About this file
This document is a Task Assignment Change Order (TACO) #5 issued by the State of Florida Department of Environmental Protection (FDEP) to APTIM Environmental and Infrastructure, LLC for environmental remediation work at the former Imperial Cleaners facility (ERIC_4106) in Oakland Park, Broward County, Florida. The change order amends the existing task assignment under Contract HW689. The primary parties involved are the FDEP Hazardous Waste Cleanup Section, represented by Project Manager Nicole Knutson, and APTIM, represented by Project Manager Eric Kramer.
TACO #5 increases the task assignment compensation by $24,205.18 to accommodate direct push technology (DPT) groundwater sampling at six offsite residential locations and sampling of two offsite monitoring wells. The amended total task value is $131,826.91, increased from the prior amount of $107,621.73. The scope includes groundwater sample collection at depths of 10, 25, and 40 feet below land surface, utility location services via Ground Penetrating Radar (GPR) and electromagnetic methods, IDW (investigation-derived waste) transportation and disposal, and site assessment reporting. The task completion date was extended from May 26, 2025 to August 25, 2025 (91 additional days), with a final deliverable due date of June 23, 2025. Subcontractors identified include Groundwater Protection for DPT drilling ($5,199), Erwin Remediation for IDW transportation and disposal ($110-$125 per drum), and GPRS for subsurface utility location ($700). The work is funded through the State of Florida's appropriations for the Drycleaning Solvent Cleanup Program.

SUBJECT: Negotiation Summary
HW689 DC013B-5
DATE: November 15, 2024
This Change Order increases costs to allow for DPT groundwater sampling at six offsite locations. Additionally, two offsite monitoring wells will be sampled, as detailed in the November 4, 2024 proposal. Erwin Remediation will complete IDW transportation and disposal, Groundwater Protection will conduct DPT drilling, and GPRS will locate utility lines.
The cost has increased by $24,205.18. The previous price was $107,621.73 and the amended price is $131,826.91. APTIM’s time, labor, and subcontractor costs for these activities have been reviewed and are appropriate. The level-of-effort and cost estimate are reasonable for the scope of services. Final deliverable due date is June 23, 2025.
Task completion date is August 25, 2025.

Proposed Scope of Work Imperial Cleaners Site Assessment and Reporting Task Assignment DC013B TACO #5 1500 E. Commercial Blvd, Oakland Park, Broward County, FL ERIC_4106 (Former Facility No. 069500959) Aptim Environmental & Infrastructure, LLC November 4, 2024
The following is the proposed scope of work for DC013B Task Assignment Change Order (TACO) #5 for the former Imperial Cleaners site located in Oakland Park, Broward County, Florida. During our recent conversations with the City of Oakland Park, it was determined that no permits or specific MOT requirements will be required for the offsite work within the adjacent residential neighborhood to the south. The county did request that property owners be notified of the work in the ROW in front of each address prior to the work being performed. This scope of work proposed under Task Assignment DC013B TACO #5 includes providing the necessary notices and performing the offsite DPT groundwater sampling, as proposed by the FDEP.
Subtask - 1: Project Management
This task includes project management activities associated with the completion of the remaining Subtasks, as calculated in accordance with Contract HW689.
Subtask 2: Site Meeting and MAGS Testing: Previously Reconciled
Subtask 3: Soil and Groundwater Field Activities: Previously Reconciled
Subtask 4: Final Well Installations and Sampling: No Changes
Subtask 5: Reporting: No Changes
Subtask 6: Additional Assessment:
As noted above, the proposed scope of work included in Subtask 6 includes the DPT groundwater sampling of the six sample locations in the neighborhood to the south of the former drycleaning facility.
Following extensive discussions with the City of Oakland Park, it appears that they will not require permitting or MOT for the drilling activities, despite previously requesting general permits. Therefore, Subtask 6 provides the costs necessary to perform the DPT groundwater sampling. Groundwater samples will be collected from depths of 10, 25 and 40 ft bls (or shallower if refusal is encountered), based on the lithology and similar to previous DPT sampling events. Prior to drilling, the owners of the properties and the City of Oakland Park will be notified of the schedule and scope of work. The locations will be white lined and Sunshine markouts will be requested. Next each location will be checked for unknown utilities by GPR.
Currently the proposed DPT groundwater sampling locations include:
1. 1350 NE 49th Street – Parcel #4942-14-12-1180 (Owner: MRG Realty LLC)
2. 1500 NE 49th Street – Parcel #4942-14-12-1160 (Owner: Michelle Lemoine)
3. 1520 NE 49th Street – Parcel #4942-14-12-1140 (Owner: Roland Nolet)
4. 1330 NE 48th Court – Parcel #4942-14-12-1850 (Owner: Gemini Leo LLC)
5. 1501 NE 48th Court – Parcel #4942-14-12-1250 (Owner: Yoseph Kidane)
6. 1531 NE 48th Court – Parcel #4942-14-12-1280 (Owner: Diana Eustice)
In addition, the onsite monitoring wells, including interior monitoring well MW001, and piezometers PZ001 through PZ003 will be sampled. Two monitoring wells are also proposed to be sampled at the former Sunshine #378, currently a Chevron Station (FAC ID 068501714), located north of the facility across Commercial Boulevard, including monitoring wells MW-7 and MW-9. Two wells are also proposed to be sampled at the former Hess Station (FAC ID 068501746), currently a Spice n Vybe chicken wing restaurant, located east of the former cleaners. The two Hess wells proposed include MW-7R and MW-
13. All the offsite monitoring wells proposed are shallow depth wells. No deep wells currently exist at the two offsite PRP sites. Permission to sample will be requested prior to sampling the four offsite wells. Site maps of the two PRP sites with proposed wells to be sampled are included with the attached well location maps.
An extension to allow for the additional offsite DPT groundwater assessment activities including the above DPT groundwater sampling is requested. Currently, the Site Assessment Report, including the final well installations is due March 25, 2025, and the current Task Assignment Completion date is May 26, 2025. Although the DPT groundwater sampling will likely be completed by January 31, 2025, the data review and approval of the proposed final well depths and locations, many of which will be offsite, will likely not be completed by March 25, 2025. Therefore, an extension of 3 months is requested (90 days).
The extension sets the proposed SAR submittal date as June 23, 2025, and a Task Completion date of August 24, 2025.
APTIM proposes to perform this scope of work in accordance with the terms and conditions of the contract executed between Aptim Environmental & Infrastructure, LLC. and Florida Department of Environmental Protection No. HW689. APTIM will begin the proposed scope of work upon issuance of the Task Assignment Notification.

SECTION 3
REQUIREMENT AND SCHEDULE:
Technical issues will be addressed by the Project Manager, Gregg Roberts at 813-612-3687 or gregg.roberts@aptim.com.
General
1. Drilling locations have the potential for exposure to chlorinated solvents. Assume Level D PPE, with APTIM conducting health and safety monitoring.
2. Sunshine Utility mark outs must be requested and performed prior to the work being performed.
In addition, the drilling contractor will also hand auger each location to a depth of 10 feet or to refusal (but not less than 5 ft bls) below the surface to check for utilities.
3. Property access arrangements will be made by APTIM. However, the drilling contractor is responsible for any necessary State or Local drilling permits, including Water Management District requirements.
4. The small property contains a single building which is currently vacant. Working spaces will be extremely restricted due to the site layout. Water and electricity will not be available onsite during drilling operations.
5. All the proposed drilling locations are offsite within a neighborhood.
6. Drillers are to provide and utilize safety vests and cones in pedestrian, active parking and vehicle traffic areas. All of the work in this phase will be performed within ROWs, and on offsite residential properties.
7. Drilling equipment must be properly decontaminated between locations in accordance with FDEP 2017 DEP-SOP-001/01 Standard Operating Procedures for Field Activities procedures.
8. Driller to provide NEW 55-gallon drums for all IDW containment (decon fluids, soil, and groundwater purge water). At the end of the project, all drums are to be consolidated to one location at the southwest corner of the former Cleaners facility.
9. Approximate start and completion date of the project is January/February 2024.
Specific:
The site location:
The former Imperial Cleaners is located in Oakland Park at 1500 East Commercial Boulevard in Fort Lauderdale, Broward County, Florida. The former Imperial Cleaners was located within a single building which is located at the southeast corner of East Commercial Boulevard and Northeast 15th Avenue.
The property was originally developed in 1964.
The former Imperial Cleaners was accepted into the Drycleaning Solvent Cleanup Program in 1996 under FDEP Facility Identification Number 069500959 (now listed as ERIC_4106). The work is being performed for the FDEP Waste Cleanup Section.
Based on historical research, the drycleaning business opened in 1980 and operated as a PCE drycleaning facility for approximately 35 years.
All the proposed drilling locations are offsite within a neighborhood, and in ROW of residential homes (See Attached Map). Since the sampling areas are remote, all materials, water and electricity must be provided by the driller and transported to the sample location. A decontamination area can be set up at the former Imperial Cleaners property for cleaning tools and equipment. All IDW must be captured and transported back to the Imperial property for storage, characterization and future removal.
Scope-of-Work: For bidding purposes, please consider the following scope of work for the site:
1. Offsite DPT Groundwater Sampling:
a. Six (6) outdoor DPT groundwater locations are proposed within the adjacent residential neighborhood to the south of the former cleaners. Three (3) screen point groundwater samples will be collected from each location from depths of 10, 25, and 40 ft bls for the collection of a groundwater samples.
b. Upon completion of sampling, all DPT groundwater sampling locations will be properly abandoned by tremie-grouting the hole under pressure from the bottom up.
c. Please include all equipment and supplies, pumps, tubing, foot valves, connectors and miscellaneous materials necessary for the collection of the groundwater samples. Sample containers will be provided by the laboratory.
d. The proposed locations for the DPT groundwater sampling are shown in the attached figure.
Please call Gregg Roberts at (863) 670-0215 should you have any questions.
Provide the following:
1. All bidders please include the make and model of the rig intended to perform this scope-of-work.
2. Note that the actual construction and depth of the shallow wells will be dependent on the depth to shallow groundwater determined in the field.
3. Also note that all IDW will need to be consolidated to a designated area in the vicinity of the
Cleaners for future characterization, removal and disposal.
3. All bidders please include an estimated number of drums in their bid.
4. All bidders please include an estimated time required to complete the scope at the site.
5. Please provide an all-inclusive price quote by close of business Monday, October 28, 2022, if possible.
