HW685 DC016B

This Task Assignment authorizes Golder to perform groundwater sampling for analysis of VOCs and PFAS in accordance with the October 4, 2022, Scope of Work and Cost Estimate.

Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.

Subtask 2: Groundwater Sampling and IDW Management This task includes labor, subcontractor and equipment costs to collect groundwater samples from 23 monitoring wells (shallow zone monitoring wells MW001R, MW002, MW003, MW004, MW005, MW006, MW009, MW010, MW013, MW032, MW033, MW034, MW035, and IW014; and intermediate zone monitoring wells MW011, MW012, MW014, MW015 MW019, MW020, MW026, MW027, and MW036) to be analyzed for chlorinated volatile organic compounds (VOCs) via EPA Method 8260B. Golder requested bids for the IDW drum disposal and Erwin was selected with the lowest bid.

The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $19,454.72 with 116 labor hours.

Golder and the FDEP confirmed on October 4, 2022, that an Access Agreement with the current real property owner of the Cinderella Cleaners (ERIC_5174) site has been executed.

RE: COST PROPOSAL FOR CINDERELLA CLEANERS

2023 ANNUAL GROUNDWATER MONITORING

1454 10TH STREET

LAKE PARK, PALM BEACH COUNTY, FLORIDA

FACILITY ID NUMBER: ERIC_5174

PROPOSED TASK ASSIGNMENT: HW685__DC016B

Dear Ms. Shirah:

Golder Associates USA Inc. (Golder) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for groundwater monitoring at the Cinderella Cleaners site, located in Lake Park, Palm Beach County, Florida. This proposal includes a description of the proposed scope of services, level of effort (LOE) sheets for each subtask, and a Cost Estimate Form (CEF) that summarizes the costs of the proposed services.

The scope of work is based on the recommendations provided by Golder in the 2022 Annual Groundwater Monitoring Report dated September 28, 2022. The proposed scope of services is described below.

SUBTASK 1 – PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submission of project invoices in accordance with DEP Drycleaning Solvent Cleanup Program requirements. The project manager will be responsible seeing that the work is conducted in a manner that is consistent with the requirements of the DEP approved task assignment.

SUBTASK 2 – ANNUAL GROUNDWATER MONITORING

Golder will mobilize to the site and collect groundwater samples from the following monitoring wells: shallow zone monitoring wells MW001R, MW002, MW003, MW004, MW005, MW006, MW009, MW010, MW013, MW032, MW033, MW034, MW035, and IW014; and intermediate zone monitoring wells MW011, MW012, MW014, MW015, Ms. Ginger Shirah Proposal No. 202208346

Florida Department of Environment Protection October 4, 2022

MW019, MW020, MW026, MW027, and MW036. Golder also recommended replacing previously abandoned monitoring wells MW016 and MW018 in the 2022 annual groundwater monitoring report but that was not approved at the time of this proposal preparation. The attached figures (Figures 4 and 5) from the September 28, 2022 annual groundwater monitoring report showing the chlorinated volatile organic compound (VOC) results for the shallow and intermediate zones of the surficial aquifer.

Prior to groundwater sampling, the depth to groundwater will be at the wells that are sampled using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced as necessary. Groundwater samples will be collected from the wells in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP-SOP-001/01) dated January 2017 (effective April 16, 2018). Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.

Groundwater samples will be collected using low flow sampling methods. The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, preserved on ice in a laboratory-provided cooler at a maximum temperature of four degrees Celsius, and delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program-certified fixed-base laboratory along with the completed chain-of-custody documentation to be analyzed for chlorinated VOCs using EPA Method 8260B.

Golder will temporarily store the investigation derived waste (IDW) purge water generated from the groundwater sampling event in a 55-gallon steel drum(s). A waste characterization sample will be collected from the IDW drum(s) for analysis of total VOCs using EPA Method 8021. If the waste characterization sample is acceptable to the disposal subcontractor, the IDW drum(s) will be picked up and transported to a facility for proper disposal. A non-hazardous waste manifest will be provided by the disposal subcontractor upon delivery to the disposal facility.

Upon completion of Subtask 2, an e-mail deliverable will be submitted and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, and laboratory chain-of-custody documentation.

SUBTASK 3 – REPORTING

The annual groundwater monitoring report will include a description of the sampling procedures, evaluation of the analytical results, comparison of current to historical data, tabulated summary of the current and historical analytical data, a site map showing the groundwater analytical results, water level elevation information in tables and figures, laboratory analytical data, conclusions, and recommendations.

HEALTH AND SAFETY

Golder will update the existing site-specific Health and Safety Plan for the field work. The work will be completed in accordance with Golder’s safety policies and procedures. At a minimum, Golder will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.

We are not going to provide annual Pricing for the Statewide Contract . After reviewing the scope with my partners and the variability with respect to disposal costing and ever changing fuel costs, we feel we can not bid this work given the current uncertainty in the market. We would be please to bid this work on a casa by case basis.
