Proposed Scope of Work Green Tree Dry Cleaners 3501 West Boynton Beach Boulevard Boynton Beach, Palm Beach County, FL 33436 Site Assessment and Reporting Task Assignment DC021B ERIC_5119 (Former Facility No. 509500913) Aptim Environmental & Infrastructure, LLC February 1, 2024

The following is the proposed scope of work for DC021B for the former green Tree Dry Cleaners site located in Boynton Beach, Palm Beach County, Florida. The proposed scope of work under Task Assignment DC021B includes the onsite assessment of soil and groundwater, as well as the preparation of a SAR summarizing the findings of the investigation. Maps showing the proposed soil and groundwater sampling locations, are attached for convenience.

Subtask 1-Project Management Project management hours are calculated based on the labor hours anticipated in the scope of work.

Subtask 2-Meeting & MAGS Preliminary Site Activities A preliminary meeting will be held at the former drycleaning location, primarily to meet onsite and discuss the proposed scope of work to be performed with the current property owner, owner representative and current tenants. In addition, prior to the site visit, access requests will be submitted to the Lake Worth Drainage District, the owner of the adjacent property to the north, which includes an easement and drainage canal. Access to this adjacent property is necessary since the FDEP requested two DPT groundwater sampling locations be performed within this easement.

Since known underground utilities exist surrounding the former drycleaner, a geophysical survey including ground-penetrating radar and electromagnetic induction will be performed to mark and document the onsite utilities.

The preliminary site assessment activities will also include the oversight of a professional site survey and placement of benchmarks referenced to NAVD88 north and south of the former drycleaning space.

Modified Active Gas Sampling The initial assessment activity at the site will include performing modified active gas sampling (MAGS) to locate potential source areas at the site. The test should assist in identifying the locations of any suspected soil and groundwater areas that deserve additional investigation. APTIM proposes five (5) MAGS locations inside and outside the rear door of the space occupied by the drycleaner, as shown on Figure 6. The MAGS extraction points will be installed with a 4-inch concrete core machine and a 3-inch auger to place a 5-foot screened interval from 1 to 6 ft bls. If the groundwater is encountered at a depth deeper or shallower than the anticipated interval, the MAGS screened interval may be adjusted to place the base of the screen to within 12-inches of the depth to groundwater. The locations will be screened continuously with a photo-ionization detector (PID) in accordance with the MAGS procedures, and an active gas sample will be collected at the end of each test for analysis by a fixed laboratory for analysis by Modified EPA Method TO-15.

Prior to the installation of the five (5) MAGS wells, soil samples will be collected at each location from depths of 6-inches, 2-foot, 4-foot, and 6-foot for fixed laboratory analysis. The location of the proposed MAGS soil samples is shown on Figure 7. The laboratory samples will be analyzed by Environmental Protection Agency (EPA) Method 8260 analysis for the presence of VOCs (full list) by a fixed based laboratory. Additional material will be collected from each sample location (Encores) for possible SPLP extraction (EPA Method 1312) and analysis of the leachate for volatile organic halocarbons (VOHs) by EPA Method 8260.

Following the soil sampling and vapor extraction well installations, the MAGS testing will be performed.

During the initial MAGS test, a soil vacuum extraction (SVE) step test will be performed at one location to obtain data which can be used for SVE design, if needed. In addition, the test will determine the relationship of groundwater entrainment and vacuum extraction, if within the capacity of the test equipment. During the step test and MAGS testing, two (2) vapor monitoring points (VMPs) will be hand installed at select locations (Figure 6) to allow for collection of vacuum measurements at a distance of 5 ft and 10 ft from the vacuum extraction well being tested. The VMPs will be 1-inch diameter, with a total depth, screen interval and sand pack intervals similar to the larger diameter extraction wells.

The MAGS wells will be left in place for possible future use in the event active remediation is required, such as SVE at the site. The wells will be capped, covered with fine sand, and grouted to seal the surface. The grout seal can easily be removed for future access to the well screens. The VMPs will be removed upon completion of the vacuum extraction test.

While onsite, one shallow well will be hand-installed, inside the building at the location shown on Figure 6. The shallow well will also be constructed of 1-inch diameter PVC with 5 or 10 feet of fine mesh pre-pack 0.006-inch slotted screen with a 30/65 sand pack and installed as deep as possible, or to 15 ft bls, dependent on the depth to groundwater encountered at the site. Thereafter, the well will also be sampled for VOCs (full list) to obtain preliminary groundwater analytical data by utilizing a fixed laboratory.

Subtask 3-Soil & GW Field Activities DPT Lithologic Core To develop a lithologic cross-section of the site, one (1) continuous soil core will be installed to approximately 60 ft bls or to refusal. The lithologic macro-core® will be installed by DPT drilling. The continuous soil core will be visually characterized and logged onsite by a geologist. Special attention will be devoted to the identification of any clay-bearing and/or other low permeable strata that may serve as a confining or semi-confining layer. A qualitative moisture assessment will also be logged throughout the entire bore (wet and dry sections). The findings of the lithologic core will be used to construct the appropriate direct push sampling intervals. The proposed locations for the two lithologic borings are shown on Figure 5.

Installation of Piezometers To determine the surficial groundwater flow, three (3) piezometers will be installed following the installation of the continuous soil cores. The DPT rig will install 1-inch diameter polyvinyl chloride (PVC) piezometers screened across the water table to a total depth of approximately 15 ft bls. The shallow piezometer wells will be constructed with 10 feet of 1-inch diameter, Schedule 40 PVC fine mesh pre-pack screen constructed of a 0.006-inch slotted screen with 30/65 sand pack. The proposed locations of the piezometers are shown on Figure 5.

The piezometers will be surveyed for top of casing elevations and water levels will be measured to determine the general direction of shallow groundwater flow at the site. Thereafter, the piezometers will also be sampled for volatile organic compounds or VOCs (full list) to obtain preliminary groundwater analytical data by utilizing a fixed laboratory. The piezometers will be completed as permanent monitoring points.

Soil Sampling Subtask 3 includes the advancement of the remaining ten (10) hand-augered borings to an average depth of 6 ft bls to the water table or to the zone of collapse, whichever is first. A lithologic log will be prepared from the notes at each bore. Soil samples will be collected from depths of 6-inches, 2-foot, 4-foot, and 6-foot for fixed laboratory analysis and identification of potential source areas. The location of the proposed soil samples are shown on Figure 7.

DPT Groundwater Sampling Groundwater beneath the facility will be characterized by collecting three discrete groundwater samples from proposed direct-push technology (DPT) boring locations. Groundwater samples will be collected from ten (10) DPT locations using a GeoProbe® screen point sampler. The sampler will be advanced to the target depths of approximately 10, 20, and 30 ft bls for a total of 30 groundwater samples. The exact depth of groundwater sampling will be adjusted according to potential semi-confining layers identified during previous assessment activities including the lithologic borings. The groundwater samples will be submitted to a fixed laboratory for analysis by EPA Method 8260 for the presence of VOCs (full list).

Onsite DPT groundwater sample locations are shown on Figure 8.

Subtask 4-Well Installations After conferring with the FDEP to determine the necessary locations and depths for monitoring wells, based on the site-specific assessment data, three (3) additional shallow and one (1) deep monitoring well will be installed at the site. The shallow wells will be installed similar to the piezometers, with a direct push drilling rig. The shallow wells will be similarly constructed of 1-inch diameter PVC with 10 feet of fine mesh pre-pack 0.006-inch slotted screen with a 30/65 sand pack and installed to a 15 ft total depth, dependent on the depth to groundwater encountered at the site.

The deep well will be installed by direct push to an estimated total depth of 35 ft bls. The well will be constructed of 1-inch diameter PVC with 5 feet of fine mesh pre-pack 0.006-inch slotted screen with a 30/65 sand pack installed from 30 to 35 ft bls. A two to three foot fine silica sand seal will be installed above the screen and the remaining annulus will be tremie grouted to just below the surface.

Locations and actual installation depths for the monitoring wells will be discussed and approved by the FDEP prior to installation. The proposal funding is currently limited to the 4 additional wells discussed above. If additional wells are deemed necessary, a change order for the additional scope will be requested.

Well Sampling

Groundwater samples will be collected from the piezometers (3), the hand installed interior monitoring well (1) and the exterior shallow and deep monitoring wells (4) and submitted to a State of Florida-certified fixed-base laboratory for analyses by EPA Method 8260 (full list). In addition, the proposed scope of work includes the collection of samples from up to four (4) selected monitoring wells or piezometers for analysis by DEP SOP: LC-001-3 at the FDEP State Laboratory for PFAS constituents.

During the well sampling event, soil and aqueous samples of the generated investigative-derived waste (IDW) will be sampled for characterization and disposal. Characterization soil samples will be collected for TCLP Extraction by EPA Method 1311 and leachate analysis will be performed by EPA Method 8260 (full list) and the RCRA four metals arsenic (As), cadmium (Cd), chromium (Cr) and lead (Pb) by EPA Method 6010. Liquid IDW samples will be submitted for the same analysis as the soil.

Subtask 5-SAR Reporting The soil and groundwater results will be compiled and summarized in a Site Assessment Report, prepared in accordance with the requirements of Chapter 62-780, the Contaminated Site Cleanup Criteria.

Field activities will commence in March 2024, upon approval of the task assignment. The initial field activities will be scheduled for completion by July 26, 2024. Following review of the preliminary data, the well network will be installed and sampling results for FDEP review should be completed before September 20, 2024, and the completed SAR report should be submitted by November 29, 2024. A Task Completion date should be set for December 31, 2024, to allow for review and approval of the SAR, which will be signed and sealed upon submittal.

APTIM proposes to perform this scope of work in accordance with the terms and conditions of the contract executed between APTIM Environmental & Infrastructure, LLC and Florida Department of Environmental Protection No. HW689. APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.

SECTION 3

REQUIREMENT AND SCHEDULE:

Technical issues will be addressed by the Project Manager, Gregg Roberts at 813-612-3687 or gregg.roberts@aptim.com.

General

1. Drilling locations have the potential for exposure to chlorinated solvents. Assume Level D PPE, with APTIM conducting health and safety monitoring.

2. Sunshine Utility mark outs must be requested and performed prior to the work being performed.

In addition, the drilling contractor will also hand auger each location to a depth of 10 feet or to refusal (but not less than 5 ft bls) below the surface to check for utilities.

3. Property access arrangements will be made by APTIM. However, the drilling contractor is responsible for any necessary State or Local drilling permits, including Water Management District requirements.

4. The former Green Tree Dry Cleaners is located in a single-story building which functions as a strip mall, housing numerous businesses. It is located along Boynton Beach Boulevard at the intersection of Knuth Road. Working spaces will be limited due to the site parking limitations. Water and electricity should be available from the current property owner/operator. APTIM will have more information regarding access to water and power before the work begins.

5. Drillers are to provide and utilize safety vests and cones in pedestrian, active parking and vehicle traffic areas. Some of the work could possibly be performed within the ROW of Knuth Road (to the east) or possibly Poynton Beach Blvd (to the south), or on adjacent properties, such as the canal easement to the north.

6. Drilling equipment must be properly decontaminated between locations in accordance with FDEP 2017 DEP-SOP-001/01 Standard Operating Procedures for Field Activities procedures.

7. Driller to provide NEW 55-gallon drums for all IDW containment (decon fluids, soil, and groundwater purge water). At the end of the project, all drums are to be consolidated to one location at the rear (north side) of the property.

18. Approximate start and completion date of the project is October or November 2023.

Specific:

The site location:

The former Green Tree Dry Cleaners is located in a single-story building which functions as a strip mall, housing numerous businesses. It is located along Boynton Beach Boulevard at the intersection of Knuth Road (northwest corner). The Site is next to The Emess Spa (to the west) and Pro Care Dentist (to the east). West Boynton Beach Boulevard is located immediately south.

A parking lot and approximately 20 feet of grass, bounded by a 40 ft canal is located to the north.

The property was originally developed in 1983.

The former Green Tree Dry Cleaners was accepted into the Drycleaning Solvent Cleanup

Program in 1997 under FDEP Facility Identification Number 509500913 (now listed as ERIC_5119). The work is being performed for the FDEP Waste Cleanup Section.

Based on the historical site screening report in the FDEP files, the Green Tree Dry Cleaners began operating in 1988 and operated until the facility was documented as a drop-off only facility in 2011 (approximately 23 years). The site is currently Tops Kitchen Cabinets, a kitchen cabinet showroom for home renovations.

Scope-of-Work: For bidding purposes, please consider the following scope of work for the site:

1. Advance one (1) Lithologic Cores:

a. Installation of one (1) continuous soil cores by direct push to 60 ft bls (or first refusal). The Macro core will be installed to identify the depth to groundwater and log the lithology at the boring location. Upon completion of the lithologic core, the borehole must be properly abandoned by tremie-grouting the hole under pressure from the bottom to the surface. The approximate proposed location of the DPT lithologic core is shown on the attached figure.

2. Installation of three (3) Shallow Piezometers:

a. Utilize 3 1/4 inch OD or equivalent rods

b. 1-inch diameter, schedule 40, PVC well riser and 0.006” slotted screen installed to a total depth of 15 feet bls (or shallower, dependent on the depth to groundwater).

c. 10 feet Pre-Pak Well Screen with a 30/65 grade sand pack.

d. Flush-threaded PVC bottom caps and well riser piping.

e. Allow for borehole collapse to top of screen at 5 feet bls, then place silica sand seal (30/65 grade or equivalent) to 4 ft bls.

f. Grout borehole to within 0.5 feet bls

g. At surface, flush, 8-inch diameter steel bolt-down manhole set in high strength 2ft x 2ft concrete, pad with water-tight expandable plug well seal.

h. Please utilize a wood frame for the construction of the manhole pad, if not within concrete or asphalt.

i. The piezometers will require development by rigorously over-pumping and surging.

j. Consolidate IDW to an area on north side of the Property at a designated area for future characterization, removal and disposal.

k. The proposed locations for the three (3) Piezometers are shown on the attached figures.

3. Outdoor DPT Groundwater Sampling (Exterior):

a. Ten (10) outdoor DPT groundwater locations are proposed within the parking areas and offsite surrounding the former cleaners. Three (3) screen point groundwater samples will be collected from each location at approximately 10, 20, and 30 ft bls for the collection of a groundwater samples.

b. All bores, including DPT groundwater locations will be properly abandoned by tremie-grouting the hole under pressure from the bottom up.

c. Please include all equipment and supplies, pumps, tubing, foot valves, connectors, and miscellaneous materials necessary for the collection of the groundwater samples. Sample containers will be provided by the laboratory.

d. The proposed locations for the DPT groundwater sampling are shown in the attached figures.

4. Additional Monitoring Well Installations (Separate Mobilization):

a. Note that the installation of wells will be performed separately from the DPT groundwater sampling, therefore, the Driller should include a separate mobilization for the well installations.

b. After conferring with the FDEP, the quote should include the installation of three (3) additional shallow wells and one (1) deep monitoring well.

c. The shallow wells will be installed similar to the piezometers, utilizing a direct push drilling rig.

The shallow wells will also be similarly constructed of 1-inch diameter PVC with 10 feet of fine mesh pre-pack 0.006-inch slotted screen with a 30/65 sand pack and installed to a 15 ft total depth or shallower, dependent on the depth to groundwater encountered at the site. The wells will also be flush mounted within 8-inch diameter steel bolt-down manholes.

d. The deep well will also be installed by direct push to an estimated total depth of 35 ft bls. The deep well will also be flush mounted within 8-inch diameter steel bolt-down manholes.

e. The location of the final wells has not determined at this time.

Please call Gregg Roberts at (863) 670-0215 should you have any questions.

Provide the following:

1. All bidders please include the make and model of the rig intended to perform this scope-of-work.

2. Note that the actual construction and depth of the shallow wells will be dependent on the depth to shallow groundwater determined in the field.

3. Also note that all IDW will need to be consolidated to a designated area for future characterization, removal and disposal.

3. All bidders please include an estimated number of drums in their bid.

4. All bidders please include an estimated time required to complete the scope at the site.

5. Please provide an all-inclusive price quote by close of business Tuesday, August 1, 2023, if possible.
