About this agency
The Department of the Navy Naval Facilities Engineering Command is the Navy's principal engineering, planning, and real-estate acquisition arm for shore installations, military family housing, utilities, and expeditionary construction worldwide. NAVFAC operates through regional area commands (Pacific, Atlantic, Washington, Hawaii, Expeditionary Warfare Center) and transacts through a portfolio spanning facility design-build, renovation, maintenance, utilities management, and natural-resource technical services across domestic and overseas naval installations.
NAVFAC closed 4,891 contract awards in 2023, 4,786 in 2024, 4,199 in 2025, 1,147 in 2026, and 1 year-to-date in 2027, reflecting recent program wind-down or reporting lag. The combined potential value of all awards is $157.75 billion, with $125.89 billion obligated. The portfolio spans 158,636 awards since 1949 to 15,361 distinct prime contractors. Over the last five years, contract concentration is highly fragmented: Alutiiq Logistics & Maintenance Services leads by award count with 1,188 awards and $2.9 million combined potential value, followed by Hunter Pacific Group at 802 awards and $11.6 million, and SKO Enterprises Inc. at 489 awards and $6.2 million. By potential value, AECOM Technical Services dominates with $797.8 million across 205 awards, trailed by V2X Systems LLC at $601.2 million across 150 awards and KBR Services at $528.1 million across 135 awards. The concentration by value is highly concentrated but driven by a small number of large awards; many high-award-count vendors report minimal dollar values, signaling heavy transacting through schedule task orders, BPA calls, and modifications below reported-value thresholds. Set-asides are minimal: 78 percent of awards carry no set-aside designation, while 10 percent are small-business set-asides, 7 percent are 8(a) sole-source, and 3 percent competitive 8(a), with HUBZone and SDVOSB each under 1 percent.
NAVFAC also administers a grant program focused on natural-resource conservation and environmental compliance at naval installations. The agency obligated $246.4 million across 214 grant awards since 2013 to 82 distinct recipients. Grant cadence has slowed sharply: 20 awards in 2021, 16 in 2022, 25 in 2023, 31 in 2024, and 3 in 2025, with the most recent award closed in May 2025. All grants are Cooperative Agreements. By award count over the last five years, concentration is moderately concentrated: Washington State Department of Fish & Wildlife, University of Guam, and Skagit River System Cooperative each hold 7 awards, while The Student Conservation Association and Colorado State University each hold 5. By federal dollars, White Buffalo Inc. leads with $9.2 million across 2 awards, followed by University of Guam at $9 million across 7 awards and National Fish and Wildlife Foundation at $4.6 million across 2 awards.
Recent contract opportunities span design-build projects (King Hall dormitory repair at Naval Station Newport, Rhode Island, due Aug 5; CNATT training facility at Marine Corps Air Station Cherry Point, North Carolina, due Aug 19), indefinite-delivery-indefinite-quantity architect-engineering support (NAVFAC Washington FY26 A/E IDIQ, due Aug 24), natural-resource technical services across the Pacific area (due Aug 24), equipment support for expeditionary assets (women-owned small-business set-aside IDIQ for civil-engineering support equipment maintenance and repair in the contiguous United States, due Aug 20, estimated award February 2027 with up to $39 million ceiling), and multiple brand-name market surveys for fire-alarm and electrical infrastructure components (Duraline MicroDuct, Kingfisher radio alarm transmitter, Shark 270 electric meter, and Schweitzer Engineering Labs relays and adapters, all due July 30 or Aug 4). Recent grant opportunities are not present in the digest.
