About this file
This document is a Task Assignment Change Order (TACO) #1 issued by the State of Florida Department of Environmental Protection (FDEP) to Aptim Environmental & Infrastructure, LLC (APTIM) for environmental remediation services at the Feathers Dry Cleaners & Laundry facility (ERIC_4683) located at 2848 U.S. Highway 27 South in Sebring, Highlands County, Florida. The change order amends the original Task Assignment DC020B under Contract HW689, with FDEP Project Manager Nicole Knutson and contractor Project Manager Eric Kramer identified as the primary contacts.
The change order reconciles Work Change Directive (WCD) #1 and adjusts costs across multiple subtasks related to site assessment and reporting activities. The amended total task value is $115,571.87, representing a $3,926.62 reduction from the prior amount of $119,498.49. Specific cost adjustments include removal of groundwater sampling analysis for one monitoring well (MW006) that could not be located; resolution of WCD #1 for additional VOC soil samples at $830 instead of the approved $2,324; removal of 14 soil samples and associated testing due to drilling obstructions and electrical hazards; reduction of well installation costs to actual expenses and removal of groundwater and IDW sample analyses; and adjustment of IDW disposal costs from an estimated 8 drums to the actual total of 5 drums generated. The task completion date remains January 31, 2025, with final deliverables due December 13, 2024. All work is performed in accordance with the terms and conditions of Contract HW689.

TO: ERIC_4683
Feather’s Dry Cleaners & Laundry
FROM: Nicole Knutson, Project Manager
SUBJECT: Negotiation Summary
HW689 DC020B CO1
DATE: October 16, 2024
This Change Order reconciles Work Change Directive (WCD) 1 and adjusts sampling, IDW, and drilling costs. WCD 1 authorized the collection of additional VOC soil samples.
Sampling costs were also adjusted under Subtasks 2, 4, and 5. Under Subtask 2, sampling costs were reduced because one monitoring well could not be located. Under Subtask 4, soil samples were removed due to obstructions and electrical hazards in multiple boring locations. Sampling costs under Subtask 5 were reduced because IDW characterization sampling was mistakenly forgotten. Drilling and IDW T&D costs were also adjusted under Subtask 5 to account for two wells which were not installed.
The new total task amount is $115,571.87. This is a $3,926.62 reduction from the original task amount of $119,498.49. APTIM’s time, labor, and subcontractor costs for these activities have been reviewed and are appropriate. The level-of-effort and cost estimate are reasonable for the scope of services. Final deliverable due date remains December 13, 2024. Task completion date is January 31, 2025.

Proposed Scope of Work Feathers Dry Cleaners & Laundry 2848 U.S. Hwy 27 South (Former 2906 U.S. Hwy 27 South) Sebring, Highlands County, FL 33870 Site Assessment and Reporting Task Assignment DC020B ERIC_4683 (Former Facility No. 289600684) Aptim Environmental & Infrastructure, LLC October 14, 2024
Feathers Cleaners DC020B Task Assignment Change Order (TACO) #1 was created to reconcile the field events to date and resolve WCD #1.
Subtask 1-Project Management:
This task includes project management activities associated with the completion of the remaining Subtasks, as calculated in accordance with Contract HW689.
Subtask 2-Site Meeting and Existing Well Sampling Subtask 2 removes the groundwater sample analysis for MW006, which could not be located while onsite.
The monitoring well manhole that was originally located near the area of previously existing well MW006 was found to contain a sanitary access and was not a monitoring well. Therefore, a groundwater sample was not collected from this location and the cost for analysis is being removed from the Subtask.
Subtask 3-Modified Active Gas Sampling (MAGS) Subtask 3 resolves Work Change Directive (WCD) #1, which was approved for the collection of additional soil samples and encore samplers during the performance of the MAGS soil sampling. Additional samples were collected based on the depth to groundwater initially detected at 13 ft bls, which allowed for the collection of additional deeper samples. Although approved for the collection of 14 additional samples, only 5 additional samples were collected. Therefore, WCD #1 was approved for a total of $2,324 and is being resolved for a total of $830 (analysis of 5 additional soil samples for the full EPA Method 8260 list and 5 encore samplers).
Subtask 4-Soil and DPT Field Activities Due to obstructions encountered a depth of 2 ft bls at two locations, soil samples could not be collected below that depth at two locations. In addition, one proposed soil boring location could not be sampled due to the presence of an electrical corridor, which could not be avoided due to the small size of the working area. Therefore Subtask 4 removes the cost associated with a total of 14 samples, and the associated encore samplers.
Subtask 5-Final Well Installations Subtask 5 adjusts the cost of drilling to the actual costs and removes the groundwater sample analysis for two wells which were not installed. In addition, several analyses for IDW were not collected and analyzed due to an error, but the waste was able to be characterized with existing data, therefore, the cost for the analysis of these IDW samples has been removed from the Subtask. The Subtask also reduces the IDW drums to the actual total (5 drums) which were generated during the assessment activities. Lastly, since Publix is the anchor tenant for the Southgate Shopping Center, PFAS samples for submittal to the FDEP State Laboratory were not collected during the groundwater sampling event. Therefore, the labor included in the Subtask to make recommendations, schedule and order kits with the FDEP State Laboratory have been removed.
Subtask 6- Reporting: No Changes
Subtasks 2, 3, 4 and 5 have been completed and the data have been reported to the FDEP. Reporting (Subtask 6) is currently due December 13, 2024, which should not require a change. The TA Completion date is currently January 31, 2025, which also should not require adjustment.
APTIM proposes to perform this scope of work in accordance with the terms and conditions of the contract executed between APTIM Environmental & Infrastructure, LLC and Florida Department of Environmental Protection No. HW689. APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.
