Subject: Negotiation Summary
HW685 DC002D
This Task Assignment authorizes Golder to conduct groundwater monitoring activities in accordance with the December 28, 2022, Scope of Work, Cost Estimate, and Bid Documentation (revised January 4, 2023).
Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.
Subtask 2: Site Restoration Activities This subtask includes labor, vehicle, travel, lab, equipment and subcontractor costs for site restoration activities. First, a kickoff meeting will be held with the property owner, DEP and remediation contractor. Next, a subcontractor will perform a utility location. Golder requested bids for the utility locate and ProCheck Inspections was chosen with the lowest bid/closest to the site. Golder will also install temporary fencing, along with an orange safety fence to secure the site. Golder will sample four monitoring wells (CCCMW002, CCCMW005, CCCMW006, and CCMW018) for volatile organic compounds (VOCs) via EPA method 8260B. Additionally, the above mentioned four monitoring wells and the unnamed well, along with the nested vertical vapor extraction well pairs (VEW-3S/3D, VEW-4S/4D, VEW-5S/5D, VEW-6S/6D, and VEW-7S/7D); and the horizontal vapor extraction wells (HEW-1 and HEW-2) will be abandoned in place. Golder requested bids for the well abandonment and IDW disposal; PDS and Erwin were chosen, respectively, with the lowest bids.
Approximately 1.2 cubic yards (2.4 tons) of concrete will be removed inside of the building, and 10 CY of concrete (20 tons) and 58 CY of asphalt (116 tons) will be removed outside of the building (combination of the existing exterior surface cover and the manholes and concrete pads associated with the abandoned monitoring wells). Golder will also remove the manholes and concrete pads associated with monitoring wells to be retained (CCCDW001, CCCMW001, CCCMW003, and CCCMW007) and replace them following the placement of the final asphalt cover. In addition, Golder will use a mini-excavator to expose and remove the SVE conveyance piping lines. The concrete, asphalt, and conveyance piping can be transported to the Waste Management Springhill Landfill in Campbellton, Florida for disposal as construction demolition and debris.
Printed on recycled paper.
Following the removal activities, approved backfill material will be placed and compacted.
Once the compaction requirements have been met, the surface will be restored with reinforced concrete (inside), and limerock base and asphalt (outside). Golder requested bids for the surface restoration, and Capitol Environmental Services was chosen with the lowest bid.
The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $255,597.30 with 440 labor hours. A site access agreement is currently being negotiated between the Department and the property owner.

Hi Matt! I’m in the field at the moment and can send you a formal written quote once back in my office, but you would be looking at $750 for this and yes I have the 30th of January available. Just let me know if you would like to proceed with using ProCheck for this work and I’ll get this date locked in for you. Thank you for the opportunity to provide this quote!

RE: Utility Locating Services – 1413 South Monroe Street, Tallahassee, Florida
Mr. Crews, GeoTek Services is pleased to respond to your request for Utility Locating services at 1413 South Monroe Street, Tallahassee, Florida. We will scan the areas shown in your PDF drawing with the goal of locating underground utilities. We can only scan the easily accessible open areas for utilities. Note that we cannot scan beneath fixed objects such as landscaping, fencing, buildings. We will scan as close as reasonably possible to fixed objects such as walls, landscaping, fences, etc. Our deliverable will be marking paint and/or flags indicating the location of potential underground utilities. It is the client’s responsibility to protect and preserve all marks.
We will use both Electromagnetic Induction instruments as well as Ground Penetrating Radar (GPR) to detect objects below the surface. Due to the nature of sub-surface detection and the physical laws governing radio wave propagation, some buried objects may not be detectable due to depth, obscuration, or a weak radar signature. GeoTek Services will use industry standard best practices to locate sub-surface objects, however some objects may not be detectable. Geotek Services does not guarantee that all underground objects can be found. GeoTek Services assumes no liability for any damages.
We request access to any as-built site plans of the scan areas prior to rendering services. Our fixed price quote for this effort is $750.00. No out-of-pocket expenses are expected for this project. This quote is valid for sixty days.
Best Regards, Martin (Bud) Connor GeoTek Services, LLC

GPRS appreciates the opportunity to provide this proposal. I encourage you to visit our website (www.gprsinc.com) and contact any of the numerous references listed. Our insurance certificate and W-9 can also be downloaded here. Please feel free to contact me if you have any questions, or if you need additional information.
Scope of Work
Utility Locating: We understand the scope of work on this project is to search for underground utilities in the areas defined by the client. We will attempt to trace any utilities for which structures are visible from the work area. Utilities will be marked on the surface using spray paint or other appropriate means. The client will be responsible for providing drawings or notifying GPRS of any utilities known to be entering the work area for which there are no apparent surface features or structures that are visible from the work area. To avoid additional charges, the areas should be laid out, marked, and cleared of obstructions prior to our arrival.
Location Description Size Exterior 13500 SF
Equipment Underground Scanning GPR Antenna. This GPR Antenna uses frequencies ranging from 250 MHz to 450 MHz and is mounted in a stroller frame that rolls over the surface. Data is displayed on a screen and marked in the field in real-time. The surface needs to be reasonably smooth and unobstructed to obtain readable scans. Obstructions such as curbs, landscaping, and vegetation will limit the efficacy of GPR.
The total effective scan depth can be as much as 8’ or more with this antenna but can vary widely depending on the soil conditions and composition. Some soil types, such as clay, may limit maximum depths to 3’ or less. As depth increases, targets must be larger to be detected, and non-metallic targets can be challenging to locate. The depths provided should always be treated as estimates as their accuracy can be affected by multiple factors. For more information, please visit: Link
Electromagnetic Pipe Locator. This receiver can passively detect the signals from live AC power or radio signals traveling along some conductive utilities. Operators can connect a transmitter directly to accessible metallic pipes, risers, or tracer wires to generate a current at a specific frequency. The receiver can then detect the resulting signal along the pipe or tracer wire. Various factors may impact this device's effectiveness, including (but not limited to) access to the utility, conductivity, grounding, and interference from other utilities.
The depths provided should always be treated as estimates as their accuracy can be affected by multiple factors. For more information, please visit: Link
Traceable Rodder. The rodder consists of a copper wire encased in fiberglass. This device is pushed through a pipe with direct access, such as a sewer line at a cleanout or a storm drain catch basin. Operators then induce a current on the wire and trace the signal from the surface. The maximum traceable depth is 10’ depending on the soil conditions, and the maximum distance is 200’. Inserting the rodder into deeper pipes within manholes may not be feasible depending on site conditions. GPRS will not access electrical conduits. The signal is not detectable through metallic pipes. For more information, please visit: Link
GPS. This handheld unit offers accuracy down to 4 inches; however, the accuracy achieved will depend on the satellite environment at the time of collection and is not considered survey-grade. Features can be collected as points, lines, or areas and then exported as a KML/ KMZ or overlaid on a CAD drawing. For more information, please visit: Link

General Terms & Conditions
This proposal is subject to the General Terms and Conditions for Services of Ground Penetrating Radar Systems, LLC posted at Link (the “Terms and Conditions”) and is hereby incorporated by reference into and made a part of this proposal. Customer acknowledges it has read and agrees to be bound by such Terms and Conditions. In the event of any conflict between the terms of this proposal and the Terms and Conditions, the Terms and Conditions will prevail. Customer also acknowledges that Ground Penetrating Radar Systems, LLC may, from time to time and at its discretion, modify the Terms and Conditions and Customer agrees to be bound by such Terms and Conditions as modified.
Customer agrees to meet and perform all requirements described in this document and has fully read and understands all items listed within this document including the proposal-specific Assumptions.
1.
It is the customer’s responsibility to prepare the site for scanning, including clearly identifying areas to be scanned, securing access to all areas required for scanning, and keeping these areas clear and free of obstructions. Delays caused by customer’s failure to do so may result in an increased price.
2.

Project-Specific Assumptions Standard full-day rates are based on an 8-hour workday. Time-on-site in excess of 8-hours will be billed at overtime rates.• This price assumes that we will be given access to perform the work during weekday business hours (7am-5pm). Work performed outside of this is billed at time and a half.
All of our technicians have OSHA-10 safety training or greater. Site-specific safety training is not included in this quote. Please notify us if this project requires additional safety training.
As-builts and any other applicable drawings shall be made available to GPRS prior to the project.• The equipment listed in this proposal is the standard recommended equipment for your project. Depending on site conditions, your GPRS Project Manager may use all of the equipment listed or a subset thereof on your project. At their discretion, they may also employ additional tools not listed above to provide you with the best results possible.
A thorough utility search can only be completed if GPRS is given access to all utility structures, interior and exterior. This service is never a replacement for the use of the state One Call system (811).
If your project includes scanning an elevated concrete slab: Some slabs may not be completely penetrable from the top only and would need to be scanned from both top and bottom and should be considered an unforeseen circumstance that would incur additional time onsite and charges.
If your project includes scanning a wall or elevated concrete slab: Ladders, manlifts, or safe access for scanning wall or ceiling locations is the responsibility of the client.
If your project includes scanning a concrete slab with roofing material or other surface obstructions, these obstructions should be removed by the customer or customer's representative prior to our arrival. GPRS will need direct access to the surface of the concrete to obtain optimal results.
These rates assume that there are no certified payroll requirements. GPRS has not been notified of any PLA, DIR, or Certified Payroll requirements. If GPRS receives notice that any of these conditions exist, there will be additional costs.

Charles, Can you please provide a quote for well abandonment services at the Concord Custom Cleaners #201 site in Tallahassee, FL? This is a DEP Waste Cleanup Program site (ERIC_4867). The list of wells to be abandoned is included in the attached Excel sheet. The locations are shown on the attached Figure 5. The total length is approximately 500 feet.
We are not requesting that the pads/manholes be removed, as that will be part of the new pavement project; however, can you please include a cost for a second mobilization to pour new pads and add an 8” diameter manhole cover to the 4 wells that we are going to keep?
If you have any questions, please let me know.
Thanks, Matt

We are not going to provide annual Pricing for the Statewide Contract . After reviewing the scope with my partners and the variability with respect to disposal costing and ever changing fuel costs, we feel we can not bid this work given the current uncertainty in the market. We would be please to bid this work on a casa by case basis.
