Proposed Scope of Work Oasis Cleaners, Inc.

Additional MAGS Testing and Soil Sampling Site Assessment Activities Task Assignment DC015B ERIC_4885 (Former Facility No. 419500357) Aptim Environmental & Infrastructure, LLC February 13, 2023

The following proposed scope of work under contract HW689 Task DC015B has been prepared for the former Oasis Cleaners site located in Bradenton, Manatee County, Florida. The proposed scope of work under Task Assignment (TA) DC015B includes the installation and testing of six (6) MAGS wells, collection of soil samples from the MAGS well locations and five (5) additional boring locations in the retention pond area. Maps showing the proposed MAGS testing and soil sampling locations, along with FDEP approvals for the scope of work are attached.

Subtask 1-Project Management

This task includes project management activities associated with the completion of the Subtasks, as calculated in accordance with Contract HW689.

Subtask 2 MAGS Testing and Soil Sampling

Based on previous assessment data and discussions with the FDEP, it was recommended that six additional MAGS vapor extraction wells be installed in the western portion of the parking area at the rear of the former cleaners. Each MAGS location will consist of the installation of 2-inch diameter extraction points installed with a 4-inch concrete core machine and a 3-inch auger to place a 4 to 5 foot screened interval to approximately 5 to 6 ft bls. If the groundwater is encountered at a depth deeper or shallower than the anticipated interval, the MAGS screened interval will be adjusted to place the base of the screen to within 12-inches of the groundwater interface. The installed wells will be left in place for possible future use in the event active remediation is required, such as soil vapor extraction (SVE) at the site. The wells will be capped, covered with fine sand, and grouted to seal the surface. During MAGS testing the locations will be screened continuously with a photo-ionization detector (PID) in accordance with the MAGS procedures, and an active gas sample will be collected at the end of the test. The vapor samples (6 proposed) will be submitted for analysis at a fixed laboratory by modified EPA Method TO-15.

Prior to the installation of the MAGS vapor extraction wells, hand-augered soil samples will be collected to the base of each boring for the collection of soil samples to the depth of the water table or to the zone of collapse, whichever occurs first. Soil samples will be collected from the 6-inch, 2-foot, 4-foot, and 5 to 6-foot depth intervals for fixed laboratory analysis for the presence of volatile organic halocarbons (VOHs) by EPA Method 8260. Additional material will be collected from each sample location (24 total samples) for possible SPLP extraction and analysis of the leachate for VOHs by EPA Method 8260.

In addition to the MAGS location soil samples, five (5) additional soil borings will be advanced for the collection of soil samples within the retention pond area adjacent to the study area. The soil sample will be collected similarly to the MAGS location samples, with soil samples collected from the 6-inch, 2-foot, 4-foot, and 5 to 6-foot depth intervals for fixed laboratory analysis for VOHs. The proposed soil sample locations are shown on the attached Sample Location Map. Additional material will again be collected from each sample location (20 additional samples) for possible SPLP extraction and analysis of the leachate for VOHs by EPA Method 8260.

Subtask 3-SAR Reporting

The soil and vapor sample results will be compiled and summarized in a Supplemental Site Assessment Report at the conclusion of the sampling events and upon receipt of the analytical report from the fixed laboratory.

Field activities will commence in March or early April, upon approval of the task assignment. Soil and vapor laboratory analytical reports should be available for compilation and Supplemental Site Assessment Reporting by May 2023. A Task Completion date should be set for July 28, 2023, to allow for review and approval of the Supplemental SAR.

APTIM recommends the following schedule:

Description Due Date

Completion of Field Activities 4/14/23

Submit Supplemental Site Assessment Report 5/31/23

Task expiration date 7/28/23

APTIM proposes to perform this scope of work in accordance with the terms and conditions of the DEP Contract No. HW689 (dated December 21, 2021) that was executed between the Florida Department of Environmental Protection and APTIM. APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.

If you have any questions, please contact us for clarification.

Hello All:

Attached is a rough sketch for consideration of the proposal we discussed for Oasis, which would include additional MAGS testing and soil sampling. (Note: each MAGS location would additionally be sampled for soil, as requested.)

During the MAGS testing, a 10 ft radius of influence was calculated (as reported in ISR). Depth to groundwater ranged from 3 to just over 5, so soil samples will be proposed at 0.5, 2, 4 and possibly 5 ft bls, but will likely be adjusted. The previous MAGS tests included wells constructed to 4.5 ft bls, but the depth of the new wells will likely be adjusted, also.

After you have had a chance to review, give us a call and we can discuss, or move forward with the proposal.

I hope everyone had a great holiday!

Gregg
