The project scope includes hazardous materials abatement, structural replacement/repairs, power distribution and system upgrades, building envelope repairs, interior space renovations, utility upgrades, and incidental related work. Phasing and coordination with Shipyard operations is paramount and mission critical elements need to remain fully operational throughout the duration of the project. Building 60 is an historic facility and requires special coordination to have limited impact on the historic fabric and character defining features of the structure.

Work must comply with the SECRETARY OF THE INTERIOR'S STANDARDS FOR THE TREATMENT OF HISTORIC PROPERTIES. Cross disciplinary coordination drawings are required for review and approval by the Contracting Officer and the PWD-ME Cultural Resources Manager prior to commencement of work. Refer to Section 01 30 10.00 22 COORDINATION PROCEDURES AND COORDINATION DRAWINGS

(PWD ME).

1.4.2 Location

The work is located at the Portsmouth Naval Shipyard (PNSY), approximately as indicated. The exact location will be shown by the Contracting Officer. Note the "Project Site" is the specific area of construction within the limits of work as defined by the contract documents and any associated off site storage and/or manufacturing/fabrication facilities.

1.5 PROJECT SEQUENCING REQUIREMENTS

Provide Work Sequencing and Preparation Plan indicating how the work is to

SECTION 01 11 00.00 22 Page 3 be accomplished and incorporating Government directives. The intent of this Plan is to show the Government that a complete understanding of the project requirements are understood including subcontractors. The Plan must be carefully prepared and must include every aspect of the project including an outage plan coordinated with the construction schedule that will be required to support the construction and how it is to be accomplished with an absolute minimum of disruption to Government operations. No work may begin on the project until this plan is reviewed and approved by the Contracting Officer. The following is the proposed sequencing for implementation of the project's construction:

a. Construction sequencing plans have been developed in coordination with the Government and are provided within the drawing set. Development of an independent construction phasing plan and construction schedule is the responsibility of the Contractor and must be prepared in coordination with the Contracting Officer and in accordance with Section 01 32 17.00 20 COST-LOADED NETWORK ANALYSIS SCHEDULES (NAS). The independent construction phasing plan and construction schedule must be prepared to avoid impacting production operations on the Portsmouth Naval Shipyard.

b. The Government requires and will provide escorts for the Contractor while working inside Building 59. Coordinate with the Contracting Officer to schedule escorts. All work within Building 59 require the presence of an escort. The project schedule developed in accordance with Section 01 32 17.00 20 COST-LOADED NETWORK ANALYSIS SCHEDULES (NAS) will be used to coordinate required escorts. Notify Contracting Officer weekly of escorts required for the subsequent three weeks of work.

a. Avoid site degradation and erosion. Minimize offsite environmental

SECTION 01 11 00.00 22 Page 5 impact.

b. Use the minimum amount of energy, water, and materials feasible to meet the design intent. Select energy and water efficient equipment and strategies.

c. Use environmentally preferable products and decrease toxicity level of materials used.

d. Optimize operational performance (through commissioning efforts) in order to ensure energy efficient equipment operates as intended.

Consider the durability, maintainability, and flexibility of building systems.

e. Manage construction site and storage of materials to ensure no negative impact on the indoor environmental quality of the building.

f. Reduce construction waste through reuse, recycling, and supplier take-back.

1.8 EXISTING WORK

Repair or replace portions of existing conditions which have been altered/damaged during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing conditions must be in a condition equal to or better than that which existed before new work started.

Refer to Section 01 57 19.00 22 TEMPORARY ENVIRONMENTAL CONTROLS -

PORTSMOUTH NAVAL SHIPYARD (PWD ME).

1.9 LOCATION OF UNDERGROUND UTILITIES

Coordinate and facilitate joint use of building spaces with the Secure Network Providers Contractor(s) during the final stages of each phase of construction. Coordinate with the Contracting Officer to facilitate a coordination meeting between the secure network providers contractor(s). After initial meeting, within one week, incorporate the effort of additional coordination into the construction schedule as required to support maintaining the Contract duration.

1.12 SALVAGE MATERIAL AND EQUIPMENT

Items designated to be salvaged remain the property of the Government.

Salvage and store items on site until the completion of project unless directed otherwise by the Contracting Officer. Stored items must be affixed with label indicating contents, original location, and project name.

Items to be salvaged and stored for reinstallation must be stored within the Contractor's laydown areas or within another Government approved location.

Provide a salvage plan , listing material and equipment to be salvaged, and their storage location. Refer to Section 02 42 91 REMOVAL AND SALVAGE OF HISTORIC CONSTRUCTION MATERIAL.
