FROM: Patrick McGrane, Project Manager

SUBJECT: Negotiation Summary

HW685 DC024B

DATE: Nov 15, 2023

This Task Assignment authorizes WSP to conduct groundwater monitoring activities and the installation of four Monitor Wells in accordance with the Nov 1,2023, Scope of Work, Cost Estimate, and Bid Documentation. The final cost of this Task Assignment is $40,348.79 with 116 labor hours.

Subtask 1: Project Management

An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.

Subtask 2: Site Access, MW installation, IDW Management

Prior to beginning work, WSP will attempt to acquire a signed site access agreement from all three parcels required for the monitor well installations. Upon the acquisition of the signed site access agreements, a DPT drill rig from the drilling subcontractor will install all four monitor wells. A dense clay layer is anticipated to be present 45’ below ground surface. The monitor wells are to be installed directly above this layer. Soil lithology will be collected from each boring.

IDW will be staged into 55-gallon drums on site pending the results of a characterization sample. Each sample will be analyzed for Total VOCs, TCLP Metals, and TCLP Volatile Organics using EPA Methods 8260, 6010, and 1311 respectively by a state approved laboratory. Erwin Remediation will collect and dispose of the IDW drums.

Subtask 3: Annual Groundwater Monitoring and IDW Management

WSP will collect up to 12 groundwater samples (MW001 through MW008 and the four new cells) and once waste characterization. Groundwater samples will be collected from the wells in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP-SOP-001/01) dated January 2017.

Prior to GW sampling, all the wells will be purged, and field parameters will be measured.

Groundwater samples will be collected using low flow sampling methods. The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, preserved on ice in a laboratory-provided cooler at a maximum temperature of four degrees Celsius, and delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program-certified fixed-base laboratory along with the completed chain-of-custody documentation to be analyzed for chlorinated VOCs using EPA Method 8260B. IDW will be stored and managed in the same manner as described in Subtask 2.

Subtask 4: Reporting WSP will submit an Annual Groundwater Monitoring Report that will include a description of sampling procedures, evaluation of analytical results, comparison of current to historical data, tabulated summary of the current and historical analytical data, a site map showing the monitoring well locations, groundwater analytical results, water level elevation information in tables and figures, laboratory analytical data, conclusions, and recommendations. The report will also include well construction details for the new monitoring wells installed. The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment.

RE: COST PROPOSAL FOR BLUE RIBBON CLEANERS

ANNUAL GROUNDWATER MONITORING & WELL INSTALLATION

1102 EAST LAFAYETTE STREET

TALLAHASSEE, LEON COUNTY, FLORIDA

FACILITY ID NUMBER: ERIC_4859

PROPOSED TASK ASSIGNMENT: HW685_XXXXX

Dear Mrs. Crain:

WSP USA Inc. is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for groundwater monitoring, site access, and well installation activities at the Blue Ribbon Cleaners site, located in Tallahassee, Leon County, Florida. This proposal includes a description of the proposed scope of services, level of effort (LOE) sheets for each subtask, and a Cost Estimate Form (CEF) that summarizes the costs of the proposed services. The scope of work is based on the recommendations from the February 2023 Annual

Groundwater Monitoring Report. The proposed scope of services is described below.

SUBTASK 1 – PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Drycleaning Solvent Cleanup Program requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.

SUBTASK 2 – SITE ACCESS & MONITORING WELL INSTALLATION

There are three (3) parcels that require access to install the four (4) proposed monitoring wells as shown on Figure

5. WSP will attempt to acquire a signed site access agreement at each of the properties. Once site access has been granted or denied by property owners, WSP will provide oversight for well installations by a FL licensed driller.

Preferred drilling has been selected as the lowest bidder for the work. A Direct Push Technology (DPT) drill rig with auger attachments will be used to install the monitoring wells. The proposed wells will be constructed according to the table below:

There is a dense clay layer anticipated at approximately 45’ below ground surface (BGS). The wells are to be installed directly above this layer. Its possible that proposed wells #2 & #3 may only need to be drilled to 35’ BGS due to estimated elevation change. Soil lithology will be recorded from 25’-45’ BGS of each boring so that the well screen is installed in the correct interval. Following installation, WSP will use a theodolite and survey rod to measure the top-of-casing (TOC) elevation for each of the new wells. WSP will use known TOC elevations from existing wells to tie-in approximate elevations of the new wells.

Investigative derived waste (IDW) will be staged into 55-gallon DOT drums. A characterization sample will be collected for every 10-drums, and will be analyzed for Total VOCs, TCLP Metals, and TCLP Volatile Organics using EPA Methods 8260, 6010, and 1311 respectively by a state approved laboratory.

Once laboratory results have been received, WSP will subcontract Erwin Remediation for the transportation and disposal of the IDW drums at a certified waste disposal facility.

Following the field work, WSP will assemble an email trip report to include field notes and logs, photos, laboratory reports, and waste manifest.

SUBTASK 3 – ANNUAL GROUNDWATER MONITORING

WSP will mobilize to site and collect up to 12 groundwater samples (MW001 through MW008 and 4 new wells) and one waste characterization sample. The attached figures (Figures 1 through 4) from the February 2023 annual groundwater monitoring report are showing the monitoring well locations, potentiometric map for in the shallow surficial aquifer zone, and an iso-concentration contour map of chlorinated volatile organic compound (VOC) results.

Prior to groundwater sampling, the depth to groundwater will be measured at the eight of the existing monitoring well locations and each of the newly installed well locations using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced as necessary.

Monitoring Well Installation

Groundwater samples will be collected from the wells in accordance with DEP Standard Operating Procedures

(SOPs) for Field Activities (DEP-SOP-001/01) dated January 2017 (effective April 16, 2018). Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.

Groundwater samples will be collected using low flow sampling methods. The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, preserved on ice in a laboratory-provided cooler at a maximum temperature of four degrees Celsius, and delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program-certified fixed-base laboratory along with the completed chain-of-custody documentation to be analyzed for chlorinated

VOCs using EPA Method 8260B.

WSP will temporarily store the investigation derived waste (IDW) purge water generated from the groundwater sampling event in a 55-gallon steel drum(s). A waste characterization sample will be collected from the IDW drum(s) for analysis of total VOCs using EPA Method 8260. If the waste characterization sample is acceptable to the disposal subcontractor, the IDW drum(s) will be picked up and transported to a facility for proper disposal. A non-hazardous waste manifest will be provided by the disposal subcontractor upon delivery to the disposal facility.

Upon completion of Subtask 3, an e-mail deliverable will be submitted and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, and laboratory chain-of-custody documentation.

SUBTASK 4 – REPORTING

The annual groundwater monitoring report will include a description of sampling procedures, evaluation of analytical results, comparison of current to historical data, tabulated summary of the current and historical analytical data, a site map showing the monitoring well locations, groundwater analytical results, water level elevation information in tables and figures, laboratory analytical data, conclusions, and recommendations. The report will also include well construction details for the new monitoring wells installed.

HEALTH AND SAFETY

WSP will update the site-specific Health and Safety Plan for the field work. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high visibility safety vests, hard hat, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.

COST AND SCHEDULE

The estimated cost to complete the monitoring is $40,348.79. WSP will tentatively schedule the annual sampling event for March 2024. The LOE/CEF cost sheets and subcontractor bids are included in Attachment A. The following table summarizes the proposed costs and deliverable schedule.

Good morning Logan, I don’t have any HSA equipment in Florida (closest is in SC). And sonic wouldn’t even be compeƟƟve with local HSA drillers. I believe I’ll have to pass on this one.

Good Morning Will, I have another quote request for ya.

ERIC_4859 Blue Ribbon Cleaners 1102 East Lafayette St, Tallahassee, FL

31404452.4859 is project number.

Wells #2 and #3 may only need to go to 35’, it will depend on lithology. A ~13 Ō elevaƟon change (decrease) is expected for each of these wells.

We propose to install the wells right above the clay layer, expected around 47 Ō.

Waste will be drummed.

Water is available onsite through hose spigot.

I propose lithology on each well from 25’ and deeper. I am thinking HSA with Split spoons.

Decon water and site cleanliness will be important, especially for proposed well #2.

Thanks, Logan
