RE: COST PROPOSAL FOR ANNUAL GROUNDWATER MONITORING
BAYMEADOWS PLACE CLEANERS
9551 BAYMEADOWS ROAD
JACKSONVILLE, DUVAL COUNTY, FLORIDA
DEP FACILITY ID NUMBER: ERIC_4558
PROPOSED TASK ASSIGNMENT: DC051B
Dear Mr. McGrane, WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal to complete annual groundwater monitoring activities at the above-referenced site. The proposed scope of work is based on the recommendations made in the August 7, 2024, Supplemental Site Assessment Report (SSAR) and supplemental email correspondence with DEP on May 9, 2025. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements.
The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
Mr. Patrick McGrane Proposal No. 2025US426293
Florida Department of Environmental Protection June 3, 2025
SUBTASK 2 – ANNUAL GROUNDWATER MONITORING ACTIVITIES
Groundwater Monitoring Following authorization to proceed, WSP will use the Duval County Property Appraiser’s Office website to verify that the current property owner and the offsite property owners have an executed Permission to Enter Property agreement with the DEP. WSP will then coordinate with the real property owner, tenant, and offsite property owners for access to complete the scope of work.
WSP will collect groundwater samples from the following 12 monitoring wells: MW-1, MW-2I, MW-5, MW-7, MW-8, MW-10I, MW-14R, MW-16, MW-18I, MW-19, MW-22, and DW-2. The last groundwater sampling event occurred at the site in May 2024. The attached Figure 6 from the August 2024 SSAR shows the well locations and recent chlorinated volatile organic compound (VOC) results.
Prior to groundwater sampling, the depth-to-groundwater will be measured at each of the 25 monitoring well locations using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced, as necessary.
Groundwater sampling activities will be completed in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018). Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored.
Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.
Groundwater samples will be collected using low-flow sampling methods. The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container; preserved on ice in a laboratory-provided cooler at a maximum temperature of 4° Celsius; and delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program certified, fixed-base laboratory, along with the completed chain-of-custody documentation. The groundwater samples will be analyzed for chlorinated VOCs using USEPA Method 8260B. Per DEP’s request, groundwater samples will not be analyzed for natural attenuation parameters during this annual sampling event.
IDW Transportation and Disposal WSP will containerize the IDW purge water in 55-gallon drums. WSP will collect a composite waste characterization sample from the drums for analysis of total VOCs using EPA Method 8260. The drums will be temporarily staged onsite, pending waste characterization. For cost estimating purposes, WSP has assumed that the IDW can be transported and disposed of as non-hazardous waste at an approved facility.
The IDW transportation and disposal subcontractor will provide WSP with a non-hazardous waste manifest upon delivery to the disposal facility. WSP estimates a total of two drums of IDW purge water will be generated during the field activities. Given that perfluoroalkyl and polyfluoroalkyl substances (PFAS) were detected in groundwater samples collected during the 2023 PFAS screening event, disposal rates will be reflective of PFAS-impacted media.
