FROM: Patrick McGrane, Project Manager

SUBJECT: Negotiation Summary Task Assignment DC034C (HW685)

DATE: August 1 , 2025

This Task Assignment authorizes WSP USA Inc. (WSP) to conduct monitoring well installations and groundwater sampling at the Hanners Cleaners site.

In April 2025, the DSCP was informed that the City of Pompano Beach was planning the construction of a new city hall. A portion of this building will overlap/sit on top of the Former Hanners Cleaners property.

With access to the property likely being greatly prohibited by this development, it was agreed to install/replace several monitoring wells around the property boundary and at locations of historically high

VOC concentrations.

Quarterly sampling will be performed following installations in an attempt to conditionally close the site using Risk Management Option II (RMO II). The first two quarters are included in this Task Assignment.

The following two quarters, along with reporting, will be approved in a separate TA. This is estimated to be tasked in Q2 2026, when construction timelines are more concrete and preliminary data is available.

The total cost for this project is $10 , . with 4 total labor hours. All work is to be completed in accordance with the August , 2025, Scope of Work, Cost Estimate, and Bid Documentation.

WSP may invoice according to the included schedule.

RE: COST PROPOSAL FOR WELL INSTALLATION AND

GROUNDWATER MONITORING

FORMER HANNERS CLEANERS

35 NORTH DIXIE HIGHWAY (FORMERLY 209 WEST ATLANTIC BOULEVARD)

POMPANO BEACH, BROWARD COUNTY, FLORIDA

DEP FACILITY ID NUMBER: ERIC_4221

PROPOSED TASK ASSIGNMENT: DC034C

Dear Mr. McGrane:

WSP USA Inc. (WSP) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for groundwater monitoring well installation and chlorinated volatile organic compound (VOC) and expanded per- and polyfluoroalkyl substances (PFAS) groundwater monitoring activities at the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is based on the recommendations in WSPs 2024 Annual Groundwater Monitoring Report, subsequent email correspondence, and a teleconference completed on July 14, 2025, are described below.

SUBTASK 1 PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP Waste Site Cleanup Section requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.

Mr. Patrick McGrane Proposal No. 2025US414565.R2

Florida Department of Environmental Protection August 12, 2025

SUBTASK 2 MONITORING WELL INSTALLATION ACTIVITIES

Site Access and Utility Locate

Following authorization to proceed, WSP will use the Broward County Property Appraisers website to verify that the current property owner and relevant offsite property owners have an executed Permission to Enter Property agreement with the DEP. WSP will then coordinate with the real property owner, tenant, and offsite property owners for access to complete the scope of work. WSP or the DEP will attempt to obtain updated Permission to Enter Property forms from relevant property owners prior to and/or during mobilization to the site, as needed. This plan assumes adequate site access will be granted to perform the scope of work.

WSP will obtain the applicable local, county, and state-required permits before implementing the proposed scope of work. The location of underground utilities will be identified and marked. Sunshine State One Call, a utility location service provider, will be contacted at least three working days (72 hours) before any subsurface work begins. Given that the work will be conducted on private property, Sunshine State One Call might not be able to provide details regarding specific utilities across the entire property. Therefore, WSP will use a private utility location company to locate and map shallow subsurface anomalies present in the vicinity of the proposed monitoring well locations.

Monitoring Well Installation

WSP will supervise the installation of up to five shallow zone groundwater monitoring wells (MW003R, MW004R, MW026R, MW035R, and MW043), six intermediate zone monitoring wells (MW009R2, MW010R, MW014R, MW015R, MW032R, and MW033R) and one deep zone groundwater monitoring well (MW044) by a

Florida-licensed drilling subcontractor. Well screens will consist of 3/4-inch or 2-inch diameter, Schedule 40 PVC

(0.010-inch machine slot size, or pre-pack). The well risers will consist of 3/4-inch or 2-inch diameter, Schedule 40

PVC connected to the screens with flush-threaded joints, using an appropriate length to reach the ground surface.

The annular space between the borehole walls and the well screens will be filled with a 20/30 grade silica sand filter pack to approximately one foot above the top of the well screens. A minimum one-foot thick, fine (30/65) grade silica sand seal will be placed above the sand filter pack, and the remainder of the annular space will be filled with a Portland Cement Type II grout seal. The monitoring well construction details are summarized below, and the proposed locations are presented on Figure 1.

Monitoring wells will be completed at the surface with 8-inch diameter bolt-down steel covers inside flush-mounted

2-foot by 2-foot concrete pads, which will be sloped away from the wells to prevent surface water infiltration. The well risers will be capped with water-tight expandable locking plugs. To remove fine-grained particles in the filter pack and those adhered to the borehole walls, and to establish a good hydraulic connection with the aquifer, the newly installed wells will be developed until the purged water remains visibly clear and free of suspended particulate matter, or up to 30 minutes.

Investigation Derived Waste

WSP will containerize the investigation-derived waste (IDW) development water in a 55-gallon drum(s). WSP will collect a waste characterization sample from the drum for analysis of total VOCs. The drum(s) will be temporarily staged onsite, pending waste characterization. For cost-estimating purposes, WSP has assumed that the IDW can be transported and disposed of as non-hazardous waste at an approved facility. The IDW transportation and disposal subcontractor will provide WSP with a non-hazardous waste manifest upon delivery to the disposal facility. WSP estimates that four drums of IDW development water will be generated during the field activities.

Interim Deliverable

Upon completion of Subtask 2, an e-mail deliverable will be submitted, which will include copies of the field data sheets, well construction logs, field notes, and utility locate report (if available).

SUBTASK 3 GROUNDWATER MONITORING EVENT 1

Groundwater Monitoring

WSP will collect groundwater samples from 37 monitoring wells. The attached Figures 2 through 9 from the June 2024 sampling event show the monitoring well locations, groundwater flow direction, chlorinated VOC results, and PFAS results.

Prior to groundwater sampling, the depth-to-groundwater will be measured at accessible monitoring well locations, using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced, as necessary. Additionally, WSP will attempt to locate all existing onsite monitoring wells as presented on Figure 2

Groundwater sampling activities will be completed in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018) and DEP SOPs for Sampling and Analysis of PFAS, dated August 2020. Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturers recommended procedures.

The groundwater samples to be analyzed for chlorinated VOCs will be delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program-certified, fixed-base laboratory along with the completed chain-of-custody documentation. The selected groundwater samples to be analyzed for PFAS will be shipped to the DEP Central Laboratory in Tallahassee, Florida. Upon receipt of the laboratory analytical results, WSP will evaluate the constituent concentrations to determine if offsite notification is required.

The samples will be analyzed as follows:

Interim Deliverable

Upon completion of Subtask 3, an e-mail deliverable will be submitted, which will include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, laboratory chain-of-custody documentation, and updated tables and figures.

SUBTASK 4 PFAS-RELATED COSTS AND IDW TRANSPORTATION AND DISPOSAL

WSP will include costs associated with the expanded PFAS monitoring activities in this subtask. These activities include completing bottle order requests with the DEP Central Laboratory; waste characterization and waste profiling; packaging and shipping PFAS samples to the DEP Central Laboratory; labor involved in sampling wells associated with PFAS analysis only; and IDW transportation and disposal.

Quality Assurance/Quality Control

WSP will collect one equipment blank sample during the groundwater sampling event. The equipment blank will be collected by pumping (peristaltic pump) PFAS-free water through silicon and/or HDPE tubing and into laboratory-supplied containers. The equipment blank will be analyzed for PFAS using DEP SOP: LC001-3 (or similar), as shown in the above table.

Investigation Derived Waste

WSP will containerize the IDW purge water and decontamination water in a 55-gallon drum(s). WSP will collect a waste characterization sample from the drum for analysis of total VOCs using EPA Method 8260D and PFAS using DEP SOP: LC001-3 (or similar), as shown in the above table. WSP estimates two drums of IDW purge water will be generated during the field activities.

SUBTASK 5 GROUNDWATER MONITORING EVENT 2

At a minimum of three months following completion of the Subtask 2 field activities, WSP will return to the site to collect groundwater samples from 31 monitoring wells listed below. The samples will be analyzed for chlorinated VOCs using EPA Method 8260D.
