Proposed Scope of Work Annual Groundwater Sampling and Soil Confirmation Sampling Task Assignment DC023B Former Best Care Cleaners (Brickell Bay Cleaners) 11660 North Kendall Drive, Miami, Florida 33176 ERIC_4474 (Former FAC ID No. 139601743) APTIM Environmental & Infrastructure, LLC 11/4/24
Task Assignment DC023B was prepared for the former Best Care Cleaners site, also known as facility Brickell Bay Cleaners, to conduct annual groundwater sampling and confirmation soil sampling.
Subtask 1: Project Management Project management hours are calculated based on the labor hours anticipated in the scope of work.
Subtask 2: Annual Groundwater Sampling This subtask authorizes collection of annual groundwater samples from monitoring wells MW001, MW006, MW008, MW009, MW014, MW015, and the sampling of an additional offsite well MW011 (7 total wells) as recommended in the most recent Groundwater Sampling Report dated September 1, 2023. Prior to the collection of groundwater samples, the 15 monitor wells (MW001 through MW015) will be opened for the collection of depth to groundwater measurements. The seven (7) wells will be sampled by the micro purge technique utilizing a peristaltic pump and a field-calibrated YSI multi-parameter instrument with a flow-through cell. The samples will be analyzed for the presence of VOHs by EPA Method 8260.
Subtask 3: Soil Confirmation Sampling After approval from the tenants and property owner to perform the intrusive interior work, one (1) hand-augered boring will be advanced to a depth of 3 ft bls for the collection of three (3) soil samples (collected at 1 ft bls, 2 ft bls and 3 ft bls) within the current Visionworks store space. The confirmation soil samples are being collected as requested by the FDEP email dated November 1, 2023 (attached), following review of the last Annual Groundwater Sampling Report referenced above. The location of the proposed soil boring will be in the vicinity of former DPT sample location DP013, as shown on the attached proposed boring location map. The laboratory samples will be analyzed by Environmental Protection Agency (EPA) Method 8260 analysis for the presence of volatile organics halogens (VOHs) by EPA Method 8260. Additional material will also be collected for possible SPLP Extraction and analysis of the leachate for VOHs by EPA Method 8260.
Groundwater sampling purge water and soil decontamination liquids and soil IDW from the characterization sampling will be placed into a drum for storage onsite and future pickup and disposal. Erwin Remediation has been selected to provide IDW transportation and disposal, based on the quotes provided on the attached bid summary documents. The IDW characterization sample will be analyzed for the presence of VOHs by EPA Method 8260.
Subtask 4: Annual Groundwater Report
This subtask includes preparation of an Annual Groundwater Monitoring and Soil Confirmation Sampling Report. The report will be prepared to summarize the field activities and will include the updated soil and groundwater tables and figures summarizing the analytical results. The report will also include conclusions and recommendations, based on the data.
APTIM recommends the following schedule:
Description Due Date
Collection of GW Samples 2/7/25
Collection of Confirmation Soil Samples 3/14/25
Groundwater Monitoring and Soil Confirmation Report 4/30/25
Task Expiration Date 6/27/25
APTIM proposes to perform this scope of work in accordance with the terms and conditions of contract No. HW689 executed between Florida Department of Environmental Protection and APTIM Environmental & Infrastructure, LLC. APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.

Hello Craig:
I need an estimate to include in a proposal to pick-up and dispose of non-hazardous liquids and soil which will be generated during upcoming soil and groundwater sampling at the following site:
Site Info:
Former Best Care Cleaners (Brickell Bay Cleaners)
11660 North Kendall Drive (SW 88th Street) Miami, Florida 33176 FDEP ID Number: ERIC_4474 Former FAC ID #139601743 DEP/EPA Generator ID Number FLR000055954
Please estimate the IDW transportation and disposal estimate is for non-hazardous waste.
Please provide a Lump Sum Estimate per Drum, as the actual disposal count may vary from the estimate below:
a. 1 drum of purge/decon water and soil (mixed)
b. Please include transportation, disposal and preparation of the waste profiles and manifests in the cost estimate.
The former Best Care and Brickell Bay Cleaners was accepted into the Drycleaning Solvent Cleanup Program in 1997 under FDEP Facility Identification Number 139601743. The work is being performed for the FDEP Waste Cleanup Section.
There is no analytical available now, but the proposal is for non-hazardous transportation and disposal. Please note that PFAS constituents have been previously identified in the groundwater beneath the former Brickell Bay Cleaners at trace concentrations and below the FDEP Provisional GCTL. Characterization of the drum contents (liquid and soil) will be sampled and submitted for analysis for EPA Method 8260 (VOHs only). The February 2022 analytical results for PFAS constituents by method DEP SOP: LC-001-3 (FDEP Laboratory) can be provided, if necessary. If you need additional analysis for the waste characterization, including updated analysis for PFAS, please indicate so in your response.
I do not need a formal proposal, an email response by the end of Friday, September 13, 2024, would be appreciated.
Thank you, Gregg

Hello Gregg, The cost for transport and disposal of 55-gallon drums of PFAS impacted soil, mud, or water is $195.00 per drum.
Additionally, there is a one time profiling fee of $350.00. If this has already been charged once for this site, the fee will not apply to this pick up. No additional analysis is needed for disposal.
