RE: COST PROPOSAL FOR ANNUAL GROUNDWATER MONITORING AND
MODIFIED ACTIVE GAS SAMPLING
KIMCO OF NORTH MIAMI
19911 NW 2ND AVENUE
MIAMI, DADE COUNTY, FLORIDA
FACILITY IDENTIFICATION NUMBER: ERIC_4487
PROPOSED TASK ASSIGNMENT: DC018C
Dear Mr. McGrane, WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for annual groundwater monitoring activities, continued per- and polyfluoroalkyl substances (PFAS) groundwater monitoring activities, and modified active gas sampling (MAGS) at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with the DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with the DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.
Mr. Patrick McGrane Proposal No. 2024US328355.R3
Florida Department of Environmental Protection June 10, 2026
SUBTASK 2 – ANNUAL GROUNDWATER MONITORING & MAGS ACTIVITIES
Groundwater Sampling WSP proposes collecting groundwater samples from six monitoring wells. The attached Figures 2 through 7 show the monitoring well locations, groundwater flow direction, and chlorinated volatile organic compound (VOC) results for each zone of the surficial aquifer during the previous monitoring event. The attached Figure 8 shows the January 2024 PFAS screening results.
Prior to groundwater sampling, the depth-to-groundwater will be measured at accessible monitoring wells using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced as necessary.
Groundwater samples will be collected from the wells in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP-SOP-001/01) dated January 2017 (effective April 16, 2018) and DEP SOPs for Sampling and Analysis of PFAS, dated August 2020. Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures. Groundwater samples will be collected using low-flow sampling methods.
The samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, and preserved on ice in a laboratory-provided cooler. Samples to be analyzed for chlorinated VOCs using EPA Method 8260B will be shipped to a Florida Department of Health and National Environmental Laboratory Accreditation Program-certified fixed-base laboratory along with the completed chain-of-custody. Samples to be analyzed for PFAS using DEP SOP: LC001-3 or similar, will be collected and shipped to the DEP Central Laboratory in Tallahassee, Florida, along with the completed chain-of-custody.
Based on the September 2024 DEP guidance for PFAS sampling at DEP Drycleaning Solvent Cleanup Program sites and subsequent correspondence with the DEP, WSP recommends continued PFAS monitoring during this annual groundwater monitoring event, using the same monitoring wells sampled during the initial PFAS screening activities in January 2024.
The samples will be analyzed as follows:

MAGS Investigation WSP will complete the MAGS investigation to evaluate the presence and locations of potential source areas and to identify locations and analyses for additional discrete soil sampling, if needed. The results may also be used for a full-scale soil vapor extraction (SVE) system design, if warranted.
The MAGS investigation will involve fitting a regenerative blower (Fuji Electric Model VFC508P-2T, 2.5 hp, single phase) to a MAGS well to extract soil vapor from vadose zone soil. WSP will analyze the extracted soil vapor using an OVA-PID and/or Draeger colorimetric detector tubes. The blower will be capable of a flow rate of 154 standard cubic feet per minute at a vacuum of 80 inches of water (inches H20) under ideal conditions. A portable generator will supply power to the blower. The connection between the MAGS wellhead and blower will be made using 2-inch or 4-inch diameter vacuum-rated flexible PVC tubing and Schedule 40 PVC pipe. Vacuum gauges, a flowmeter, filter, and sample ports will be installed in line.
WSP will test each of the existing MAGS wells (VEW-1 through VEW-5) for an estimated 30 minutes to one hour.
At a minimum of one location, WSP will perform step-increase vacuum tests, which will consist of a low, medium, and high vacuum setting. Based on the design criteria submitted in AECOM’s March 2011 Remedial Action Plan, the selected wellhead vacuum for SVE was 20 inches of water. When factoring in the capability of WSP’s MAGS blower, WSP proposes the step-increase vacuum test to consist of vacuum settings of 20, 40, and 60 inches of water. The reported depth-to-groundwater during the 2024 groundwater monitoring event generally ranged from 11 to 13 feet below the top of well casing at the site; therefore, WSP does not anticipate water entrainment at the proposed vacuum settings.
WSP will measure subsurface vacuum pressure at varying distances from the primary extraction points using nearby MAGS wells and monitoring wells, provided the monitoring well screen is sufficiently exposed, to evaluate subsurface flow characteristics. This data will be used to estimate the effective field ROI, soil permeability, hydraulic conductivity, pore volume, and purge time. The project engineer will perform calculations during the field event to confirm the time required to evaluate one pore volume of soil vapor based on the measured ROI and actual vapor flow rate. Based on these calculations, the time that vapor is extracted at each MAGS well will be adjusted accordingly. An OVA-PID will be used to monitor soil vapor extracted from the MAGS sampling point.
Near the end of the MAGS extraction at each location, one soil vapor sample will be collected to provide a general assessment of the types and concentrations of remaining chlorinated solvents in soil. The samples will be collected in Summa Canisters (Tedlar bags if Summa Canisters are not available) and submitted to a fixed-base laboratory for VOC analysis using EPA Method TO-15.
Interim Deliverable Upon completion of Subtask 2, an e-mail deliverable will be submitted and include copies of the field data sheets, groundwater sampling logs, field notes, and laboratory chain-of-custody documentation.
SUBTASK 3 – PFAS-RELATED COSTS AND IDW TRANSPORTATION AND DISPOSAL
WSP will include costs associated with the continued PFAS monitoring activities in this subtask. These activities include completing bottle order requests with the DEP Central Laboratory; waste characterization and waste profiling; packaging and shipping PFAS samples to the DEP Central Laboratory; labor involved in sampling wells associated with PFAS analysis only; and investigation-derived waste (IDW) transportation and disposal.
Quality Assurance/Quality Control WSP will collect one equipment blank sample during the groundwater sampling event. The equipment blank will be collected by pumping (peristaltic pump) PFAS-free water through silicon and/or HDPE tubing and into laboratory-supplied containers. The equipment blank will be analyzed for PFAS using DEP SOP: LC001-3 (or similar), as shown in the above table.
Investigation Derived Waste WSP will containerize the IDW purge water and decontamination water in a 55-gallon drum. WSP will collect a waste characterization sample from the drum for analysis of total VOCs using EPA Method 8260 and PFAS using DEP SOP: LC001-3 (or similar), as shown in the above table. The drum will be temporarily staged onsite, pending waste characterization. For cost-estimating purposes, WSP has assumed that the IDW can be transported and disposed of as non-hazardous waste at an approved facility. The IDW transportation and disposal subcontractor will provide WSP with a non-hazardous waste manifest upon delivery to the disposal facility. WSP estimates one drum of IDW purge water will be generated during the field activities.
Interim Deliverable Upon completion of Subtask 3, an e-mail deliverable will be submitted for the PFAS samples and include copies of the field data sheets, equipment calibration forms, field notes, and laboratory chain-of-custody documentation.
SUBTASK 4 – REPORTING
WSP will prepare an Annual Groundwater Monitoring and MAGS Investigation Report that will include a description of the sampling procedures, evaluation of the analytical results; comparison of current to historical data; tabulated summary of the current and historical analytical data; site maps showing the groundwater analytical results; MAGS results; water level elevation information in tables and figures; laboratory analytical data; and conclusions and recommendations.
HEALTH AND SAFETY
WSP will update the existing site-specific Health and Safety Plan for the field work. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.
COST AND SCHEDULE
The estimated cost to complete the proposed scope of work is $25,707.34. WSP anticipates the groundwater monitoring and MAGS event will take place in July or August 2025. The level of effort sheets and cost estimate form are included in Attachment A. The IDW disposal subcontractor quotes are included in Attachment B. The following table summarizes the proposed costs and deliverable schedule.
