Groundwater Monitoring Following authorization to proceed, WSP will use the Leon County Property Appraiser’s website to verify that the current property owner has an executed Permission to Enter Property agreement with the DEP. WSP will then coordinate with the real property owner for access to complete the scope of work.

Mr. Patrick McGrane Proposal No. 2024US350454

Florida Department of Environmental Protection December 13, 2024

WSP will collect groundwater samples from four monitoring wells: CCCDW001, CCCMW001, CCCMW003, and CCCMW007. The attached Figure 2 shows the monitoring well locations.

Prior to groundwater sampling, depth-to-water measurements will be collected using an electronic water level indicator at each of the four monitoring wells to determine groundwater depth. During the sampling event, the locks and well caps will be inspected for damage or degradation and repaired or replaced, as necessary.

Groundwater samples will be collected from the wells in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01). Prior to collecting the groundwater sample, each well will be purged and field parameters including temperature, pH, specific conductance, dissolved oxygen, turbidity, and oxidation-reduction potential (ORP) will be monitored. Purge volumes and field parameters will be recorded on field data sheets, and the field monitoring equipment will be calibrated in accordance with the manufacturer’s recommended procedures.

Groundwater samples will be collected using low-flow sampling methods. The groundwater samples will be placed in laboratory-supplied containers, labeled with a unique identification number attached to the outside of the sample container, preserved on ice in a laboratory-provided cooler at a maximum temperature of four degrees Celsius, and delivered to a Florida Department of Health and National Environmental Laboratory Accreditation Program certified fixed-base laboratory, along with the completed chain-of-custody documentation. The laboratory will analyze the samples for chlorinated volatile organic compounds (VOCs) using EPA Method 8260B.

Investigation Derived Waste WSP will temporarily store the investigation-derived waste (IDW) purge water generated from the groundwater sampling event in a 55-gallon steel drum. A waste characterization sample will be collected from the IDW drum for analysis of total VOCs using EPA Method 8260. If the waste characterization sample is acceptable to the disposal subcontractor, the IDW drum will be picked up and transported to a facility for proper disposal. A non-hazardous waste manifest will be provided by the disposal subcontractor upon delivery to the disposal facility.

Interim Deliverable Upon completion of Subtask 2, an e-mail deliverable will be submitted and include copies of the field data sheets, equipment calibration forms, field notes, laboratory analytical report, laboratory chain-of-custody documentation, and non-hazardous waste manifest for the IDW transportation and disposal.

SUBTASK 3 – REPORTING

The Groundwater Monitoring Report will include a description of the sampling procedures, evaluation of the analytical results, comparison of current to historical data, tabulated summary of the current and historical analytical data, a site map showing the groundwater analytical results, water level elevation information in tables and figures, laboratory analytical data, conclusions, and recommendations.

HEALTH AND SAFETY

WSP will update the existing site-specific Health and Safety Plan for the fieldwork as needed. The work will be completed in accordance with WSP’s safety policies and procedures. At a minimum, WSP will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.
