This is a Task Assignment (TA) document executed between the State of Florida Department of Environmental Protection (FDEP) and Aptim Environmental and Infrastructure (APTIM) under Contract Number HW689. The task assignment (TA Number DC005D) pertains to remedial system operation and maintenance activities at the former Carmon's Cleaners site located at 7980 North Tamiami Trail, Sarasota, Manatee County, Florida (ERIC_4903). The project is managed by Nicole Knutson for FDEP and Eric Kramer for APTIM, with a completion date of January 16, 2026 (later revised to December 19, 2025 in project documentation).

APTIM will perform four quarters of operation and maintenance for the remedial system and collect groundwater samples from onsite wells at the end of the fourth quarter. The total task value is $54,495.97, comprising $50,061.97 in fixed unit rate costs and $4,434.00 in cost reimbursement expenses (primarily utilities and subcontractor services). The scope includes quarterly operation and maintenance reports, semi-annual and annual groundwater monitoring reports, utility costs for electrical service, analytical testing for volatile organic halocarbons, and groundwater sampling from five monitoring wells. The work is structured in ten subtasks with deliverables due at various intervals between December 20, 2024 and October 17, 2025. Subcontractor services include electrical utility provision by FPUA and FPL, telemetry services by EOS Research, and remedial action waste transportation and disposal by EnviroServe (selected as the low bidder at $176.00 for one drum of investigation-derived water).

Proposed Scope of Work Former Carmon’s Cleaners 7980 North Tamiami Trail, Sarasota, FL Remedial System with Annual Operation and Maintenance Task Assignment DC008D ERIC_4903 (Former Facility ID No. 419700833) Aptim Environmental & Infrastructure, LLC (APTIM) September 6, 2024

Aptim Environmental & Infrastructure, LLC (APTIM) prepared this Task Assignment to perform Operation & Maintenance (O&M) activities required to maintain the remedial system recently constructed for one year. In addition, this Task Assignment provides for annual groundwater monitoring and reporting. APTIM completed an Interim Source Removal (ISR) Work Plan that was approved June 13, 2023. The initial construction of the ISR is scheduled for completion in September and system startup with the first month’s operation to be completed in September 2024.

Subtask 2: O&M services for completion of Quarter #1 (October and November 2024) for the remedial system operation are included in this task. The services include system maintenance, field and system data collection, verification of efficient system operation and collection of one quarterly vapor influent sample (November 2024) from the remediation system for field screening with a PID and fixed base laboratory analysis. One quarterly monitoring report will be submitted as a deliverable that will present monthly O&M data for each of the three months in the quarter.

Subtask 3: This subtask includes Quarter #2 O&M services (December 2024 through February 2025) for the remedial system operation. The services include system maintenance, field and system data collection, verification of efficient system operation and collection of one quarterly vapor influent sample (February 2025) from the remediation system for field screening with a PID and fixed base laboratory analysis. One quarterly monitoring report will be submitted as a deliverable that will present monthly O&M data for each of the three months in the quarter.

Subtask 4: Preparation of a Semi-Annual Remedial System O&M Report (September 2024 through February 2025) for two quarters of remedial system operation is funded in this task.

The O&M Report will include quarterly influent vapor analytical results, associated forms summarizing field activities performed in support of the remedial system operation, and conclusions and recommendations for continued system operation.

Subtask 5: Electrical power for the remaining five (5) months of remedial system operation in the first semi-annual period is funded by this subtask. The telemetry system costs for the first month of operation were included in the new remedial system installation and startup costs funded by the previous task assignment.

Subtask 6: O&M services for the 3rd Quarter (March through May 2025) of remedial system operation is funded in Subtask 6. These services include system maintenance, field and system data collection, verification of efficient system operation and collection of one quarterly vapor influent sample (May 2025) from the remediation system for field screening with a PID and fixed base laboratory analysis. One quarterly monitoring report will be submitted as a deliverable that will present monthly O&M data for each of the three months in the quarter.

Subtask 7: This task includes O&M services for the 4th Quarter (June through August 2025) of the remedial system operation. The services include system maintenance, field and system data collection, verification of efficient system operation and collection of one quarterly vapor influent sample (August 2025) from the remediation system for field screening with a PID and fixed base laboratory analysis. One quarterly monitoring report will be submitted as a deliverable that will present monthly O&M data for each of the three months per quarter.

Subtask 8: This task includes the estimated cost associated with providing electrical power to the remedial system for the second six (6) month period of operation in this Task Assignment.

The annual cost for cellular telemetry for EOS Research is included in this quarter.

Subtask 9: Annual groundwater samples will be collected from five monitoring wells (MW001, MW003, MW004, MW005D, and MW006I) as recommended in the June 14, 2024, Annual Groundwater Sampling Report. Groundwater samples from the monitoring wells will be collected in accordance with the FDEP Standard Operating Procedures for Field Activities utilizing a peristaltic pump and a field-calibrated YSI multi-parameter instrument. The samples will be hand delivered to a fixed laboratory for volatile organic halocarbons (VOHs) analysis by EPA Method 8260. Prior to groundwater sample collection, depth to water measurements will be collected from the site wells that can be located and accessed.

The purge and decon water will be placed in a DOT approved drum, characterized by the collection of an IDW sample for VOHs only (EPA Method 8260), and stored onsite for future transportation, and disposal. As low bidder, APTIM recommends EnviroServe to perform the IDW transportation and disposal based on the three bids solicited earlier this year. Please see the attached IDW bid summary documents.

Subtask 10: Included in this subtask is preparation of an annual report that includes the second six months of SVE operation and maintenance, and annual groundwater sampling. The Annual Groundwater and O&M Report will be prepared summarizing the O&M data and groundwater monitoring data throughout the year of remedial system operation. The O&M Report will include quarterly influent vapor analytical results, associated forms summarizing field activities performed in support of the remedial system operation, and conclusions and recommendations for continued system operation.

A schedule of the proposed O&M, groundwater sampling, and reporting activities follows:

b. Please include transportation, disposal and preparation of the waste profiles and manifests in the cost estimate.

The former Carmon’s Cleaners property was accepted into the Drycleaning Solvent Cleanup Program (DSCP) in 1997 under FDEP Facility Identification Number 419700833 (now listed as ERIC_4903). The facility cleanup is under the Drycleaning Solvent Cleanup Program and the work is being performed for the FDEP Waste Site Cleanup Section.

PFAS constituents have been previously identified (October 2023) in groundwater at the site. The PFAS groundwater samples were submitted to the FDEP State Laboratory in Tallahassee and analyzed for PFAS compounds by Method DEP SOP: LC-001-3. The analytical from those wells will be provided for review, although additional wells, and possibly different wells will be incorporated into this sampling event. In addition, the contained purge water will be characterized by the collection of one (1) liquid IDW composite sample, which will be submitted for analysis by EPA Method 8260 (VOHs only).

If you need additional analysis for the waste characterization, please indicate so in your response.

I do not need a formal proposal, an email response by Thursday, March 14, 2024, would be appreciated, if possible.

Thank you, Gregg

Hello Gregg, The analytical data you referred to will be sufficient for disposal purposes. The cost for transport and disposal of a 32-gallon poly drum filled with PFAS and VOHs impacted water will be $195.00 per drum. A profiling fee has already been charged to this facility once, so no there will be no additional profiling fee.
