HW685 DC026A

This Task Assignment authorizes Golder to conduct groundwater monitoring activities and develop a proposed path forward in accordance with the April 27, 2022, Scope of Work, Cost Estimate, and Bid Documentation.

Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.

Subtask 2: Annual Groundwater Monitoring and Site Visit Golder will collect groundwater samples from eighteen monitoring wells (MW001R1, MW008, MW010R, MW011R, MW014, MW015R, MW020, MW022, MW023, MW035, MW037, MW038, and MW040 – MW045). Prior to sampling, depth-to-water will be measured. The wells will then be purged, and field parameters will be recorded. The groundwater samples will be collected using low flow sampling methods and analyzed for chlorinated volatile organic compounds (VOCs). Six samples will also be analyzed for dissolved gases. Investigation-derived waste (IDW) will be temporarily stored in a 55-gallon drum. Golder requested bids for IDW drum treatment and disposal from Clark, Erwin, Whatever Waste, and M & D Industrial Services. Erwin was selected as the lowest responsive and responsible bidder.

Golder will submit the Preliminary Path Forward deliverable to FDEP that includes field documentation of the site visit and groundwater sampling event along with the laboratory report, tables, figures. Golder will also submit the IDW disposal documentation and ADaPT/GIS deliverable to FDEP. Following the submittal of these deliverables, Golder and FDEP will hold a teleconference to discuss the preliminary path forward for the site. Golder will submit meeting notes from the teleconference to FDEP.

Subtask 3: Reporting Golder will submit the Annual Groundwater Monitoring and Proposed Path Forward Report to

FDEP.

RE: COST PROPOSAL FOR DRY CLEANING DEPOT

ANNUAL GROUNDWATER MONITORING AND PROPOSED PATH FORWARD REPORT

1320 WEST SUNRISE BOULEVARD

FORT LAUDERDALE, BROWARD COUNTY, FLORIDA

FACILITY IDENTIFICATION NUMBER: ERIC_4158

PROPOSED TASK ASSIGNMENT: HW685_HW026A

Dear Mr. Grubbs:

Golder Associates USA Inc. (Golder) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for an Annual Groundwater Monitoring and Proposed Path Forward Report for the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort (LOE) sheets for each subtask, and a Cost Estimate Form (CEF) that summarizes the costs of the proposed services.

The proposed scope of services is described below.

SUBTASK 1 – PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Drycleaning Solvent Cleanup Program requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.

Mr. Ben Grubbs Proposal No. 202208346

Florida Department of Environmental Protection April 27, 2022

SUBTASK 2 – ANNUAL GROUNDWATER MONITORING

Golder will collect groundwater samples from the following 18 wells: MW001R1 and MW035 in the shallow zone of the surficial aquifer; MW008, MW037, and MW040 in the intermediate zone of the surficial aquifer; and MW010R, MW011R, MW014, MW015R, MW020, MW022, MW023, MW038, MW041, MW042, MW043, MW044, and MW045 in the deep zone of the surficial aquifer. The attached figures (Figures 1, 2A, 2B, 2C, and 3) from the July 2021 Supplemental Site Assessment Report, revised in October 2021, show the monitoring well locations, potentiometric maps, and chlorinated volatile organic compound (VOC) results for the shallow, intermediate, and deep zones of the surficial aquifer.

Prior to groundwater sampling, the depth to groundwater will be measured at accessible monitoring well using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced as necessary.

Groundwater samples will be collected from the wells in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP-SOP-001/01) dated January 2017 (effective April 16, 2018). Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.

Groundwater samples will be collected using low flow sampling methods. The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, preserved on ice in a laboratory-provided cooler, and delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program-certified fixed-base laboratory along with the completed chain-of-custody documentation. The samples will be analyzed for chlorinated VOCs using EPA Method 8260B. In addition, samples from monitoring wells MW001R1, MW011R, MW035, MW038, MW041, and MW042 will be analyzed for dissolved gases using Method RSK175.

Golder will temporarily store the investigation derived waste (IDW) purge water generated from the groundwater sampling event in a 55-gallon steel drum(s). A waste characterization sample will be collected from the IDW drum(s) for analysis of total VOCs using EPA Method 8260. If the waste characterization sample is acceptable to the disposal subcontractor, the IDW drum(s) will be picked up and transported to a facility for proper disposal. A non-hazardous waste manifest will be provided by the disposal subcontractor upon delivery to the disposal facility.

During the annual groundwater monitoring event, Golder will assess the general site layout and dimensions, adjacent property use, and the existing site features to aid in the evaluation of feasible site remediation alternatives.

Upon completion of Subtask 2, an e-mail deliverable will be submitted and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, and laboratory chain-of-custody documentation. In addition, tables and figures with the current and previous groundwater results will be completed for discussion in a teleconference with Golder and DEP representatives to discuss a preliminary path forward scope of work.

SUBTASK 3 – ANNUAL GROUNDWATER MONITORING AND PROPOSED PATH

FORWARD REPORT

The Annual Groundwater Monitoring and Proposed Path Forward Report will include the site location and description; operational history; a summary of previous assessment and remedial activities; and site geology and hydrogeology. The report will also include a description of the groundwater sampling procedures, evaluation of analytical results, comparison of current to historical data, tabulated summary of the current and historical analytical data, a site map showing the groundwater analytical results, water level elevation information in tables and figures, laboratory analytical data, conclusions, and recommendations for a proposed path forward for future site assessment (if necessary) and remediation activities. Golder will update the DEP GIS tables with the new water level data, field parameter measurements, and VOC data; run the DEP data checker on the completed tables; and submit the updated tables and error report. Additionally, Golder will forward Automated Data Processing Tool (ADaPT) data deliverables provided by the laboratory for each groundwater sampling event.

Information included in this report will be obtained from readily accessible files located on the DEP Consolidated OCULUS System database and from observations made during the annual groundwater monitoring event.

HEALTH AND SAFETY

Golder will prepare a site-specific Health and Safety Plan for the field work. The work will be completed in accordance with Golder’s safety policies and procedures. At a minimum, Golder will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.

COST AND SCHEDULE

The estimated cost to complete the annual groundwater monitoring is $22,134.73. Golder will tentatively schedule the annual sampling event for May 2022. The LOE/CEF cost sheets are included in Attachment A. The subcontractor bids are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule.

We are not going to provide annual Pricing for the Statewide Contract . After reviewing the scope with my partners and the variability with respect to disposal costing and ever changing fuel costs, we feel we can not bid this work given the current uncertainty in the market. We would be please to bid this work on a casa by case basis.
