This TA is intended for conducting supplemental soil sampling at the Former Slick’s Garage site, located at 904 4th Street West, Palmetto, Manatee County. The services under this task are being conducted using federal funds from the State & Tribal Response Program (SRP) cooperative agreement that is administered by the Department on behalf of the U.S. Environmental Protection Agency (EPA).

Subtask 1: Project Management This subtask is a percentage of the overall project fees and has been negotiated as a contract rate. It includes project management, overhead, general and administrative, and fringe. The agreed upon cost of this subtask is $784.44.

Subtask 2: Supplemental Soil Sampling Under this subtask, prior to soil sampling activities, Golder will coordinate utility location in the proposed sampling areas. Golder will collect 36 discrete soil samples from 9 borings in Area 1 at depths of 0 to 0.5 feet below ground surface (bgs), 0.5 to 2 feet bgs, 2 to 4 feet bgs, and 4 to 6 feet bgs. Twelve samples will be analyzed immediately for arsenic using EPA Method 6010, while 24 will be held for step-out analysis, as needed. Golder will collect seven discrete soil samples from seven borings in Area 3 at a depth of 0 to 0.5 feet bgs. Three samples will be analyzed immediately for polynuclear aromatic hydrocarbons using EPA Method 8270, while four will be held for step-out analysis, as needed. The agreed upon cost of this subtask is $8,868.29.

Summary The Department’s SRP Contract Manager and Golder’s Contract Manager have both agreed to the scope of work and associated costs. The final cost associated with this TA is $9,652.73. RE: COST PROPOSAL FOR SUPPLEMENTAL SOIL SAMPLING

FORMER SLICK’S GARAGE

904 4TH STREET WEST

PALMETTO, MANATEE COUNTY, FLORIDA

DEP FACILITY ID NUMBER: ERIC_7517

BROWNFIELDS SITE ID: BF411201004

Dear Ms. Johnson:

Golder Associates USA Inc. (Golder) is providing the Florida Department of Environmental Protection (DEP) with this cost proposal to complete supplemental soil sampling activities for the above-referenced site. This proposal includes a description of the proposed scope of services, level of effort sheets for each subtask, and a cost estimate form that summarizes the costs of the proposed services. The proposed scope of services is described below.

SUBTASK 1 – PROJECT MANAGEMENT

To facilitate project quality and satisfactory completion of the proposed scope of work, all aspects of this project will be overseen by an experienced project manager. The project manager will be responsible for the schedule, budget, invoicing, project activities, and communications with DEP and the field team. Project management will include coordination of field activities; resource allocation to confirm the work is conducted by qualified professionals in accordance with the project schedule; cost control and tracking of the budget status; and submittal of project invoices in accordance with DEP requirements. The project manager will oversee the work so that it is conducted in a manner that is consistent with the requirements of the DEP-approved task assignment.

SUBTASK 2 – SUPPLEMENTAL SOIL SAMPLING ACTIVITIES

Following authorization to proceed, Golder will coordinate with the appropriate representatives of the Palmetto Community Redevelopment Agency for access to complete the scope of work. Golder will contact Sunshine State One Call at least three working days (72 hours) before any subsurface work begins to identify and mark underground utilities in the proposed sampling areas.

Golder proposes to collect supplemental soil samples using a decontaminated stainless-steel hand auger in Area 1 and Area 3 to establish final excavation areas and depths, prior to mobilization of equipment to complete the Phase 2 interim source removal activities. Sampling activities will be completed in accordance with DEP Standard Operating Procedures (SOPs) for Field Activities (DEP SOP-001/01), dated January 2017 (effective April 16, 2018).

Ms. Megan Johnson Proposal No. 202208350

Florida Department of Environmental Protection October 17, 2022

In Area 1, Golder will collect discrete soil samples from the ground surface to the top of the water table. Based on previous assessment data, the depth-to-groundwater ranges from approximately 3.5 to 7.5 feet below ground surface (bgs). For cost estimating purposes, Golder has assumed a depth-to-groundwater of 6 feet bgs. As such, Golder will collect soil samples at the following depth intervals: 0 to 0.5 feet bgs; 0.5 to 2.0 feet bgs; 2.0 to 4.0 feet bgs; and 4.0 to 6.0 feet bgs. The soil samples in Area 1 will be analyzed for arsenic using EPA Method 6010. In Area 3, Golder will collect discrete soil samples from 0 to 0.5 feet bgs. The soil samples in Area 3 will be analyzed for polynuclear aromatic hydrocarbons using EPA Method 8270. The proposed soil sampling plan is shown in the attached Table 1. The proposed sample locations and depth intervals are shown on Figure 4.

Once Golder has received the laboratory analytical report, Golder will prepare and submit an e-mail deliverable to the DEP. The deliverable will include field documentation, laboratory analytical reports, and updated data tables and figures. The deliverable will include recommendations for further sampling, if necessary.

HEALTH AND SAFETY

Golder will update the existing site-specific Health and Safety Plan for the field work. The work will be completed in accordance with Golder’s safety policies and procedures. At a minimum, Golder will wear safety glasses, high visibility safety vests, and steel-toed boots. A safety job briefing will be conducted prior to the start of work activities, and anytime the scope of work or site conditions change.

COST AND SCHEDULE

The estimated cost to complete the scope of work is $9,652.73. Golder anticipates the supplemental soil sampling activities can be completed in two days. The level of effort sheets and cost estimate form are included in Attachment A. The following table summarizes the proposed costs and deliverable schedule.
