Management (DERM) approval of the Soil Sampling Plan and the requirement for City of Miami right-of-way permits prior to field sampling activities. The total contract value remains unchanged at $39,711.30, consisting of $36,291.30 in fixed unit rate costs and $3,420.00 in cost reimbursement for NPDES and Certificate Fees. The primary deliverable comprises field documentation, laboratory analytical reports, tables, and figures, with the revised due date of June 3, 2024. All other terms and conditions of the original Task Assignment remain in effect.

Hey Brandon, That sounds good, I appreciate the update. Would you all be ok with us bumping out the deliverable and TA completion dates with a time extension TACO?
Thanks, Megan

Hey Megan, DERM is requiring an approved Soil Sampling Plan in addition to a City of Miami R/W permit before we can sample. We are currently working on the R/W permit and hope to have a draft sampling plan ready for review in the next week or two. I’m unsure as to how long DERM will take to approve the sampling plan.
On another note, we had an onsite meeting yesterday with Pelican Harbor, some of their subcontractors, and a City of Miami planning department official to discuss the ISR Work Plan and the requirements for the City of Miami Certificate to Dig. I plan to send out a summary email of that meeting, which I will copy you on. The Certificate to Dig is our last hurdle before we can finally mobilize and start moving dirt.
Feel free to contact me with any questions or comments. I will get that summary email out later today.
Thanks, Brandon K. Poiencot, PE Lead Consultant Environmental Engineer

Hey guys, I’m just checking in on the assessment work that was to be done at the Pelican Harbor site, see attached Task Assignment BIL01B. The deliverable (field documentation, etc.) is due February 26, 2024, and with the TA expiration of March 9, 2024, I just didn’t want time to get away from us and that TA to expire. Let me know where y’all are when you get a chance.
Thanks so much, Megan
