January 15, 2026 Proposal No. 2025US510543

Mr. Patrick McGrane Florida Department of Environmental Protection Division of Waste Management Waste Site Cleanup Section 2600 Blair Stone Road, MS 4520 Tallahassee, FL 32399-2400

RE: COST PROPOSAL FOR ANNUAL GROUNDWATER MONITORING

HANDI CRAFT CLEANERS

9735 OLD SAINT AUGUSTINE ROAD

JACKSONVILLE, DUVAL COUNTY, FLORIDA

FACILITY IDENTIFICATION NUMBER: ERIC_4572

PROPOSED TASK ASSIGNMENT: DC042C

Dear Mr. McGrane:

WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for annual groundwater monitoring at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services.

SUBTASK 1 – PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.

SUBTASK 2 – ANNUAL GROUNDWATER MONITORING

Groundwater Monitoring Following authorization to proceed, WSP will use the Duval County Property Appraiser’s website to verify that the current property owner and the offsite property owners have an executed Permission to Enter Property agreement with the DEP. WSP will then coordinate with the real property owner and tenant for access to complete the scope of work.

Mr. Patrick McGrane Proposal No. 2025US510543

Florida Department of Environmental Protection January 15, 2026

WSP will collect groundwater samples from seven shallow zone monitoring wells (MW001S through MW007S) and one intermediate zone monitoring well (MW001I). The attached Figures 8, 9, and 10 from the April 2025 Site Assessment Report show the well locations, chlorinated volatile organic compound (VOC) results, and per- and polyfluoroalkyl substances (PFAS) results for the shallow and intermediate zones of the surficial aquifer.

Prior to groundwater sampling, the depth-to-groundwater will be measured at accessible wells using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced, as necessary.

Groundwater samples will be collected from the wells in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018) and DEP SOPs for Sampling and Analysis of PFAS, dated August 2020. Prior to collecting the groundwater sample, each well will be purged and field parameters, including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.

Groundwater samples will be collected using low-flow sampling methods. The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, and preserved on ice in a laboratory-provided cooler at a maximum temperature of four degrees Celsius.

WSP will also collect an equipment blank sample by pumping (peristaltic and submersible pump) PFAS-free water through silicon and/or HDPE tubing and into laboratory-supplied containers.

WSP will submit one set of samples from each well to a Florida Department of Health and National Environmental Laboratory Accreditation Program certified fixed-base laboratory, along with the completed chain-of-custody documentation, to be analyzed for chlorinated VOCs using US Environmental Protection Agency (EPA) Method 8260D. WSP will submit a second set of samples from each well and an equipment blank to the DEP Central Laboratory for analysis of PFAS using DEP SOP: LC001-3 (or similar). Upon receipt of the laboratory analytical results, WSP will evaluate the constituent concentrations to determine if off-site notification is required.

Interim Deliverable Upon completion of Subtask 2, an e-mail deliverable will be submitted for the chlorinated VOC samples and will include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, and laboratory chain-of-custody documentation.

SUBTASK 3 – PFAS-RELATED COSTS AND IDW TRANSPORTATION AND DISPOSAL

WSP will include costs associated with the PFAS monitoring activities in this subtask. These activities include completing bottle order requests with the DEP Central Laboratory; waste characterization and waste profiling;

packaging and shipping PFAS samples to the DEP Central Laboratory; labor involved in sampling wells associated with PFAS analysis only, if applicable; and investigation-derived waste (IDW) transportation and disposal.

Quality Assurance/Quality Control WSP will collect one equipment blank sample during the groundwater sampling event. The equipment blank will be collected by pumping (peristaltic pump) PFAS-free water through silicon and/or HDPE tubing and into laboratory-supplied containers. The equipment blank will be analyzed for PFAS using DEP SOP: LC001-3 (or similar).

Mr. Patrick McGrane Proposal No. 2025US510543

Florida Department of Environmental Protection January 15, 2026

Investigation Derived Waste WSP will temporarily store the purge water generated from the groundwater sampling event in a 55-gallon steel drum as IDW. A waste characterization sample will be collected from the IDW drum for analysis of total VOCs using EPA Method 8260 and PFAS using DEP SOP: LC001-3 (or similar). If the waste characterization sample is acceptable to the disposal subcontractor, the IDW drum will be picked up and transported to a facility for proper disposal. A non-hazardous waste manifest will be provided by the disposal subcontractor upon delivery to the disposal facility. WSP estimates one drum of IDW purge water will be generated during the field activities.

Interim Deliverable Upon completion of Subtask 3, an e-mail deliverable will be submitted for the PFAS samples and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report or laboratory sample login sheet, laboratory chain-of-custody documentation, and IDW waste manifest.

SUBTASK 4 – REPORTING

WSP will prepare an Annual Groundwater Monitoring Report that will include a description of the sampling procedures, evaluation of the analytical results; comparison of current to historical data; tabulated summary of the current and historical analytical data; a site map showing the groundwater analytical results; water level elevation information in tables and figures; laboratory analytical data; and conclusions and recommendations.

HEALTH AND SAFETY

WSP will update the existing site-specific Health and Safety Plan for the fieldwork. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high-visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities and anytime the scope of work or site conditions change.

COST AND SCHEDULE

The estimated cost to complete the proposed scope of work is $13,785.40. WSP anticipates the groundwater monitoring event will take place in February 2026. The level of effort sheets and cost estimate form are included in Attachment A. The IDW disposal subcontractor quotes are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule.
