The task assignment authorizes groundwater monitoring activities at the Dawn Laundry site (ERIC_4188) located at 6890 Miramar Parkway, Miramar, Broward County, Florida. The assignment was executed on April 14 and 15, 2022, with a completion date of September 30, 2022. Ben Grubbs served as the FDEP Project Manager, while Matt Crews represented Golder Associates as the contractor's project manager.
The scope of work encompasses three subtasks: Project Management ($881.06), Annual Groundwater Monitoring ($6,098.77), and Reporting ($2,901.67), with a total task assignment value of $9,881.50 on a fixed unit rate basis. Subtask 2 involves collecting groundwater samples from eight monitoring wells (MW010R, MW011R, MW014, MW019R, MW021R, MW022R, MW024, and MW025) using low-flow sampling methods and analyzing for chlorinated volatile organic compounds via EPA Method 8260B. Investigation-derived waste will be managed through Erwin Remediation at $100 per drum for non-hazardous disposal. Laboratory analytical costs total $914.00, with field expenses including equipment and supplies at $589.00. The work includes 69 total labor hours distributed across multiple staff categories with an overhead rate of 172.50 percent. Deliverables are scheduled for submission on June 24, 2022 (field documentation and laboratory reports) and July 22, 2022 (annual monitoring report and GIS updates), with invoicing tied to FDEP approval of each deliverable milestone.

HW685 DC013A
This Task Assignment authorizes Golder to conduct groundwater monitoring activities in accordance with the April 14, 2022, Scope of Work, Cost Estimate, and Bid Documentation.
Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.
Subtask 2: Annual Groundwater Monitoring Golder will collect groundwater samples from monitoring wells MW010R, MW011R, MW014, MW019R, MW021R, MW022R, MW024, and MW025. Prior to sampling, depth-to-water will be measured. The wells will then be purged, and field parameters will be recorded. The groundwater samples will be collected using low flow sampling methods and analyzed for chlorinated volatile organic compounds (VOCs). Investigation-derived waste (IDW) will be temporarily stored in a 55-gallon drum. Golder requested bids for IDW drum treatment and disposal from Clark, Erwin, Whatever Waste, and M & D Industrial Services. Erwin was selected as the lowest responsive and responsible bidder.
Subtask 3: Reporting Golder will submit the Annual Groundwater Monitoring Report and ADaPT and GIS deliverables to FDEP.
Golder and the FDEP confirmed on April 14, 2022, that an Access Agreement with the current real property owner of the Dawn Laundry (ERIC_4188) site has been executed.
The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $9,881.50 with 69 labor hours.
Golder may invoice following the schedule established in the Deliverables and Invoice Schedule Attachment, which accompanies the Task Assignment Notification Form.

RE: COST PROPOSAL FOR DAWN LAUNDRY
ANNUAL GROUNDWATER MONITORING
6890 MIRAMAR PARKWAY
MIRAMAR, BROWARD COUNTY, FLORIDA
FACILITY ID NUMBER: ERIC_4188
PROPOSED TASK ASSIGNMENT: HW685__DC013A
Dear Mr. Grubbs:
Golder Associates USA Inc. (Golder) is pleased to provide the Florida Department of Environmental Protection (DEP) with this cost proposal for groundwater monitoring at the Dawn Laundry site, located in Miramar, Broward County, Florida. This proposal includes a description of the proposed scope of services, level of effort (LOE) sheets for each subtask, and a Cost Estimate Form (CEF) that summarizes the costs of the proposed services. The scope of work is based on the recommendations accepted by the DEP in the March 25, 2021 electronic mail correspondence AECOM. The proposed scope of services is described below.
SUBTASK 1 – PROJECT MANAGEMENT
To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submission of project invoices in accordance with DEP Drycleaning Solvent Cleanup Program requirements. The project manager will be responsible seeing that the work is conducted in a manner that is consistent with the requirements of the DEP approved task assignment.
SUBTASK 2 – ANNUAL GROUNDWATER MONITORING
Golder will collect groundwater samples from eight monitoring wells (MW010R, MW011R, MW014, MW019R, MW021R, MW022R, MW024, and MW025). The attached figures (Figures 2A, 2B, and 3) from the February 2021 annual groundwater monitoring report showing the potentiometric map in the shallow and intermediate flow zones
Mr. Ben Grubbs Proposal No. 202208346
Florida Department of Environment Protection April 14, 2022 and chlorinated volatile organic compound (VOC) results for the shallow and intermediate zones of the surficial aquifer.
Prior to groundwater sampling, the depth to groundwater will be measured at 13 accessible monitoring well locations (MW001, MW002R, MW003, MW004, MW005, MW008, MW009, MW013R, MW015, MW016R, MW017, MW018R, MW020R) in addition to the wells that are sampled using an electronic water level indicator to determine groundwater elevations and flow direction. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced as necessary. Groundwater samples will be collected from the wells in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP-SOP-001/01) dated January 2017 (effective April 16, 2018). Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.
Groundwater samples will be collected using low flow sampling methods. The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, preserved on ice in a laboratory-provided cooler at a maximum temperature of four degrees Celsius, and delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program-certified fixed-base laboratory along with the completed chain-of-custody documentation to be analyzed for chlorinated VOCs using EPA Method 8260B.
Golder will temporarily store the investigation derived waste (IDW) purge water generated from the groundwater sampling event in a 55-gallon steel drum(s). A waste characterization sample will be collected from the IDW drum(s) for analysis of total VOCs using EPA Method 8021. If the waste characterization sample is acceptable to the disposal subcontractor, the IDW drum(s) will be picked up and transported to a facility for proper disposal. A non-hazardous waste manifest will be provided by the disposal subcontractor upon delivery to the disposal facility.

We are not going to provide annual Pricing for the Statewide Contract . After reviewing the scope with my partners and the variability with respect to disposal costing and ever changing fuel costs, we feel we can not bid this work given the current uncertainty in the market. We would be please to bid this work on a casa by case basis.
