About this opportunity
The Department of the Navy Naval Facilities Engineering Command is soliciting proposals for a Multiple Award Construction Contract (MACC) to perform design-bid-build and design-build new construction, renovation, alteration, and repair services for large general, industrial, and waterfront construction projects primarily located at Portsmouth Naval Shipyard in Kittery, Maine, and Norfolk Naval Shipyard in Portsmouth, Virginia, in support of the Shipyard Infrastructure Optimization Program (SIOP). The initial seed project involves comprehensive renovation of Building 60 at Portsmouth Naval Shipyard, including structural upgrades, life safety improvements, hazardous materials abatement, mechanical and electrical system replacements, fire protection system installation, and industrial equipment relocation. Evaluation will be based on six factors of approximately equal importance: corporate construction and design experience, safety performance (DART and TCR rates), management approach and qualifications, project schedule, small business utilization (minimum 20 percent participation requirement), and past performance. Offerors must demonstrate relevant experience through three to five construction projects with minimum final costs of $15 million each (at least one exceeding $50 million) completed within seven years and three to five design projects completed within eight years. The proposal due date, most recently extended through Amendment 0011, is April 30, 2026, with a proposal submission via the PIEE Solicitation Module, and pre-proposal inquiries previously closed on February 13, 2026.
No set-aside designation applies to this procurement, which is unrestricted with full and open competition. The MACC will result in approximately five separate contracts for a three-year base period plus two one-year option periods (60 months total) with a combined not-to-exceed value of $4,000,000,000, with task orders anticipated to range from $20 million to $600 million each and a guaranteed minimum award of $10,000 to each successful offeror. The seed project (Building 60) has a base performance period of 622 calendar days, with contractor mobilization no sooner than 45 calendar days after contract award and construction activities commencing no sooner than 90 calendar days post-award; an additional 40 days apply if the radon fan option is exercised. The contract includes 11 optional line items covering furniture and equipment, industrial equipment procurement and installation, radon mitigation systems, electronic security systems, window restoration, annex repairs, additional finishes, electrical service infrastructure, resinous flooring, and communication service routing. Performance of work will occur at Portsmouth Naval Shipyard in Kittery, Maine, with coordination required at Naval Station Norfolk in Portsmouth, Virginia, for potential future task orders under the MACC framework.
